Sri S.Vallaban, Principal Kendriya Vidyalaya, Annanagar welcomed the august gathering. At the outset, he
expressed his happiness to be a part of this HM conference, who are nation builders, the most important
people in the field of education in guiding and molding the younger generation and laying strong foundation in
the life of the children. He profoundly thanked the Deputy Commissioner, KVS, RO, Chennai, Shri. C. Mani, for
his immediate approval and guidance for the conference and also Dr.(Smt.)M. Rajeswari , Assistant
Commissioner, KVS, RO Chennai for her direction, meticulous planning and perennial support. Thereafter, the
blog created for supporting the teacher and the taught for primary section 'STRENGTHENING OF PRIMARY
EDUCATION" of Chennai Region was dedicated to public by the Deputy Commissioner of Chennai Region Sri. C.
Mani.
Thereafter Dr.(Smt.)M. Rajeswari , Assistant Commissioner, KVS, RO, Chennai crystal clearly spelt the
objectives of the two day conference for headmaster/Headmistress/Senior PRTs and made them realise the
need of the hour. The vision of the conference was "NO CHILD LEFT BEHIND"
In the keynote address, Sri. C. Mani, the Deputy Commissioner of Chennai Region, lauded the duties
performed by the Primary teachers and the Heads of primary section. He conveyed his best wishes to each
and every primary teacher and insisted and appealed to them that "No child should be left behind "in attaining
the minimum level of learning before they enter the secondary classes. He also insisted the optimum use of
smart boards and to empower the children in using the gadgets. He thanked the venue principal for extending
co-operation and effective discharge of given responsibilities.
It was an eye opener for all the participants and they were guided by
sample tool for follow up. To maintain uniformity in Syllabus for co-
scholastic subjects it was decided to frame syllabus and circulate in II
term.
3 Learning Indicators & Mrs. B. Jothi, HM of KV Annanagar briefed the participants the
Learning Outcomes difference between indicators and outcome as prescribed by NCERT and
how to identify the TLOs which are measurable and observable before
writing the lesson plan. She also explained how these TLOs help the
teacher in planning their teaching strategies and evaluation process. She
also insisted that every teacher must have the copy of Learning outcome
posters in their lesson plan which will give them crystal clear picture as
to what kind of transaction to take place in the classroom to achieve the
Minimum Level of Learning. Art of writing the lesson plan was also dealt
in detail.
4 Implementation of FUNDAY Mrs. Umamaheswari, HM,KV Gill Nagar, initiated the discussion on the
topic and the session gained momentum. Every head of primary took
part in the discussion with the positivity and difficulties faced by them.
The following decisions were taken at the end of the session.
1. Up to 2 section school, classes(1-5) will be called on Saturday for fun
day activities.
2.For 3 sections and above, in rotation classes 1 and 2 may be called;
3.Primary celebrations like grandparents day, community lunch etc.,
may be fixed on Saturdays so that academic loss can be compensated.
4.CCA /MPT/MS and one or two light periods may be shifted to
Saturdays so that those four periods can be utilised for the remedial
during Monday to Friday .
5.Funday activities may also include to improve communication skills,
club and cubs and bulbul activities.
6.SBSB /Sports activities should definitely be a part of fun day activities.
7.MPT display should be shown during panel inspection.
8.It should be noted that fun day timetable should be a real fun for the
children with variety of activities on rotation for their skill development
and not a monotonous single frame which may dampen the real idea of
the initiative.
5 CMP/CCA/Assembly Mrs. Inbamalar, HM, KV AFS Avadi, lead the participants in revisiting the
activities concept of Common Minimum Programme in primary section. The
division of clusters were discussed. KV Minambakam and KV DGQA
expressed their difficulty in being a part of Avadi cluster and
Dr.(Smt.)M.Rajeswari, AC permitted them to join Tambaram cluster as
before. In-charge of KV Neyveli primary also was also permitted to be a
part of Tambaram cluster.
6 Records to be maintained Mrs.Pandiarasi @ Anbarasi, HM, No.1,Tambaram listed out the records
to be maintained by the Vidyalayas as per the KVS guidelines.
Thereafter, in the floor it was left for discussion. At the end of the
session under the guidance of Dr.(Smt.) M.Rajeswari, AC, KVS, RO
Chennai, the list of records to be maintained was finalised to maintain
uniformity which will be checked during panel inspection under CMP.
Also a checklist for prepared for day, month and year for quick follow-up
work.(Annexure 5)
7 Remediation in Language & Pratham Education Foundation lead by Mr.B.Oiver, State Head of Tamil
Mathematics Nadu elaborately explained how to identify the learning level of
students to identify the slow learners. They also exhibited maximum
TLMs that can be used in the class to support them along with the
individual, pair and group activities and assured that drastic change can
be observed if the remediation can be given for minimum 2 months in
continuance. They suggested that a programme may be chalked out in
consultation with the Head of the Vidyalaya so as to help these children
in attaining minimum level of learning.
8 Monitoring ,Supervision Mrs.B. Jothi, HM,KV Annanagar elaborated the difference between
and notebook checking monitoring and supervision and revisited the guidelines given by KVS in
this aspect. She also insisted upon the checking the follow up of
correction done by the teacher in turn by the students. It was clarified
that for monitoring , the random sampling(B2B format annexure C) &
for classroom observation panel inspection tool Part 4 to be followed.
Common formats for notebook checking was discussed and finalised.

