The procedure has as its purpose to describe the actions, technological stages, methodology,
equipment and materials necessary for the execution of demolition works within the project
“Bucharest International Airport Rail Access Link Project (Metro Line 6. 1 Mai - Otopeni). Design

demolition work on Metro Line 6.

3.1 Abbreviations

3.2 Terms
Employer – as defined in the Contract
Supervisor – as defined in the Contract
Subcontractor – as any legal person who undertakes contractually with the Contractor the
task of performing specialized works, provided in the work project
Correction – the action of removing a defect or non-conformity
Corrective action – the action of removing the cause that led to a defect or non-
conformity.
QA, Quality Assurance - a part of the quality management focused on providing
confidence that quality requirements will be fulfilled. QA involves continuous assessment
of the adequacy and effectiveness of the overall Quality Management System to assess
deviation from established quality objectives.
QC, Quality Control - a part of the quality management focused on fulfilling quality
requirements. QC involves specific control points during the design, manufacturing, or
construction stages, to verify the fulfilment of design criteria, acceptance criteria
(tolerance, etc.), performance criteria or functional criteria.
Defect or non-conformity - any part of the Works which is not performed, supplied or
completed in accordance with the Contract. To avoid any doubt and without limiting the
general nature of the expression, the term shall be deemed to include any manufactured
good, product, material or work incorporated or used in the Works, which does not
conform to the relevant quality standards, or which fails the prescribed tests, or fails to
comply with the approved Quality Management System, the project quality plan, the
inspection and testing plan and the technical/work procedures.
4 ROLES, RESPONSIBILITY
The contact information, along with detailed information of the listed personnel below, will be
provided at the beginning of the execution
Ensures adequate resources for effective implementation of the project work plan. The Project
Manager is responsible for achieving stated project goals which include creating clear and
achievable project objectives, building project requirements and managing the constraints of the
project management triangle which are cost, time, scope and quality.
Project Manager shall establish the responsibilities of all participants in the production process -
responsible factors, collaborators, subcontractors, in accordance with the own quality assurance
system adopted and with the legal provisions in force.
Works coordination chief engineer responsible for coordinating interfaces, If the relocation activity
involves water network diversion or other types of works that fall under interface management,
coordination with the stakeholders is required.
He/she ensures that materials, labor, machinery and equipment requested by the Project
Manager are provided as scheduled. He/she ensures that the execution of the necessary
preparatory work for monitoring and the monitoring process are carried out within the time limits
set out in the detailed production schedules. He/she is directly responsible for ensuring all the
conditions and organizational measures to ensure that the monitoring demolition works is
carried out within the time limits laid down in the production schedule, in strict compliance with
the quality requirements laid down in the project and the technical regulations in force.
He/she overseas operations in accordance with approved method statement for demolition
works, technical documentation for execution, specifications, submitted materials and schedules
to obtain acceptance of project deliverables, including the dismantling and dismantling
disassembly of the constructions . He/she strictly complies with the quality requirements set out
in project, in local technical and legislative regulations in force and in the project management
plans.
He/she ensures the availability on site of complete design and execution documentation required
to carry out guide-walls, diaphragm walls, barrettes works. He/she ensures the necessary
conditions for compliance with legal provisions on health and safety at work and environmental
protection. Collaborates with the QA/QC manager and informs the designer and Supervisor on:
• equipment used
• applicable technologies.
He/she implements mitigation/elimination measures as specified in the OHS risk assessment and
in accordance with provisions of the risk register.

METHOD OF STATEMENT FOR DEMOLITION WORKS
Stations Chief shall use in the execution of the works only of the procedures leading to the
fulfilment of the requirements and only on the basis of the solutions established by the Designer
with the approval of the Supervisor and also
• compliance with projects and execution details in order to achieve the level of quality
corresponding to the requirements
• subjecting to reception only the demolition works that meet the quality requirements
• returning the temporarily occupied lands to their initial state, upon completion of the
execution of the works.
The Station Chief will determine the temporary storage places for the materials resulting from the
demolition until they are transported to the final warehouses.
Site Manager shall verify the documentation and method statement regarding execution and
closely supervises assigned activities and ensures that all work instructions and
procedures/methodology are strictly followed and adhered to.
Environmental Chief is responsible for compliance with all provisions of technical documentation,
authorizations, agreements, approvals and applicable legislation with reference to environmental
protection.
A pre-construction survey shall be carried out to fix the appropriate locations and elevations as
per the approved execution drawings.
He is responsible for carrying out and verifying demolition works, carrying out drawings and
verifications in constructions.
