๑. เอกสารและใบสาคัญสาหรับเรือ

๑.๑ เอกสารและใบสาคัญสาหรับเรือ เป็นเอกสารที่ทางการ (รัฐเจ้าของธง) ออกให้แก่เรือ เพื่อรับรอง

ว่าการปฏิบัติงานของเรือ (Ship’s operation) ได้กระทาไปตามข้อกาหนดของกฎหมายและอนุสัญญาระหว่าง
ประเทศที่เกี่ยวข้องอย่างถูกต้องครบถ้วนเพื่อให้เกิดปลอดภัยแก่เรือ ชีวิต ทรัพย์สินและการป้องกันและรักษา
สิ่งแวดล้อมทางทะเล
๑.๒ นายประจาเรือผู้มีหน้าที่รับผิดชอบต้องตรวจสอบและควบคุมให้เรือต้องมีเอกสารประจาเรือ
ตามที่กฎหมายของรัฐและอนุสัญญากาหนดไว้ และมีผลบังคับได้ตามกฎหมาย
๑.๓ เอกสารและใบสาคัญรับรองสาหรับเรือ จาแนกเป็น
(๑) เอกสารและใบสาคัญที่เป็นข้อบังคับสาหรับเรือ (mandatory)
(๒) เอกสารและใบสาคัญที่ไม่เป็นข้อบังคับสาหรับเรือ (non – mandatory)
๒. เอกสารและใบสาคัญสาหรับเรือทุกชนิด (Certificates and Documents required to be carried by
all ships) เป็นเอกสารที่บังคับสาหรับเรือทุกชนิด

๓. เอกสารและใบสาคัญสาหรับเรือโดยสาร (passenger ships)

นอกจากจะต้องมีเอกสารและใบสาคัญสาหรับเรือทุกชนิด (all ships) แล้ว เรือโดยสารจะต้องมีเอกสาร

และใบสาคัญรับรองตามประเภทเรือโดยสารเพิ่มเติม ดังต่อไปนี้ (All ships + Passenger ships)

๔. เอกสารและใบสาคัญสาหรับเรือสินค้า (cargo ships)

นอกจากจะต้องมีเอกสารและใบสาคัญสาหรับเรือทุกชนิดแล้ว เรือสินค้าจะต้องมีเอกสารและใบสาคัญ
รับรองตามประเภทเรือสินค้าเพิ่มเติม ดังต่อไปนี้ (All ships + Cargo ships)

๕. เอกสารและใบสาคัญสาหรับเรือบรรทุกสารเคมีเหลวที่เป็นพิษลักษณะเทกอง (any ship carrying

noxious liquid chemical substances in bulk)

นอกจากจะต้องมีเอกสารและใบสาคัญสาหรับเรือทุกชนิดกับเรือสินค้า (all ships and cargo ship) แล้ว

เรือบรรทุกสารเคมีเหลวจะต้องมีเอกสารและใบสาคัญรับรองเพิ่มเติม ดังต่อไปนี้ (All ships + Cargo ships +
specific ships)

๖. เอกสารและใบสาคัญสาหรับเรือบรรทุกสารเคมี (any chemical tanker)

นอกจากจะต้องเอกสารและใบสาคัญรับรองสาหรับเรือทุกชนิดกับเรือสินค้า (all ships and cargo ship)
แล้ว เรือบรรทุกสารเคมีจะต้องมีเอกสารและใบสาคัญเพิ่มเติม ดังต่อไปนี้ (All ships + Cargo ships + specific
ships)

๗. เอกสารและใบสาคัญสาหรับเรือบรรทุกก๊าซเหลว (any gas carrier)

นอกจากจะต้องมีเอกสารและใบสาคัญสาหรับเรือทุกชนิดกับเรือสินค้า (all ships and cargo ship) แล้ว

เรือบรรทุกก๊าซเหลวจะต้องมีเอกสารและใบสาคัญเพิ่มเติม ดังต่อไปนี้ (All ships + Cargo ships + Gas carrier)

๘. เอกสารและใบสาคัญสาหรับยานความเร็วสูง (any high-speed craft)

นอกจากจะต้องมีเอกสารและใบสาคัญรับรองสาหรับเรือทุกชนิดกับเรือโดยสารหรือเรือสินค้า (all ships
and passenger ship or cargo ship) แล้ว ยานความเร็วสูงจะต้องมีเอกสารและใบสาคัญเพิ่มเติม ดังต่อไปนี้ (All
ships + Passenger or Cargo ships + high-speed craft)

๙. เอกสารและใบสาคัญสาหรับเรือบรรทุกสินค้าอันตราย (any ship carrying dangerous goods)

นอกจากจะต้องเอกสารและใบสาคัญรับรองสาหรับเรือทุกชนิดกับเรือโดยสารหรือเรือสินค้า (all ships

and passenger ship or cargo ship) แล้ว เรือบรรทุกสินค้าอันตรายจะต้องมีเอกสารและใบสาคัญเพิ่มเติม
ได้แก่ (All ships + Passenger or Cargo ships + dangerous goods carrier)

