1. GENERAL

1.1 SCOPE

This functional specification defines the materials, fabrication, tolerances, surface treatments, marking,
packing and shipping, checks and tests, and documentation (certificates, shop drawings, etc.) relevant
to the supply of structural steelworks prefabricated at shop.
This specification applies to the steelworks destined for the following uses:

- structures for supporting equipment, pipe racks, shelters, sheds, etc. (medium-heavy
structural steelworks)
- stairs, platforms, walkways, etc. (light structural steelworks)
- other civil uses (buildings, etc.).

1.2.4 Legislation
The fabrication of structural steelworks shall comply with the regulations in force in the country where
the works are to be installed and such regulations shall prevail over the specifications of this present
document.
In particular, for steelworks to be installed in Italy, the requirements relevant to material supply and
fabrication contained in the Law No. 1086 dated 15/11/1971 "Norme per la disciplina delle opere in
cemento armato normale e precompresso ed a struttura metallica" (Regulations for normal and
prestressed reinforced concrete and metallic structure works) and Ministerial Decree dated 9/1/1996
"Norme tecniche per il calcolo, l'esecuzione ed il collaudo delle strutture in cemento armato, normale e
precompresso, e per le strutture metalliche" (Technical regulations for design, execution and test

2. FUNCTIONAL NORMATIVE REQUIREMENTS

2.1 OPERATING ENVIRONMENT


The structural steelworks subject to this specification are those destined for the building of refineries
and industrial plants, camps, residential and office complexes and other typical works of an oil
company.

2.2 FUNCTIONAL REQUIREMENTS

2.2.1 Materials

2.2.1.1 General requirements


All the material shall comply with the characteristics established by this specification, standards and
regulations in force in the matter.
The materials shall be free of drosses, gas holes, burns and any other visible or latent defect of
melting, drawing, extrusion, welding and similar, impurities and foreign substances.
Characteristics and materials, different from those required but equivalent, can be accepted subject to
prior approval supplying the relevant supporting documentation.

2.2.1.2 Structural steel materials


Structural steel materials shall be of the quality indicated on the design drawings or, in case of lack of
information, S 235 steel in accordance with EN 10025 standard.
Waiting for the use, structural materials shall be kept free from dirt, grease, paint spots, protected from
rust and laid on flat surfaces or on supports.

2.2.1.3 Bolting
Structural steelworks shall be supplied complete with bolting as necessary for carrying out the bolted
joints.
Boltings shall be of the type indicated on the design drawings or, in case of lack of information, of the
following types in accordance with ISO 8992 standard:

- 8.8 class bolts ("high resistance bolts") for friction joints and moment connections
- 5.6 class bolts ("standard bolts") for all other bolted connections.

2.2.1.4 Gratings

2.2.1.4.1 Panels
In case the supply also includes gratings, the characteristics of the latter shall be as follows or in any
case those indicated on the specifications or drawings issued for the job:

- grating mesh 34 x 38 mm
- bearing plate 30 x 3 mm, placed at centre line interval of 34 mm
- transverse bar twisted square, minimum side 5 mm
- steel S 235 in accordance with EN 10025 standard.

Whether required by the design, gratings may be serrated type (non slip in both directions), obtained
with notches on bearing plates and helicoidal twisted square transverse bars.
Grating may be electroforged type, manufactured through an autogenous welding system without use
of any weld material or pressed, obtained through strong pressure interpenetration between bearing
plates and transverse bars.
The gratings (including toe plate if any) and steps, as they are completed, and relevant fixtures
(anchoring and bolts) shall be hot dip galvanised in accordance with UNI standard E14.07.000.0.
The panels being crossed by piping, columns, etc. shall be manufactured in two halves with cut
parallel to bearing plates. A toe plate integral with the panel having a 3 mm minimum thickness and a
150 mm height from top of grating, shall be provided around each hole.
Each panel shall be edged on all sides with a plate having the same section as that of the bearing
plate.

Grating steps shall be provided with lateral drilled plates for fixing through bolts and chequered or
embossed plate angle nosing on the treads.

2.2.1.4.2 Grating fasteners


Grating panels anchoring to underneath structure shall be carried out through suitable means and
fixtures in order to ensure irremovability of the panel (horizontal movements and lifting) with at least 4
anchoring clamps each m² or panel.
The steel steps shall be supplied complete with 5.6 class bolts, as defined on the ISO standard 8922,
as necessary for fixing them to the bearing structures.

