SK RESOLUTION NO. 2023 – 001

A RESOLUTION CONCURRING THE APPONITMENT OF LEONILYN QUITORIANO AS THE SANGGUNIANG

KABATAAN (SK) SECRETARY OF BARANGAY PAULINE R. AGUSTIN, LAOAG CITY, ILOCOS NORTE.

WHEREAS, Republic Act. No. 7160 otherwise known as the Local Government Code of 1991 provides in
Chapter VIII Section 423 – Creation and Election states that, “There shall be in every barangay a
Sangguniang Kabataan compose of a Chairman, seven (7) members, a secretary, and a treasurer.

WHEREAS, the Republic Act No. 10742 also known as the Sangguniang Kabataan Reform Act of 2015
provides in Chapter 2, Section 13 paragraph (f) states that “The Sangguniang Kabataan Chairperson with
the concurrence of the Sangguniang Kabataan has the power to appoint among the members of the
Katipunan ng mga Kabataan (KK) a secretary and a treasurer”;

WHEREAS, Republic Act 10742 further provides for the following qualifications of an official of an SK,
either elective or appointive:

1. A citizen of the Philippines;

2. A qualified and registered member of the KK;
3. A resident of the barangay for not less than one (1) year immediately preceding the
election;
4. At least eighteen (18) years but not more than twenty-four (24) years of age on the day of
the elections;
5. Able to read and write Filipino, English or the local dialect; and MUST NOT:
6. Be related within the second civil degree of consanguinity of affinity to any incumbent
elected national official, or to any incumbent elected regional, provincial, city, municipal, or
barangay official, in the locality where he/she seeks to be elected and
7. Have been convicted by final judgement of any crime involving moral turpitude.

WHEREAS, from among the Katipunan ng mga Kabataan (KK) member of Barangay 61 CATABAN, the
Chairperson recommended PAULINE R. AGUSTIN for the position of SK Secretary after due consideration
of her qualifications and finding her to possess the necessary skills and experience required for the
position as SK Secretary.

OFFICE OF THE SANGGUNIANG KABATAAN

WHEREAS, as SK Secretary, PAULINE R. AGUSTIN shall perform the following duties as stated in the
Sangguniang Kabataan Reform Act of 2015:

a. Keep all records of the Katipunan ng Kabataan (KK) including the list of its qualified
members, youth policies, studies, research, and registry of youth and youth-serving
organizations in the barangay, if any;

b. Prepare and keep minutes of all assemblies of the Katipunan ng mga Kabataan (KK) and all
the meetings of the Sangguniang Kabataan;

c. Cause the posting, in the barangay bulletin board and at least three (3) conspicuous places
within the jurisdiction of the barangay, and if possible including the use of traditional and
non-traditional media, and make available for any person with legal purpose, all resolutions
approved by the Sangguniang Kabataan, the Comprehensive Barangay Youth Investment
Plan (CBYIP) and Annual Barangay Youth Investment Program (ABYIP) and dissemination of
the same to concerned offices, institutions and individuals; and

d. Perform such other duties and discharge such other functions as the SK Chairperson may
prescribe or direct.

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG KABATAAN to

prove the appointment of PAULINE R. AGUSTIN as SK Secretary of the Sangguniang Kabataan of
Barangay 61 CATABAN, Laoag City, Ilocos Norte.

RESOLVED FINALLY, to furnish a copy of this Resolution to all concerned agencies for information and
ready reference.

WHEREAS, as SK Treasurer, JANE ROSE B. TEODORO shall perform the following duties as stated in the
Sangguniang Kabataan Reform Act of 2015:

1. Take custody of all SK properties and funds and ensure proper turn-over to the next SK
Treasurer;
2. Collect and receive contributions, monies, materials and all other resources intended for the SK
and the KK, and issue the corresponding official receipts thereto;
3. Serve as co-signatory in all withdrawals from the SK Funds and disburse funds in accordance
with the approve annual budget and supplemental budget, as the case may be, of the SK;
4. Certify the availability of the SK Funds whenever necessary;
5. Submit to the SK and to the Sangguniang Barangay, certified and detailed statements of actual
income and expenditure at the end of every quarter and the posting of the same in the
barangay bulletin board and in atleast three (3) conspicuous places within the jurisdiction of the
barangay, and if possible, including the use of traditional and non-traditional media;
6. Render written financial report of all SK Funds and property under her/his custody and shall be
made available to the KK members during the regular KK Assembly; and
7. Perform such other duties and discharge such other functions as the SK Chairperson may
prescribe or direct.

NOW. THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG KABATAAN to

approve the appointment of JANE ROSE B. TEODORO as Treasurer of the Sangguniang Kabataan of
Barangay 61 CATABAN, Laoag City, Ilocos Norte.

RESOLVED FINALLY, to furnish a copy of this Resolution to all concerned agencies for information and
ready reference.
