PURCHASE OF LAND FOR SMS RISALPUR INDUSTRIAL ESTATE

With reference to captioned subject, a committee comprising of following executives


was constituted to negotiate the price of extra piece of land with the concerned land owner for
the above subject SMS.

In this context, the land committee members at SNGPL end are:

1. Mr. Muhammad Khan Senior Engineer Projects


2. Syed Tahir Shah, Senior Engineer C-10 Nowshera(T)
3. Mr. Osama Shakeel, Executive Engineer ,C-10 Wah-T
4. Mr. Bashir Ahmad, Senior Engineer(P/Lands)
5. Mr. Naseer Khan Sr. Accountant (Compliance)

The newly constructed SMS has covered total area of 10.77 Marla land after up-
gradation, in which the 6 Marla piece of land is company owned and was already purchased
back in 1996 for the old SMS and remaining 4.77 Marla land has been covered during the up-
gradation of the SMS in year 2021-22.Initially transmission along with Land department HO
have tried their best to find out the land for the SMS up-gradation , unfortunately no such
piece of land was available which was suitable for the up-gradation. Several meetings have
also been conducted with the NHA department for providing a piece of land for up-gradation
of SMS but NHA refused to provide land for SMS construction as NHA land available here is
under legal litigation.
Later on, for timely completion/execution of the capital job it was decided that SMS
may be upgraded at the existing SMS place as per Management instructions. After
completing the construction work and commissioning of the SMS in June 2022, a person
namely Mr. Raj Muhammad appeared in Wah(T) Office in December 2022, after six
months, claimed that an extra piece of land approximately 4.77 Marla occupied by SNGPL
during Construction of SMS which is not purchased from him, while enquiring for not
approaching SNGPL office timely during construction work of the same SMS for processing
his claim, he failed to answer satisfactory which clearly showed his mala fide intentions for
demanding his own sweet will price for this extra piece of land after completing the SMS
construction.

It is important to mention here that joint site visit arranged with this land owner on
02-09-2023, initially he was demanding Rs.500,000/- per Marla which was on higher side.
After having approved DC rates, committee members checked the market price which was
ranging from Rs.200,000 to 250,000 per Marla. After hectic negotiations with him, the
aforementioned landowner agreed to sell this piece of land @ Rs.220,000/- based on certain
conditions i-e After verifying their ownership in local revenue record and necessary
confirmation from NHA record about this piece of land that it may not be the property of
NHA as this piece of land is adjacent to NHA land.

Furthermore, the land owner had also visited the Wah Office to discuss the issue personally
with chief engineer and requested for the earliest payment of the land. The issue has been
reported to CE (T), Wah (T) telephonically dated 02-09-2023 after joint site visit.

Keeping the above in view, it is requested for that the earliest finalization of this extra
piece of land already occupied for the SMS as per policy to avoid any dispute with land
owner in future.