๑๐. เอกสารและใบสาคัญสาหรับเรือบรรทุกสินค้าอันตรายที่มีหีบห่อ (any ship carrying dangerous

นอกจากจะต้องมีเอกสารและใบสาคัญรับรองสาหรับเรือทุกชนิดกับเรือโดยสารหรือเรือสินค้า (all ships
and passenger ship or cargo ship) แล้ว เรือบรรทุกสินค้าอันตรายที่มีหีบห่อจะต้องมีเอกสารและใบสาคัญ
เพิ่มเติม ได้แก่ (All ships + Passenger or Cargo ships + specific ships)

1. Certificates and Documents required 1. Dangerous goods manifest or stowage plan
to be carried by all ships

๑๑. เอกสารและใบสาคัญสาหรับเรือทีบ่ รรทุกเชื้อเพลิงนิวเคลียร์ (Irradiated Nuclear Fuel – INF) (any

ship carrying INF cargo)

นอกจากจะต้องมีเอกสารและใบสาคัญรับรองสาหรับเรือทุกชนิดกับเรือโดยสารหรือเรือสินค้า (all ships

and passenger ship or cargo ship) แล้ว เรือบรรทุกเชื้อเพลิงนิวเคลียร์จะต้องมีเอกสารและใบสาคัญเพิ่มเติม
ได้แก่ (All ships + Passenger or Cargo ships + INF cargo ships)

เอกสารที่เป็นข้อบังคับ เอกสารเฉพาะเรือ
1. Certificates and Documents required 1. International Certificate of Fitness for the Carriage
to be carried by all ships of INF Cargo
2. Passenger ships, or
3. Cargo ships

๑๒. เอกสารและใบสาคัญสาหรับเรือทีใ่ ช้พลังงานนิวเคลียร์ (any Nuclear Ship)

นอกจากจะต้องมีเอกสารและใบสาคัญรับรองสาหรับเรือทุกชนิดกับเรือโดยสารหรือเรือสินค้า (all ships

and passenger ship or cargo ship) แล้ว เรือที่ใช้พลังงานนิวเคลียร์จะต้องมีเอกสารและใบสาคัญเพิ่มเติม
ได้แก่ (All ships + Passenger or Cargo ships + nuclear ships)

1. Certificates and Documents 1. A Nuclear Cargo Ship Safety Certificate or Nuclear
required to be carried by all ships Passenger Ship Safety Certificate, in place of the Cargo
2. Passenger ships, or Ship
3. Cargo ships

๑๓. ใบสาคัญรับรองแรงงานทางทะเล
เป็นเอกสารที่จัดทาขึ้นโดยองค์การแรงงานระหว่างประเทศ (International Labour Organization –
ILO) ออกให้ภายใต้อนุสัญญาว่าด้วยแรงงานทางทะเล ค.ศ. ๒๐๐๖ (Maritime Labour Convention, 2006 –
MLC) ซึ่งเป็นความตกลงร่วมกันระหว่างองค์การทางทะเลระหว่างประเทศ (IMO) กับองค์การแรงงานระหว่าง
ประเทศที่ให้เรือเดินทะเลระหว่างประเทศทุกลาต้องมีเอกสารและใบสาคัญรับรองด้านแรงงานทางทะเล ได้แก่

1. Maritime Labour Certificate – MLC

เป็นเอกสารที่ออกให้เพื่อรับรองว่า
ใบรับรองด้านแรงงานทางทะเล  สภาพการทางานและความเป็นอยู่ของคนประจาเรือ
รวมทั้งมาตรการต่าง ๆ ที่ต้องปฏิบัติตามใบประกาศ
การปฏิบัติด้านแรงงานทางทะเล
 ได้รับการตรวจและเป็นไปตามข้อกาหนดของกฎหมาย
หรือกฎระเบียบภายในประเทศ หรือมาตรการอื่นใดใน
การปฏิบัติให้เป็นไปตามอนุสัญญานี้
2. Declaration of Maritime Labour เป็นเอกสารที่กล่าวถึง
Compliance - DMLC  ข้อกาหนดของประเทศเพื่อการปฏิบัติให้เป็นไปตาม
ใบประกาศการปฏิบัติด้านแรงงงานทาง อนุสัญญานี้ในเรื่อง
ทะเล  สภาพการทางานและความเป็นอยู่ของคนประจาเรือ
และ

 การกาหนดมาตรการซึ่งรับรองโดยเจ้าของเรือ เพื่อทา
ให้มั่นใจได้ถึงการปฏิบัติตามข้อกาหนดบนเรือหรือเรือที่
เกี่ยวข้อง

๑๔. เอกสารและใบสาคัญรับรองอื่นที่ไม่เป็นสิ่งบังคับแก่เรือ (Other certificates and documents which

๑๕. เอกสารและใบสาคัญรับรองที่ต้องมีประจาเรือต้องเป็นเอกสารหรือใบสาคัญรับรองต้นฉบับที่ยังมีผลใช้
บังคับได้ตามกฎหมาย
