Executive Summary In adherence to DepEd Order No.2s2015-Guidelines


on the Establishment and Implementation of the
Results-Based Performance Management System
(RPMS) in the Department of Education and pursuant
to Section 5 of DO 42, s. 2017 on the National
Adoption and Implementation of the Philippine
Professional Standards for Teachers (PPST), which
mandates that all performance appraisals for
teachers shall be based on this set of standards, a
LAC District LAC Session will be conducted to revisit
its mandates specifically on Cycle III of the Results
Based Performance Management System (RPMS )
alongside with the preparations of Means of
Verifications ( MOVs) for the OPCRF of School Heads

and PPST-RPMS for teachers.

Consistent with the School Calendar and Activities for


SY 2021-2022 to include all the preparatory and end-
of-school year activities stipulated in Enclosure No. 2
of DO 029, s. 2021, the performance cycle for all
teaching personnel for SY 2021-2022 shall cover the
performance from August 1, 2021 to July 31, 2022 so
it is deemed necessary for the schools to revisit the
necessary supporting documents which will serve as
the MOVs as proofs of their accomplishments for the
OPCRF of School Heads and IPCRF of teachers.

Six (6) schools served as the venues of the mentioned


1st Quarter LAC Session. North District LAC session
was conducted at Gulang-Gulang Elementary School.
East District held its session at Lucena East 1
Elementary School. Isabang Elementary School for
West District and Dalahican Elementary School for
South District. For the secondary Level, Cotta
NationaL High School and Lucena Dalahican National
High School served as the venues.

The activity started with an opening program


facilitated by the respective host schools. Topics
discussed were the “Revisit of the RPMS Cycle
Performance Review and Evaluation” facilitated by the
PSDSs of the respective district. This was followed by
the presentation of the “School Heads OPCRF”,
“IPCRF of the Proficient and Highly Proficient
Teachers” given by selected school heads and master
teachers of the district. Workshop on the MOVs to be
prepared in every objective followed. After half an
hour, the presentation of the group output happened.

Ms. Josephine T. Natividad, CID Chief visited all the


LAC venues to personally reminded, encouraged, and
enlightened the participants about RPMS cycle and
the importance of having this kind of activity.

LAC session ended by some reminders from the


respective PSDSs of each district. Education Program

Heads, Master Teachers and School Key Teachers.

Key Results Ensure effective adherence of schools in the


mandated RPMS cycle in cognizant to HR-PRIME of
the Schools Division Office

M & E Analysis In this activity, the majority of respondents reported


that the management team offered services in a
friendly and courteous manner. The facility is well-lit,
well-ventilated, has enough space for program
activities, has available equipment, is serviceable, has
good internet access, and clean and accessible
comfort rooms. The food was of acceptable and
sufficient quality, and it was generally healthy.
Furthermore, the health and safety regulations were
followed during the activity.

The following are the learnings attained by the


General Comments and participants as indicated in their evaluation:
Issues Encountered  To achieve the target outcome in our
performance rating we should equip ourselves
with the right knowledge to accomplish and
provide the MOV's needed in each objective.
 Equal treatment and fairness must be
observed to the rater in giving ratings to
teachers.
 As a rater and a ratee, I need to pay attention
of the last 3 objectives to give a clear view to
help also the other ratee.
 In the IPCRF for proficient teachers. There
must be a TRF when there’s no student with
special needs.
 OPCRF is anchored on the performance of
teachers and school heads who work
collaboratively in attaining the success of the
school's vision and mission for the whole year-

 A rater should master all the classroom
observable indicators to expand and elaborate
to teachers the needs to be presented during
classroom observation.
 OPCRF is a shared undertaking between the
superior and the employee (teaching and non-
teaching personnel that rates the job
performance of each employee meets and is
aligned to the overall school vision and
mission.
 Everyone, the ratee and the rater must be well
knowledgeable on the MOVs to be presented,
accepted, and rated to achieve outstanding
rating
 to gear towards the best performance, we
should work hand in hand. The teachers, the
Master Teachers, and the School
Head/Principals as well.
 OPCRF/IPCRF Review provides a venue for
agreement on standards of performance and
behaviors which lead to professional and
personal growth in the organization. This is to
guide improvement of teaching skills, to
recognize and reinforce teaching excellence, to
help teachers focus on student outcomes, and
to plan in service education activities.
 I learned that this kind of rpms - ppst revisit is
important to refresh teachers on the phases
they must be aware of so that they can prepare
their MOV's
