V. RATIONALE:

Blended learning is a learning method that combines traditional face-to-face


teaching approach, modular, and online-based instructions. In contrast to the
increasing belief that this is an entirely fresh approach, Department Secretary
Leonor Magtolis Briones stated that the country has been practicing distance
learning for decades.
Basically, blended learning is divided into three types; skill-driven, attitude-
driven, and competency-driven. Skill-driven focused on the acquisition of specific
knowledge and skills. The teacher plays a substantial role as they are the ones
giving comments and suggestions. In contrast, attitude-driven depends on the
interaction between peers and groups. The development of new attitude and
behaviors relies on people working during lessons or events. The competency-
driven is about working with experts. Knowledge and skills attained depend on
mentoring. Therefore, it is vital that teachers are equipped with the knowledge,
skills, and abilities needed in the facilitation of blended learning method.
The Department of Education, through DepEd Order no. 001, s. 2020
entitled “Guidelines for NEAP Recognition of Professional Development Programs
and Courses for Teachers and School Leaders”, issued the DepEd Professional
Development (PD) Priorities for Teachers and School Leaders for SY 2020-2023
which supports the realization of the department’s goal of continuous upskilling and
reskilling of teachers and school leaders that will result in better learning outcomes.
This goal can be attained through district-based training of ALS
implementers, which is essential in the development of their knowledge and
capability as facilitators.