Ensures in the field the conditions, markings, signposting provided for in the related notices, with
attention to the exit / entry of means of transport from / to the construction site.
Responsible for training on compliance with the rules for the execution of works under traffic to
implement all traffic safety provisions of the approved traffic management plan
Ensures communication with the Stakeholders regarding the start of the works and the
progress of the works within the design.
Ensures continuous and clear information to communities and institutions on planned
works, expected disruptions, mitigation measures, establishing transparency and partnering with
affected people/neighbourhoods/institutions, especially on mitigation/conciliation measures.
Provides advance communication for situations where work undesirably and/or unplanned
affects the normal course of urban life (impact on local infrastructure, roads, traffic, public
transport, community facilities, impact on residents, businesses/business environment - noise,
dust, vibration; impact on existing infrastructure, utilities, access diversions.
Ensures communication with residents and companies/institutions in the immediate
vicinity of the construction sites so that they correctly understand the reasons for the discomfort
created by the works (noise, dust, vibrations, installation of site equipment, transfer of heavy
machinery to the site, fencing, clearing of street trees etc.)
Provides communication/information to road users (motorists, pedestrians, cyclists, buses
on routes around construction sites) for situations involving traffic delays, route changes, detours,
parking access, pedestrian paths, bus stops, bike lanes.
Ensures communication and information in relation to situations where work affects
historical monuments, archaeological remains or other heritage objectives.
In all situations where the work undesirably and/or unplanned affects the normal course of
utility supply, the flow of road traffic, access to areas where work is being carried out or areas
adjacent to neighbourhoods, other inconvenience to residents, the business environment or the
general public etc., ensure prior communication with stakeholders, informing them of the public
interest achievements, the current progress of the design and highlighting the long-term benefits
of the design for the whole community.
4.12 Subcontractor
- To respect the method of collaboration between the Parties regarding safety and health at
work.
- To carry out the work in accordance with the provisions of the technical method statement.
The Subcontractors who perform demolition works will be notified to the Beneficiary, for
approval.
Equipment Operator
- The only authorized person to operate any equipment to be used in the project.
Load Rigger
NOTE:
The name, first name of each role is identified in the Project Organizational Chart, applicable on
the date of execution.
In the Annex 3 is mentioned the list with the Contractor’s responsible personnel.
The list will be updated 2 weeks before the commencement of the works on site.
The Contractor will carry out the demolition work in order to avoid disruption to existing networks
in the area.
The Contractor will notify network owners and other owners of the intention to start demolition
works before the start of the works
If damage to existing networks occurs, caused by works, the following measures will be taken:
-the owner of the respective network, Supervisor and Beneficiary of the work shall be
notified
-the method of rectifying the defects and commissioning is established.
5.2 PREREQUISITES
5.2.1 General conditions
Site Organization
Before starting the demolition works, the following actions will be carried out:
Disconnection of external utility networks
Emptying of internal water, gas, heating networks, internal fuel depots, etc.
Disconnection and evacuation of machinery, installations, and technological equipment
from within the respective buildings.
Utility networks will be ensured for electricity and water.
For anti-dust, water spraying will be implemented.
Containers will be placed on-site to remove and store contaminated soil until authorized
economic operators take over for disposal in case of accidental soil pollution.
Special spaces will be arranged for organized waste storage.
Metal containers will be placed on specially designed surfaces for household waste storage.
Containers will be placed on specially designed surfaces for packaging waste storage.
Containers will be placed for separate storage of recyclable waste.
Transportation of waste resulting from demolition will be done using covered trucks.
Demolition of buildings and annexes will be done as follows:

Resources will be allocated for the execution of these demolitions according to the volume of
works and the legislative and technical conditions in force.
It is desired to demolish the existing buildings, to clear and sanitize the land in order to build the
metro stations for the M6 metro line in Bucharest.
Archaeological monitoring
Throughout the duration of the ground works, the Contractor is aware of the possibility of
archaeological discoveries during topsoil stripping or other excavations on the Site; in this case,
preventive archaeological investigation is carried out in order to discharge the archaeological
burden.
When executing the works, all the occupational safety and security measures provided for in the
Legislation in force, in the Subcontractor’s own OHS plan, and in the Contractor’s own OHS plan
for Project and in “Healty and Safety Manual” – Reference Documents – Tender documentation
shall be respected.
Given the nature of the execution works, as well as the equipment used, it is necessary to strictly
comply with the measures of work protection and fire prevention and extinguishing.
