Accelerataion of DED work.
Dear Sir,

First of all, we would like to thank you for appreciating your concern for this delay and apologize, below we
provide clarification :

1. During the Inception Report Approval Process, we experienced a delay of 2 months from 28 August 2023,
due to bureaucratic and administrative procedures at the Raikotu Obras, this condition should not have
occurred.
2. After the approval of the Inception Report followed by the 10% Invoice - 01 billing process in December,
we experienced a major obstacle are the administration process and bureaucracy between Obras Caicoli
and Finance. These obstacles among others, we have completed all the requested document or data
(directly our staff is directly offline to meet the officers) completing any requested documents, which is
crucial about issue of the Bank Account, the process from November 2023 to Bank Account Justification
on December 16, 2023. and clarified again with our arrival as President Director coming from Jakarta to
Dili on December 16, 2023. 1 month process, this issue should not take long, While the Financial
Administration process, we still carry out DED work.
3. However, until today the disbursement of Invoice - 01 has not yet been realized, many times our staff have
come to the Obras Caicoli office but there is no definite answer, while the financial progress that we have
spent to finance the team, office rent, transportation Indonesia to Timor Leste continues to cost 30% more,
frankly this has made our business cashflow difficult. especially to spur the stages of the Final Report
Draft and Final Report will require a lot of costs, While waiting for the realization of the Invoice
Disbursement, the DED work that we carry out is planned to run slowly.
4. That is the main obstacle causing the delay in this DED Work, but we will continue to complete this DED

5. For the acceleration of the completion of this pending DED so that we can realize it, of course, the
consequences certainly need to obtain Addendum 02 Approval. (Extension of time). (Attached we convey