2.2.2. Fabrication
Dimensions and shapes of structural steel works shall be those established by the valid for
construction design drawings.
Each elements shall be machined (cutting, prefabrication, assembly, etc. as needed to obtain the
manufacture) maintaining the dimensions indicated on shop drawings.
No type of activity can start before the shop drawings and the necessary qualifications have been
approved.
Junctions on individual members are not allowed, unless they have been previously agreed upon.
The prefabricated pieces shall be subjected to the required geometric checks and non destructive
examinations before starting the subsequent assembly activity.
The structures shall be prefabricated with the maximum possible extent, consistently with ordinary
transport and in any case as to ensure a quick erection at the site.
The prefabrication of ladder cages and handrails shall be as follows:

Cages Separate parts, with horizontal rings cut to size and shaped;
vertical plates shall be in bars of a commercial length
Straight Handrail, middle bar and toeplate of a commercial length;
handrailing posts cut to size and drilled
Handrailing for Handrail, middle bar and toeplate cut to size, shaped and
circular landings drilled
Handrailing for Handrail, middle bar and toeplates of a commercial length;
stairs special handrail parts completely shaped; posts cut to size
and drilled

If the joints are of bolted type, the stiffeners shall be directly bolted to the respective beams at shop,
consistently with the assembly needs.
For materials up to 25 mm thickness, the shearing is allowed as well.
All the elementary pieces obtained from plates, shapes or pipes, cut by the oxyacetylene flame,
preferably by means of an automatic system, shall be accurately trimmed so as to avoid invitation to
rupture.
After the flame cutting, all slags and fused residues shall be removed using mechanical means, before
starting the subsequent machining phases.
All surface flaws in the machined pieces, such as sharp edges, burrs, sharp corners, etc. shall be
removed.
No welding shall be carried out when the surfaces are wet or covered with ice; in any case no welding
operation can be started if the temperature of the pieces to be welded is lower than 5° C.
Weld beads shall be carefully cleaned to remove any slag residue.

2.2.3 Tolerances

2.2.3.1 Length
The length after the cutting, measured at the centre line (on a corner for angles), shall be within the
following limits:

- member with length < 10 m: ± 2 mm


- member with length > 10 m: ± 3 mm
- member with both ends finished for contact bearing: ± 1 mm.

2.2.3.2 Straightness
Straightness shall be lower than or equal to L/1000 where L is the length of the member; however, this
value shall not be greater than or equal to 3 mm.

2.2.3.3 Camber
The camber at mid-length of the member, measured with the web vertical, shall be lower than or equal
to L/1000, where L is the length of the member, but not greater than 6 mm.

2.2.3.4 Squareness of the ends


The squareness deviation in relation to the longitudinal axis shall be lower than or equal to D/300
where D is the length of flanges. If the end is finished for contact bearing, this value is reduced to
D/1000.

2.2.3.5 Position of stiffeners


The deviation from the position wanted shall be lower than or equal to 3 mm. The eccentricity between
a pair of stiffeners positioned symmetrically in relation to the web shall be lower than or equal to half
the thickness of the web.

2.2.3.6 Holes
The holes for bolted joints shall have a diameter 2 mm greater than the diameter of the bolt.
The holes shall be perpendicular to the surface of the member and cannot be widened by means of
blowpipes.
The deviation of an individual hole from its intended position, within a group of holes, shall be lower
than or equal to 1 mm.

2.2.3.7 Edges
The deviation of a cut edge in relation to the right angle shall be within 1/10 of the material thickness.

2.2.3.8 Baseplates
The non-intended eccentricity of the column in relation to the position wanted, in any direction, shall be
lower than or equal to 5 mm.

2.2.4 Surface treatment


The primerization of the steel structures shall be carried out in accordance with the provisions of the
painting specification attached to the contractual documents.
If hot dip galvanising treatment is required, it shall be carried out in accordance with UNI E14.07.000.0
standard on steelworks, as they are completed, and on relevant accessories (bolting, etc.). Any touch-
ups of the galvanising treatment shall be performed using cold galvanising cycles.
The surfaces to be fireproofed shall be prepared in accordance with the recommendations of product's
vendor.
If fireproofing is performed using concrete, the surfaces shall be left untreated.

2.2.5 Marking
The piece identification tag, including the item code of the structure and the progressive mark of the
piece, shall be printed on the two opposite edges of each element using an engraving depth of at least
0.3 mm or using indelible varnish.

