_ , of the Metropolitan Police Department for the District of Columbia,
was interviewed via phone. After being advised of the identity of the
interviewing Agent and the nature of the interview, Toran provided the
following information:

[Agent's Note: Toran was asked to recall a specific instance that

occurred between 13:39 local and 13:41 local during the storming of the
US Capitol on 6 January 2021 when a line of police officers, possibly
including Toran, were sprayed with what was identified as bear spray.]

Toran recalled the specific instance of being sprayed by bear spray. He

was immediately blinded by the spray. He remembered taking his hands off of
the barrier and raising them in an attempt to protect his face. While he was
incapacitated by the spray he recalled being hit by polls and punched
repeatedly. He had to take himself off of the line because he could not
function. Once off of the police line he recalled vomiting from the spray.
The attack on the police line seemed to be coordinated. Toran believed the
sequence of events was too precise to not be planned.

It took several minutes for Toran to function again. It took several

hours to recover fully from the bear spray. It took several days to recover
from the cumulative effects of being attacked on the 6th. Toran had bruises
on his arms and shoulders. the right side of his face was swollen from a
different incident that occurred on the same day.

He couldn't describe the person who sprayed him. He recalled the bear
spray as being about the size of a small fire extinguisher. He thought the
spray can may have been brown.