• The occupational protection rules will be observed according to the order no. 807 of
November 2000 and Law 319/2006, the Law on Health and Safety at Work, which came
into force on October 1, 2006 and was promulgated by Decree 956/ 13.07.2006,
published in the Official Gazette of Romania – part I no.646/26.07.2006.
• The workers will be equipped with: safety helmet, boots with metal top and metal insert,
safety belt, leather protective gloves.
• During the loading and removal of debris, demolition activity in the area will stop.
• Unauthorized individuals are not allowed in the work area of the demolition equipment.
• The intervention of the cutting team (when applicable) is allowed only after the end of the
mechanized demolition activity.
• During demolition with scissors or demolition hammers, the work area will be heavily
sprayed with water to limit dust emission.
• Scissors will not be used in positions where the pieces of concrete resulting from demolition
may fall into the cabin area.
• All workers will be trained on the work protection rules appropriate to the work they perform,
and the completion of the training will be recorded in the individual work protection sheet,
which will be signed by the person trained and the person who did the training.
• Measures will be taken to restrict pedestrian and vehicular traffic through appropriate fencing
of the area
and the installation of warning boards in a visible place, on the area where mechanized
demolition is to be carried out, so that the elements resulting from the demolition of buildings do
not cause accidents at work.
• For fire prevention and extinguishing, the provisions of OMA l 163/2006 and the C300
Regulation approved by MLPAT with order 20N/ l.07.1994 shall be respected.
• The Site Manager and the technical managers of the work sites will take other measures to
ensure the smooth running of the demolition works and the recovery of materials that can be
reused.
• For fire prevention and extinguishing, the provisions of OMAI 163/2006 and the C300
Regulation approved by MLPAT with order 20N/11.07.1994 shall be respected.
• The Site Manager and the technical managers of the work sites will take other measures to
ensure the smooth running of the demolition works and the recovery of materials that can be
reused.
• The welders who will flame cut the metal elements will check at the beginning of the work:

METHOD OF STATEMENT FOR DEMOLITION WORKS
When executing the works, all the Environmental Protection measures set out in the
Environmental Agreement No. 4 of 30.10.2017, the Work Plan for Environmental Protection in
Construction (PLPMC), the Work Procedures and the Environmental Legislation in force shall be
respected.
The quality of the environmental factor AIR will be monitored monthly with an accredited
laboratory as required by the Environmental Agreement No. 4/30.10.2017;
Modern demolition machinery will be used, equipped with engines whose emissions
comply with current legislation;
Dust water cannons will be used during periods when demolition work is being carried out
and water will be sprayed during periods when there is no rainfall: demolition waste
temporarily stored on site, work platforms and access roads;
Anti-dust nets will be installed on the fencing around the site;
Metal or wooden protective panels should be used where there is a risk of significant dust
generation;
The loading of the waste for transport will be carried out after it has been soaked to avoid
the generation of dust;
Vehicle loading will be achieved by positioning the bucket at the lowest possible height in
order to unload materials into the transport vehicles;
The materials will only be crushed after watering;
Vehicle wheels will be cleaned when leaving the site on public roads;
The engines of machinery will be switched off during periods when they are not engaged
in activity;
For the transport of excavated soil and construction materials/waste, vehicles will be
covered and will run on established routes;
• Noise levels in the work frontage area will be monitored weekly with an accredited
laboratory, as required by the Environmental Agreement No. 4/30.10.2017;
• Large structural elements will be prevented from collapsing without vibration
mitigation measures;
• The traffic inside the site will follow clear, pre-established rules;
• Minimising the loading height of construction waste;
• Shutting down machinery engines during periods when they are not engaged in
activity;
• Scheduling activities in such a way as to avoid increasing noise and vibration
levels through the simultaneous use of several pieces of equipment with
significant noise emissions;
• Adapting the execution schedule in the vicinity of sensitive targets such as
housing, schools, kindergartens, hospitals, so that the inconvenience caused to
them is as low as possible;
• In case of accidental soil pollution, the polluted soil layer shall be removed and stored
in containers until it is taken over by authorised economic operators for disposal;
• A daily inspection of the machinery and vehicles used will be carried out by the
operator of each machine before the start of work to identify potential leaks;
• Measures will be taken to ensure that the wheels of machinery transporting
construction waste or other materials do not foul the access roads (roadways,
pavements, side roads);
• On completion of the demolition work, the temporarily occupied land will be released
and returned to its original use. The contractor is required to carry out ecological
reconstruction of occupied or temporarily damaged land.
Before starting the demolition works, the following protective measures will be taken:
- Screens will be installed in the areas where this is necessary, in order to prevent the injury of
the work colleagues, through the random design of the pieces of material.
