ACCOMPLISHMENT REPORT
CY 2023

(Executive Summary)
BACKGROUND

Pursuant to Rule VII Section 14 of Executive Order (E.O.) 292, Series of 1987 and its
Implementing Rules and Regulations (IRR), a Personnel Development Committee shall be
established in each Department or agency…which shall provide support to management in
selection of training development and scholarship programs in accordance with existing civil
service policies and standards. Further, the Civil Service Commission CSC issued
Memorandum Circular (MC) No. 10, s of 1989 on establishing the Personnel Development
Committee. Accordingly, the Office of the Government Corporate Counsel (OGCC) established
its Learning and Development (L&D) Committee through Office Order No. 3651 dated 17
December 2018. Membership has grown through the issuance of subsequent Office Orders.

A. 2023 Annual Budget

For 2023 General Appropriations Act (GAA), the OGCC received a total
allocated budget for Training Budget in the amount of PhP2,947,000.00
and additional Php845,000.00 from FY2022 Continuing Appropriation
for a total Training Budget of PhP3,822,000.00

The allocated budget was used to fund the following:

1. L&D Webinars and Trainings – PhP2,882,000.00 (75.40% of the total


Training Budget);
2. OGCC Corporate Planning and Team Building – PhP500,000.00 (13.08%);
3. OGCC Anniversary and Year End Fellowship – PhP300,000.00 (8.90%)
and
4. PRAISE Activities – PhP100,000.00 (2.62%).

Moreover, a comparative graph of L&D fund utilization for the past five (5)
years, from 2019-2023, can be seen below:

The graph shows the comparative budget vis-à-vis the utilization of L&D’s
Training Fund for the last five (5) years. As shown, the L&D was able to fully
utilized (100%) of its yearly allotment except for FY2023 (96.08%).

IV. OTHER ACTIVITIES

Guided by the L&D Policies on non-discrimination and equitable


distribution of career development opportunities as well as the efficient use of
resources, a total of fifty (50) trainings/ webinars and courses/programs, both

in-house and public, were approved to be attended by OGCC employees.2 The
approved webinars/trainings are as follows:

I. HIGHLIGHTS

Aside from the increased number of trainings facilitated in CY 2023, the


L&D Committee is likewise pleased to report that the Committee members
completed the required trainings on Learning and Development Planning and
L&D Short Course offered by the Civil Service Institute (CSI). Members of the
different OGCC Committees are likewise compliant with the minimum required
trainings and workshops, namely the Bids and Awards (BAC) Committee, the
ISO Internal Audit Team, and the PRAISE Committees. It has also been
supportive with the programs and activities of the Gender Awareness and
Development (GAD) Committee.

With the launching and partial implementation of OGCC’s DMIS, digitizing


the basic and core functions of the OGCC, the L&D has also spearheaded the
trainings and webinars for both its legal and administrative staff on navigating
the DMIS and familiarizing its features.

This year, the L&D Committee has also completed the consolidation of the
OGCC L&D Guidelines, signed and approved by the GCC, to provide a
streamlined and comprehensive guidebook for L&D interventions for OGCC
personnel. The successful completion of the OGCC L&D Guidelines shall also
facilitate the OGCC’s compliance with the PRIME-HRM Level 2 requirements.

Following the consolidation of the L&D Guidelines, personnel are more


guided and encouraged in requesting participation in international workshops,
courses and trainings, subject to the evaluation and recommendation of the L&D
Committee and the approval of the GCC. Assistance is likewise provided upon
availability of funds. Thus, with the lifting of the COVID-19 pandemic
restrictions in the Philippines and other countries, L&D was able to provide
assistance in the OGCC Librarian III Bryan Boy C. Cortez’s participation to the
“World and Information Congress: 88 th IFLA General Conference and
Assembly” organized by the International Federation of Library Associations
and Institutions (IFLA) on 21-25 August 2023 at Rotterdam, the Netherlands. The
financial assistance covered the pre-departure expenses and daily subsistence
allowance for four (4) days in the total amount of Fifty-Nine Thousand Eight
Hundred Fifty-Seven Pesos and 28/100 (PhP59,857.28).

The L&D has also managed to resolve and recommend for GCC’s approval
that the attendance of GCA Ferreira’s attendance in the Summer Program of The
Hague Academy of International Law be considered official time, subject to the
submission of the documents required for participating in an L&D program.

It is also noteworthy that OGCC has been accredited as an MCLE provider


this year. Thus, L&D has closely coordinated with the MCLE team and
Philippine Association for Government Lawyers (PAGCLAW) in organizing the

8th MCLE Compliance Lecture-series for lawyers from OGCC and client
corporations. The first 8th MCLE Compliance lectures were held at Seda, Vertis
North last 24-27 October 2023. This was immediately followed by two exclusive
lecture-series to the Development Bank of the Philippines (DBP) and Landbank
of the Philippines, in November and December, respectively.

II. PRIORITY PROGRAMS FOR 2024

The OGCC L&D Committee consistently aims for the professional


growth of each employee and the organization as a whole. Thus, it
continues to strengthen partnerships with institutions from both the public
and private sectors in providing trainings and seminars to its employees.

Moving forward, the OGCC L&D have set the following goals and
objectives for 2024:

1. Completion of the 8th MCLE Compliance for the remaining lawyers.

2. Refresher course for Alternative Dispute Resolution focusing on


arbitration and accreditation of OGCC lawyers as arbitrators.

3. Special trainings and seminars for each


section/department/committee.

4. Participation of OGCC employees in foreign/international trainings


and studies.
5. Accreditation/Re-accreditation of the OGCC under the Program to
Institutionalize Meritocracy and Excellence in Human Resource
Management (PRIME-HRM).

6. Exploration to other learning platforms and investment in learning


and development materials which shall be available and accessible to
all its employees.

7. To establish a three or five-year L&D agenda based on the Training


Needs Analysis (TNA) results and the evaluation of the implemented
L&D trainings and interventions from the past five years (2018-2023).

To summarize, among the priority programs for 2024 are the


continuous learning and upskilling of OGCC employees, organizational
compliance and accreditation to government requirements and programs
such as the PRIME-HRM, and to regularly review and improve L&D
guidelines and processes to adapt to growing challenges.
