TRAINING DESIGN
Course Title: FAMILIARIZATION and UNDERSTANDING THE
SALIENT FEATURES OF REPUBLIC ACT No. 9165 or otherwise known as
“"Comprehensive Dangerous Drugs Act of 2002", and its LEGAL
IMPLICATIONS, in compliance with DAO 2005-01.
Target Participants: PENRO/CENRO Personnel
Course Duration : 1 DAY
I. RATIONALE
The Department of Environment and Natural Resources-
Ilocos Norte, through the Drug-free Workplace Committee
which is mandated in overseeing the formulation and
implementation of the drug-free workplace policy, endeavors to
apprise the personnel of the Department of the salient features
of RA 9165 and its legal implications and make them well
informed, knowledgeable, and to raise their awareness
regarding the said law.
It is of public knowledge that violations of RA 9165 are
rampant in our country and still the most violated law among
are criminal laws. Thus, being one of the vital Departments of
our government, we must be at the forefront in the campaign
for the diminution or if not, total eradication of violations of
RA 9165.
With this training, the personnel of the Department will
be more apprised of the legal implications of violations of RA
9165, hoping that it will deter them from violating it and to
faithfully comply with DAO 2005-01.
After this training, the Department, specifically the target
personnel can hold their heads high and stay true to the
principle that “PUBLIC OFFICE IS A PUBLIC TRUST”, and
give substance to the message “THIS IS A DRUG-FREE
WORKPLACE, LET’S KEEP IT THIS WAY!”.

II. GOAL
To have personnel that are well informed and apprised of RA
9165 and are deterred from violating RA 9165, and to help in the
campaign for a drug-free workplace in the Department as mandated
by DAO 2005-01.
III. OBJECTIVES
After the one-day activity, the target participant will be well
informed of RA 9165 and dissuaded in activities involving illegal
drugs.
IV. PARTICIPANT
As mandated by DAO 2005-01, all officials and employees of
PENRO and CENRO’s regardless of rank or status shall participate.

V. RESOURCE PERSON
The resource person will come from the PENRO.
VI. METHODOLOGY
The training will be a lecture and discussion supplemented by
the use of visual aids such as PowerPoint presentation as well as
group activities and exercises.
VII. TRAINING MANAGEMENT
The training shall be managed by the Drug-free Workplace
Committee, PENRO Ilocos Norte.