- No demolition work will be carried out at night, especially when the building or structure to be
demolished is located in a residential area, with the exception of special situations and when this
is expressly approved by the Supervisor.
- he will make sure that all the workers involved in the demolition work are properly trained and
are prepared to perform the respective tasks. Professional training will be provided in terms of
demolition techniques, how to detect hazards, the correct use of tools and equipment and the
procedures to be applied in case of emergency.
- An emergency plan must be implemented, which includes the procedures for evacuation,
medical assistance and the management of possible incidents, such as fires or accidents.
- Demolition work will not be carried out in unfavorable weather conditions.
If a certain danger is seen in the adjacent structures, they will be evacuated, to avoid any danger
to people's lives.
5.2.5 Measures for the Protection of Facilities, Utilities, Urban and Local Services
and Residential Systems
The execution of the works will be carried out respecting the urban and local services and
functions in the areas where they will be carried out, as provided for in the relevant notices,
agreements, authorizations and through a permanent communication with the residents.
The execution of the works will be carried out guaranteeing the protection of all existing utilities.
The execution of the works will be done simultaneously in several work fronts. The works will be
carried out by categories, so that the overlap of the different works will be minimal and over a
short period of time.
If these conditions are met before the actual work begins, the perimeter of the construction site
must be delimited and all persons who are not designated to participate in this activity must be
evacuated from the site.
Throughout the demolition works, security measures will be taken in order not to allow strangers
to enter the site perimeter.
The site perimeter will be fenced and visibly marked as a high hazard area.
Before starting any Works, the Contractor will carry out a complete inspection of the Site and
any surfaces on which Demolition Works will be carried out or are intended to be carried out,
in order to identify any surfaces where it is possible to find structures, munitions or other items
of geological or archaeological interest.
The personnel participating in the demolition works must know and master the execution
project, the technical specifications and this procedure.
Existence of installations, machines, means of transport in good working order;
Existence of access roads
Training and compliance by the executing staff of the OSH and SU-PSI norms specific to the
activities carried out
The teams will be equipped with specific individual protective equipment (Workers will be
equipped with: protective helmet, boots with metal dome and metal insert, safety belt,
protective leather gloves)
Demolition work will be able to start only after:
- connections to external networks were interrupted
- the internal water, gas, heating networks, internal fuel storages, etc., were emptied.
- the machinery, installations and technological equipment inside the respective buildings
were decommissioned and evacuated
The documentation for the execution of the works will necessarily include the technological sheet
for the demolition of the buildings, which will include:
- the detailed description of all operations necessary for demolition
- the grouping of operations by work phases, in an appropriate logical sequence
- the order of the work phases
- specifying the technical means related to each operation
The dismantling and dismantling disassembly of the constructions must be done under the direct
management of a technical staff, who is responsible for:
- the training of workers who perform operations related to demolition and compliance
with the work phases provided in the technological process, as well as ensuring the
recovery of reusable materials.
- before the start of the demolition operations, all the personnel who take part in the
execution must be trained on the technological process regarding the sequence of the
work phases and on the occupational health and safety measures. Untrained personnel
or other citizens are not allowed access to the demolition area.
Demolition will usually be carried out in daylight.
The dangerous area near the construction must be fenced off and provided with warning signs,
visible both day and night.
Construction parts that present an imminent danger of collapse will be secured in advance
against accidental detachment and will be demolished with priority.
It is not allowed to demolish by removing the elements from the base of the building being
demolished, the demolition will be done only from top to bottom, it being prohibited to demolish
two or more levels on the same vertical, strictly respecting the provisions of the technical project.
The Station Chief will determine the temporary storage places for the materials resulting from the
demolition until they are transported to the final warehouses.
Small-sized materials (bricks, tiles and others) will be evacuated through chutes, large ones
(door frames, windows, planks, beams, etc.) will be tied in well-reinforced packages and will be
evacuated with the help of pulleys, and the sanitary, electrical, terracotta tiles and others by
direct carrying.
5.3.1 Site survey, works layout and area check (underground, above ground installations).
The first stage in the demolition works are, as follows:
Site handover;
Before starting any works of digging ditches or drainage pits, the Subcontractor will make
sure that there are no unidentified utilities.
5.3.2 Pipeline Protection, Installation Cables and Network Relocation Execution
Marking with signposts of the presence of live electrical cables, of the various installation pipes
present on the site.
