On 9/17/2021 and 9/29/2021, TFO Gabbard interviewed Washington DC

Metropolitan Police Officer, Larry Hale Jr. via telephone at
After being advised of the identity of the interviewing Agent and the nature
of the interview, Hale provided the following information:

TFO Gabbard emailed videos to Hale of Aiden Bilyard utilizing bear spray
chemical irritant against Officer Hale and other Metro PD Officers. Hale
was asked to review the videos for clarity and reply.

Hale stated he was working the January 6th protest at the Capitol and was
indeed sprayed directly by a chemical irritant. Hale stated he immediately
knew the spray was QC/Pepper Spray because he felt extreme physical pain and
it definitely affected his ability to do his job. Hale stated other
Officers were on the line with him, one of which Hale identified as Metro PD
Officer Newgam. Hale stated Newgam was also sprayed at the same time, by
the same chemical irritant and had to be rushed to the hospital. Hale
stated Newgam's "body shut down" so he was medically treated on scene. Hale
did not know Newgam's first name, but stated he reached out to the Metro PD
to get Newgam's contact info for the FBI. At the time of this interview,
Hale still had not heard back from anyone regarding this contact
information. Hale was made aware however that Newgam was still out of
service since the January 6th pepper spraying.

TFO Gabbard inquired about how the spray affected Hale since the January 6th
Protest. Hale stated after being pepper sprayed, it obviously affected how
he responded to incidents and protest events. Hale stated he separated from
the Metropolitan Police Department on 9/10/2021, but gave a personal email