There should be no discrimination of L1/L2/L3 in the monitoring tool. It
should be mentioned only as child who needs support to acquire a
particular competency /skill . Checklist for daily , monthly and yearly
follow up was listed out.(Annexure -7)
9 Uniform System of Mr.G.S.Murugan, HM, KV No.1,Madurai revisited on the topic .As per
Assessment KVS guidelines, classes I and II will follow the cycle test and no other test
need to be conducted for them. Sample papers to be uploaded in the
blog. Classes III to V will have PT/HY/SEE as per the tentative schedule
given by HQ/RO .
For the purpose of recording the internal marks it was decided to
maintain index separately for CW/HW/EA and assignments.
The sample assessment register which includes the TLO/rubrics for
subject enrichment activities along with the mark entry was discussed
and approved in the forum to be followed .(Annexure -8)
Participants appreciated the efforts taken by Mr.Kiranjith sharma, PRT
from Mahe who presented the software for Report Card generation in
primary classes incorporating the SBSB record and the forum decided to
follow the same in Chennai region. This software will be sent by RO to all
the Vidyalayas in the third week of September.
In the valedictory session Mr.G.S.Murugan,HM,KV.No.1, Madurai thanked the officials of the Regional office
for giving such an opportunity for HMs to come together to discuss their problems and to frame common
modality in their supervisory mode which will in turn help the teachers to plan and execute a systematic work.
He also thanked the venue principal Sri. S. Vallaban and the team of teachers for their support and co-
operation. Dr.(Smt.) M.Rajeswari , Assistant Commissioner in her valedictory address thanked all the
participants for their fruitful participation and insisted that as leaders and torch bearers of primary section
every HM/In-charge should be the role model for others and give positive environment and feedback to bring
out the desirable change in the basic education of the children. Ultimately the underlying message of the two
day conference was" NO CHILD SHOULD BE LEFT BEHIND".

Regional level meeting of CMP held on 12.07.2016 at KVS RO(Chennai)
In order to avoid primary children’s movement more than 50 kms distance or in metro with heavy
traffic on the roads , cluster in-charge may create sub clusters exclusively for conducting cluster
level CCA and Sports meet. These sub clusters may be created by the cluster in-charge in
consultation with cluster Vidyalayas.
As an example, the Madurai sub clusters may be created in the following manner:
The Principals are requested to adhere to the following guidelines in this regard.
Students must be selected for the Cluster Level Competitions in CCA and Sports, based on their talents
exhibited in the respective events.
1. All the participants should reach the respective venues on time with the escort teachers.
2. The following decisions for the participation of all KVs will be taken by the cluster in-charge
in consultation with the other Principals of the cluster.
a. The venues for conducting the cluster level CCA Competitions and Mini Sports Meet
b. The general rules and regulations for various events for cluster level CCA and Mini Sports
Meet
3. The Venue Principals to plan and conduct events in such a way that the participants go back
to their homes/ KVs latest by 4 pm.
4. The Venue Principals are requested to give participation certificates to all participants and
merit certificates for the winners . The prizes to the first, second and third place winners will be
given by the respective Vidyalaya along with the consolation prize worth of Rs.30/- for all the
participants of the respective Vidyalaya. To maintain uniformity of prizes at Cluster level, they
may arrange the prizes as per the following details:
For Individual Events each boy and girl shall For Team Events each member of the team

8. First Aid and health care facilities must be kept ready at all the venue vidyalayas.
9. Lunch served for students may include safe and quality food.
10. All the Principals must ensure safety and security of the participating students’ right from
the beginning till they are handed over to their respective parents. NO OBJECTION
CERTIFICATE with the correct contact number must be sought from each participant and must
be kept in the Vidyalaya to which the child belongs.
11. TA/ DA for students can be drawn from VVN and that for the escorting teachers can be
drawn from School Fund.
12. Expenditures on preparation of Sports Field, certificates and prizes will be met out of VVN of
the venue Vidyalaya.
13. All the Venue Principals must send the report with photographs after the completion of the
celebrations within a week to this office.