5.3.3 Incidental archaeological finds during construction
Protection of Archaeological Remains according to Law No.422-2001 on "Protection of
Historical Monuments, Archaeological Heritage and Declaration of Archaeological Sites"
supplemented by Law 258-2006 and Law 259-2006:
The archaeological find will be reported to the Authorities and the Supervisor.
Until the Authorities decide on how to investigate and preserve the site, the protection and
security measures for the archaeological remains on site will be maintained.
The Contractor shall comply with the provisions of the Romanian legislation in force regarding
preventive archaeological research (with the stages defined in the OG 43/2000 republished and
in the Order of the Minister of Culture no. 2392/2004 and the provisions of the Order of the
Minister of Culture no. 2562 of 4 October 2010 on the approval of the procedure for granting
authorizations for archaeological research) using entities authorized and consented by the
Beneficiary.
Given the different structures to be demolished (concrete and metal), the technologies differ
respectively:
1)- mechanized demolition of buildings with concrete structure and load-bearing masonry
General
Demolition will start with the areas from the boundary to the central area.
For these buildings we use specially designed protection systems, which are designed to protect
the remaining area of the building that is being demolished, namely modular panels (closed metal
structure with wooden planks). The stages will run according to the following algorithm:
- informing neighbours of the demolition stages at the property boundary, including the calendar
dates for the start and completion of demolition;
- taking all dust and shock protection measures by preparing the work area, installing water
cannons and dust nets (crane installation of protection systems for metal and wooden panels,
including dust nets);
5.4.2 BUILDINGS WITH A HEIGHT OF GF OR GF+1, WITH A.B. FRAMES OR WITH LOAD-
BEARING MASONRY
Liebher 934R 35-tonne, Liebherr 944R 45-tonne and Liebherr 954 R 70- and 86-tonne high-
capacity excavators equipped with hydraulic drills and hydraulic hammers can be used for this
type of building. The demolition procedure is as follows:
1)- start with the demolition of the roof by cutting with hydraulic shears and mounted on the
excavator;
2)- demolition will continue from top to bottom with the excavator equipped with hydraulic shears,
on each beam, starting from one end of the building to the opposite side in the following
sequence:
a)- demolition of the floor slab and beams above the first floor;
b)- demolition of the exterior walls on the first floor and the interior walls on the first floor, on the
respective bay;
c)- cutting the first floor columns;
d)- demolition of the floor slab and beams above the ground floor, on the beam where the first
floor was demolished;
e)- demolition of the resistance structure on the ground floor by cutting the concrete columns;
f)-if the structure is on load-bearing masonry, the walls will be cut, on each beam, from top to
bottom;
g)-if loading into vehicles is carried out with scissors, then this activity shall be carried out
alternately with demolition in order to avoid the work area being cluttered with rubble;
h)-for buildings with basement, after the roof demolition, the basement slab shall be broken and
filled with rubble for later excavator access. For this purpose a slot will be created in the floor
slabs, from top to basement, through which the debris from the upper floors will be pushed so as
to fill the basement.

METHOD OF STATEMENT FOR DEMOLITION WORKS
Taking over of the Works will be carried out in accordance with the "Regulation for the takeover
of construction works and related installations", approved by H.G.R. no. 273/1994.
The members of the take-over committee on completion of the works must be:
a) The Employer's representative, who is also the chairman of the committee;
b) The Contractor's representative;
c) Supervisor.
Representatives of the Contractor and the Specialist Designer participate as guests at the take-
over on completion of the works.
The Beneficiary will organize the start of the take-over of the work upon completion as provided
for in the contract and the law and will communicate the date set:
-members of the take-over committee;
-the Contractor;
-the Designer.
The Designer will draw up and present to the take-over committee his point of view on the
execution of the construction.

Hydraulic shear:
This type of device is represented by a sturdy construction shears provided with two mobile
clamping jaws and the possibility of 360 degree rotation in the transverse plane. The movement
of one of the jaws is carried out with the help of a hydraulic cylinder and the other jaw is actuated
by means of a cam integral with the hydraulically operated jaw. The device is mounted on the
hydraulic excavator equipment.
The device can be used for the execution of various demolition works (walls, slabs, pillars,
foundations, wall joints, etc.) vertically, horizontally or under the support base, as well as for
cutting reinforcements
Hydraulic hammer with shock action mounted on the excavator:
The work equipment is attached to hydraulically operated excavators instead of the bucket, and
can be equipped with various types of tools. For demolishing concrete, the narrow chisel and
pickaxe are used in particular.
In case of execution of demolition works at night, an additional lighting system will be
used. Also, in the case of using portable pneumatic equipment, an air compressor will be
used.
