CHAPTER I. BACKGROUND

A. Introduction

Contingency Planning, is forward planning process, in a state of


uncertainty, in which scenarios and objectives are agreed, managerial and
technical actions defined, and potential response systems put in place to
prevent or better respond to, an emergency or critical situation. It is also
known as “Strategies for disaster recovery”. It is also a management process
that analyses specific potential events or emerging situations that might
threaten society or the environment and establishes arrangements in
advance to enable timely, effective, and appropriate responses to such
events and situations.
Laoag Elementary School is in Brgy. Maloma in the Municipality of
San Felipe Province of Zambales. It is surrounded by mountains and bodies
of water.
Laoag Elementary School is one of the schools located at Brgy Maloma
Municipality of San Felipe near the sea, although some of the buildings are
newly constructed, there could be possibilities that an earthquake could
damage the buildings, particularly the old ones. School consists of Kinder,
Grade 1 to Grade 6 including 2 Utility and 1 guard. 9 buildings, being used
as classrooms, office, and canteen, respectively.

GOALS AND OBJECTIVES

The purpose of the contingency plan is to provide an effective, efficient, timely,


and well-coordinated response mechanism when an earthquake happens in the
community where the school is situated. This response will help protect lives,
properties, and the environment, prevent causalities or lessen it, and re-establish the
needs of affected communities immediately.

General Objectives

The Contingency Plan 2023 covers 99 students and 10 school personnel


(teaching and non-teaching staff) of Laoag Elementary School.
With this, the following objectives were crafted to ensure that the implementation of
this plan would be well executed:

1. To ensure the protection of lives and properties in the event of earthquake at


Laoag Elementary School
2. To determine the immediate needs and the resources that will meet the needs in
the event of earthquake.
3. To establish coordination and linkages between and among the stakeholders of
Laoag Elementary School in the event of the earthquake.

CHAPTER IV. ACTIVATION

Activation and Non-activation

Activation:

Laoag Elementary School’s Contingency Plan shall be activated based on the


findings of SDRRM Team’s Rapid Damage Assessment and Needs Analysis (RDANA).
Upon activation, it will be rolled out by the institution.

The school head shall then convene all the clusters to assess the situation.
Afterwards, she shall officially activate the Emergency Response and delegate authority
to it from the SDRRMC. The ER Team will proceed to implement tactical activities
based on the strategic
decisions of the clusters.

Once the situation improves and the heightened alert gets lifted, the contingency
plan shall be deactivated. The recommendation for deactivation shall emanate from the
ER, and then be sent to the school head. Meanwhile, operations shall continue until
the MDRRMC declares white alert status. This is when the operation will be officially
terminated.

If, however, the situation fails to improve over an extended period of time, the
school head shall mobilize and deploy the Emergency Response Team and carry on
with the operations until conditions normalize.

Deactivation:

The trigger for the deactivation of Laoag Elementary School Earthquake


Contingency Plan will be the recommendation of the SDRMM Chairperson and all
assisting RDRRMCs will operate until such time that the local, regional, and national
teams will be able to recover and eventually take charge. Hence, the trigger for the de-
activation of the harmonized national contingency plan will be the recommendation of
the incident commander (IC) of the assisting RDRRMC.

Purpose:

The plan shall be considered a “working document” and be subjected to continuous review and to
be enhanced by the DEPED Technical Working Group based on latest scientific studies about geological
hazards, risk assessment findings and innovations in DRRM policies and standards.
