DESIGNATION OF SCHOOL BARKADA KONTRA DROGA COORDINATOR(BKD)


cum ELECTION OF MUNICIPAL and DIVISION BKD FOCAL PERSONS

1. The Barkada Kontra Droga (BKD) Program conceptualized in 2004 was


institutionalized in 2007 by Board Regulation No. 5, s. of 2007. The general objective
of the program is to promote people empowerment in leading a healthy lifestyle that
is drug-free and productive.

2. In line with this goal, this office through the School Governance Operations
Division informs all schools to designate a School BKD Coordinator preferably a
non-teaching personnel such as the Administrative Officer II. In the absence of a
non-teaching personnel in school, the designated school head is automatically
designated as the School BKD Coordinator to manage the implementation of this
program.

3. The PSDS/PIC is requested to consolidate the List of Designated School BKD


Coordinator using the format attached to this issuance and submit to the Division
Program Holder of BKD, PDO Darryle Clven Ace B. Borja.

4. The Municipal Lead PSDS/PIC shall convene all designated School BKD
Coordinator for the organization and election of the Municipal BKD Focal Person
before October 13, 2023. All identified Municipal BKD Coordinators will convene on
October 17, 2023 at the Division Conference Room, 3rd Floor SDO Cotabato Building
for the organization of the Division BKD.

5. Expenses incurred during the conduct of this activity shall be charged against
local funds/school MOOE subject to usual accounting and auditing procedures and
regulations.

I. Rationale
Disturbingly high levels of illicit drug use remain a problem among young
adults specifically, the students at present. As the physical, social, and psychological
“home away from home” for most youth, schools naturally assume a primary role in
substance abuse education, prevention, and early identification. With this, the
Department of Education strengthen the awareness and preventive measures in the
school by implementing Barkada Kontra Droga.

Barkada Kontra Droga is a peer group organized to provide and support


school activities that promote awareness and intervention to drug abuse and its
related issues. This group also supports the projects of the community and its local
government with the same objective. This organization is supported by the students,
teachers, school administrators, barangay council, local government unit, private
institutions and other identified stakeholders.

In SDO Cotabato through its Youth Formation Division are task to promote
people empowerment in leading a healthy lifestyle that is drug-free and productive;
establish a Barkada Kontra Droga Movement; train the teacher-adviser in advocating
a healthy, drug-free lifestyles; encourage productive use of time and alternative
activities; provide support services towards the adoption of Barkada Concept among
families, teachers and other professional groups.

III. Objectives:

At the end of the training, the participants are expected to:


1. conduct division federated Barkada Kontra Droga officers;
2. review Barkada Kontra Droga constitution and by-laws;
3. revisit Barkada Kontra Droga suggested programs and activities;
and
4. conduct technical assistance on implementing Barkada Kontra
Droga on respective schools.

IV. TYPE OF DELIVERY

Face-To-Face Presentation of capability building and setting up of the profile


of all BKD Coordinators, Discussion, and Question and Answer.

V. METHODOLOGY

To attain the objectives of the activity and to ensure experiential and


collaborative learning, the following methods or strategies shall be employed during
the face-to-face lecturette and discussion activity:

VII. EXPECTED OUTCOMES

At the end of the activity, participants are expected to:


 have a proper and well-organized delivery of programs and ensure that the
participants are able to grasp the information as delivered;
 be more empowered school especially the BKD Coordinators.

VIII. MONITORING AND EVALUATION

Attendance Sheets, Documentations and After Activity Report (AAR) are to be


submitted to the Office of the SDS and SGOD after the conduct of the activity. The
Division Monitoring Team shall evaluate and monitor the activity to identify practices
that need improvement and sustainability.
