Greetings from Technical Education and Skills Development Authority!

We are excited to welcome you to the Capability Building Program for TVI-applicants and
STAR Regional Review Committee (SRRC) on the System for TVET Accreditation and
Recognition (STAR) Program that will be conducted on December 20-21, 2021, 8:00 AM - 5:00
PM, via Zoom.

Schedule of activity is as follows:

The System for TVET Accreditation and Recognition (STAR) Program is a system of recognizing
TVET programs that have exceeded the minimum requirements of program registration set by
TESDA. It aims to look deeper into the implementation of registered programs and aligning the
success indicators vis-à-vis East Asia Summit TVET Quality Assurance Framework (EAS TVET
QAF) and Asia Pacific Accreditation and Certification Commission (APACC).

The Capability Building Program aims to introduce the STAR Program to Technical Vocational
Institutions. After the program, you will be able to:
Have standard understanding of the STAR Program and its criteria;
Identify the application process and its related activities;
Identify appropriate documents/evidence to be prepared;
Accomplish the STAR Application Form; and
Provide self-assessment based on the STAR Program Criteria.

The course will be conducted on January 24 - 27, 2023, 1:00 PM - 5:00 PM via Zoom and
CO-E-Learning Infra for Transparency and Efficiency (CO-ELITE) Learning Management
System
ATTENDANCE MONITORING
Your attendance in all the sessions throughout the day is expected. Attendance will be
monitored by the national secretariat. You will be asked to fill out an online attendance
form via the Learning Management System that will be provided once you logged in. Link
to the online attendance form will also be provided via the Zoom chat box.

Log in to Zoom between 12:30 PM to 1:00 PM. Note that the program will promptly start
at 1:00 PM. You are strongly discouraged from holding any other business during the
official hours of the course.

Note: Do not share these details with anyone unless they are approved as an attendee of the
course. To ensure full access to the features of Zoom, download and install the latest version of

The following are the requirements to ensure access to the course:

computer (desktop or laptop) to access the online platform
internet connection with a speed of at least 5.0 Mbps
well-functioning camera, microphone, and speaker

In case a technical glitch in the Zoom platform is encountered that will prevent the
continuity of the training, Google Meet will be utilized as the backup training platform. The
national secretariat will communicate with you the access details through email and text
message as the need arises.

participants. In order for us to acknowledge you properly, please follow the naming
convention set for the activity.

For the capability building program, all materials, session recordings, pre and post tests,
workshop outputs and other exercises to be submitted will be done through the
Certification Office - E-learning Infra for Transparency and Efficiency Learning
Management System (LMS).

We have prepared workshops that aim to allow better understanding of the STAR
Program criteria by analyzing your identified registered TVET program to be accredited
under the STAR Program. To help you prepare for the workshops, bring with you any
relevant information or documentary evidence on the program you are applying for.
