LARRY HALE JR. (HALE), date of birth October 19, 1982, cellular telephone
number , Police Officer with the Metropolitan Police Department
(MPD), was interviewed inside of the United States Department of Labor
Washington, D.C. headquarters, 200 Constitution Avenue NW, Washington, D.C.
20210. After being advised of the identities of the interviewing Agents and
the nature of the interview, HALE provided the following information:

On January 6, 2021, HALE was posted up in van in front of the Department


of Labor with his platoon when they received a call for an officer in
trouble at about 1:00PM.

HALE and his platoon coded up to the United States Capitol Building (the
CAPITOL). They did not have time to stop for gas masks or other equipment.
Upon their arrival outside the CAPITOL, HALE saw multiple law enforcement
officers getting sprayed by the protestors. HALE and his platoon joined the
other officers to hold the line with bike racks for what felt like fifteen
minutes, but was likely about forty-five minutes. Protesters tried to take
the bike racks from the officers, but they were unsuccessful. The protestors
told HALE they would eventually break through the line.

While HALE continued to hold the bike racks along the line of police,
several of his fellow officers fell back, and HALE found himself holding the
line alone briefly. After his counterparts returned, HALE saw his partner,
positioned to HALE's right, get sprayed, but HALE ducked his head and
avoided the spray. About thirty seconds later, HALE also got sprayed and had
to fall back off of the line to decontaminate. HALE believed at the time he
was sprayed with OC spray, but later learned it was bear spray. HALE did not
have any description of the individual who sprayed him.

After HALE decontaminated, he returned to the line. Eventually he and his


counterparts had to retreat to the tunnel. It was the same tunnel the

officer was dragged out of. HALE and his platoon remained in the enclosed
area of the tunnel for about three hours, during which time they were
sprayed multiple times. Protesters threw bats, fire extinguishers, and other
items while they were in the tunnel. It was very physical.

HALE and his platoon remained at the CAPITOL until about 8:00PM. It could
have been 7:00PM, but HALE knew he was inside of the CAPITOL for at least
four hours.

HALE identified himself in the image as the individual on the right.


Based on the badges and patches, HALE identified the other individual in the
photo as a United States Capitol Police (USCP) officer.

from www.youtube.com/watch?t=2940&v=OzyjCvDN4lg&feature=youtu.be. from
approximately 48:00 - 52:00, which depicted a line of law enforcement
officers and an individual spraying their faces with orange liquid. Only the
spraying individual's arm was visible, clothed in a yellow and blue checked
long sleeve shirt.]

HALE identified himself in the video as the same individual from the
image. HALE could not say who sprayed him, but he knew he was sprayed at
least two times while outside, before he went into the tunnel. HALE was
sprayed once while he was on the line and again when he was near the stairs.
The OC spray HALE was sprayed with in the police academy was nothing
compared to bear spray. MPD issued officers a new type of OC spray the week
after the protests at the CAPITOL because they realized what they were
issued before was not strong enough.

The suspect in the photograph looked familiar to HALE. HALE could not
recall any additional information, he had been sprayed so many times that
day. MPD does riots all the time, but that was the worst thing that HALE had
ever been in as an MPD officer.
