II. EXECUTIVE SUMMARY

Recent evaluation of communities within Protected Areas shows an enormous


disparity between the community’s Knowledge, Attitude and Practices (KAP). In
response to this, the regional office advised, that a conduct of more awareness
building activities, through Communication, Education and Public Awareness be
made to harmonize this disparity. However, we feel that the problem is not in the lack
of awareness, but in the indifference of the people towards the government, thus the is
a significant dip in the attitude and practices. Conducting CEPA will only resolve the
surface of the problem. In order to approach the problem in a much deeper level a
certain standards and guidelines must be set. As per most recent census of the
Philippine Statistics Authority 52.58% of the population of Northern Samar belong to
the younger age group of 0 to 35. Therefore, it is only fitting that we tap the youth,
particularly the youth leaders, as they are the representatives, or what can be akin of
that particular age bracket. Furthermore, this CEPA will be more impactful to BLPLS
if there is a certain output that would later lead to movement in the community such
as resolution(s) and ordinance(s) as well formulation of an organization that would
help in the different initiatives of the BLPLS PAMO.
This two-day training will be KAP/ Problem-Based, in design to be able to later easily
point out proper solutions in response to the problem. Part of the activity will be

activity planning as well open dialogue amongst the participants and the facilitators,
thereby creating an avenue for confusion, queries and concerns to be communicated.
This was included in the activity to boost the community’s confidence towards the
government, particularly the agency through our Protected Area Management Office.

III. TRAINING OBJECTIVES

The training was created primarily, to set the community’s within PA’s
Attitude and Practices at par to that of the community’s knowledge and was solely
created in response to the KAP findings which was presented to last April 2021.
Secondary objects of the program are as follows:

1. Prepare an Information, Education and Communication Campaign that would


address the challenges encountered in the Protected Area;

2. Keep youth leaders abreast as to the latest updates on the accomplishments,


challenges and milestones in the PA;

3. Create an avenue for an open dialogue, to boost the community’s confidence


to the Protected Area;

4. Formulate movers/warrior in communities within PA that would respond to


the problems encountered in the area;

5. Create an avenue that would analyze existing problems in the protected area
that would be bases for the formulation of solutions;

6. Come-up with a more concrete solution to address persisting problems in the


PA community;

7. Lobby approval of a resolution/ ordinance in the Protected Area.

IV. METHODOLOGIES

This event will be implemented through Face to face orientation which will
use the following

1. Leg working (planning, budgeting, procurement, invitation, etc.)


2. Seminar/Workshop
3. Open Dialogue
4. Nomination of BLPLS Warriors Officers
5. Documentation and reporting

Profiling was conducted by the facilitators to get the learners personal


information which are listed below, to wit;

VI. HIGHLIGHTS

Since the learning event was based of the Knowledge Attitude and
Practices survey result, the event was highlighted by three activities; one is the
presentation of the KAP Result which in my opinion has in a way tapped the
concern of the SK Federation Members; second is the PESTLE analysis which
was resulted to the construction of problem tree and objective which were
prepared by the participants themselves because this lead to the realization and
awareness which is at some level goes deeper than knowledge, which will
hopefully in turn will hopefully influence the attitude of the participants; and
finally, the nomination of the Officers of BIRILAROSA Warriors in Rosario,
Northern Samar, which subsequently resulted to the formulation of activity
plan for CY 2021-2022 of the BLPLS Warriors.

VII. FINDINGS

At the end of the learning events, participants were asked to share


some knowledge nuggets or some of their takeaways from the orientation and
based off of it, our Youth leaders were able to learn the importance of the
Coastal Marine Ecosystems and have become more aware of the problems
encountered in BLPLS and has come up with activities that can hopefully
address it. Such as a IEC caravan, open dialogue with the Sangguniang Bayan
to raise all non-compliant to RA 9003; NIPAS Act and the likes.
VIII. CONCLUSIONS

Although the turn out for the even is lower than expected, it can be
concluded that the activity can be deemed a success due to the output which
was gathered from the participants. It can also be concluded that the activity
has resulted to a much deeper awareness and connection to the protected area
and the environment as a whole.

IX. RECOMMENDATIONS

To ensure that the members as well as the organization and activities


shall be sustained, I recommend that similar activities be conducted on annual
basis by PAMO and the Tayo ang Kalikasan Movement. I further recommend
that the PAMO monitor activities formulated by the warriors in relation to
environmental awareness campaign and clean-up activity. Visibility of the
PAMO in the area through regular meeting and up trainings will give the
youth the feeling of support and may from experience likely motivate them to
work harder and easier to work with in the future.