2.2.6 Packing and shipping


Packing of material shall be carried out in accordance with the general specification
05883.VAR.GEN.SPC.
In particular the following instruction shall be complied with:

- the elements can be shipped on the basis of complete structures or subdividing the
structures by contents of assembly drawings
- each shipment shall include all the components necessary for a complete site erection
(bolts, nuts, etc.)

- in addition to the provisions of the purchase order, every package shall be identified
with the identification tag of the structure
- preparation of the packing list pointing out for each package the type, number and
mark of the pieces therein contained.

2.3 BOUNDARIES, LIMITS AND EXCLUSIONS


Boundaries, limits and exclusions shall be defined and checked from time to time, taking into account
the location where the works are to be performed.

2.4 SAFETY
As regards safety, the works shall be carried out in accordance with the legislation of the country
where the works are performed.

2.5 REQUIREMENTS FOR QUALITY MANAGEMENT AND ASSURANCE


The additional requirements of Quality Management and/or Assurance, if any, are contained in the
applicable management specification attached to the bid request.

2.6 ADDITIONAL REQUIREMENT FOR REVIEW


2.6.1 General
All the tests and checks herein prescribed shall be construed as being the minimum checks to be
performed.
The vendor, who is responsible for the whole supply, may perform additional tests and checks in
accordance with his own procedures.

2.6.2 Checks and tests


The following tests and checks shall be carried out:

- identification of the materials to be used for fabrication and of their quality as well as
the check of compliance with the job standards and specifications
- check that before the starting of fabrication the qualifications of welding procedures,
welders and automatic welding machine operators are available
- check of all the parts during the progress of fabrication and on completion of
fabrication in order to guarantee the required sizes in accordance with the allowable
tolerances
- check of surface treatments
- check that the marking has been applied on all the items
- mechanical and chemical tests as required by the applicable legislation in force.

2.7 DOCUMENTATION
2.7.1 Bidding documentation
On presentation of the bid, information shall be provided on the methods, equipment and materials
proposed for the construction of the structures subject of the bid.
The documents to be produced are indicatively, but not limited to, listed hereunder:

- description of the works to be done with programme of works


- description of materials (characteristics, type, quantity, origin, etc.)
- all special bidding requirements
- organisation chart
- personnel status (qualifications, experience)
- description of equipment
- approved welding procedures usually adopted
- instruments used for destructive tests and non destructive examinations of materials
that can be performed at fabrication shop

- quality control procedures, with regard to production and engineering activities


- previous experience
- collection of typical drawings (shop drawings, assembly drawings, etc.)
- subvendors, if any, their references and indication of the lot of supply assigned to
them.

2.7.2 Documentation to be issued at order award


Data delivered during bidding phase must be confirmed; in case of variation they shall be again
transmitted before commencement of the works.

2.7.3 Documentation to be issued during fabrication

2.7.3.1 Technical documentation


Based on the documentation received together with the order (design drawings, construction
standards and job specifications if any) the following technical documentation shall be prepared:

- assembly drawings for erection


- shop drawings
- tables of masses summary

and when the design of structure is required:

- structural calculation reports


- design drawings.

The drawings issued with the order shall be checked in consideration of their consistency. Every
mistake and/or inconsistency shall be immediately notified in writing.
All the above documentation shall be submitted for approval; this approval shall in no way relieve the
responsibility which attains to those who has prepared it.

1) Assembly drawings for erection

In addition to the information needed for correct erection, the assembly drawings for
the erection of the steelworks shall contain the following information:

- identification tag of the structure


- identification mark of each element or of each block made up of several items
- data concerning the diameter, length, class of bolts to be installed on the site
- tightening torque of the bolts to be used for moment connections and those
required by the designer (i.e. friction joints)
- welds to be performed on the site
- the sequence of erection activities, if necessary
- total mass
- list of shop drawings prepared for the fabrication of the items represented in the
assembly drawing
- reference design general arrangement drawing.

2) Shop drawings

In addition to the sizes of the elements, every shop drawing shall contain the following
information:

- identification tag of the structure


- materials used for each itemised elements
- type and number of bolts needed for erection
- bill of material and theoretical masses (it may be prepared as a separate
documents)
- information relevant to the bevels for welding
- type and position of the welds to be performed at shop
- reference to the assembly drawing for erection.

3) Tables of masses summary

These documents shall indicate the mass of each item and the summary of the
masses relevant to each shop drawing, thus making it possible to obtain the overall
masses for each structure.
Each table shall show all the references necessary to link it unequivocally to the
assembly drawings for erection of the structure to which it refers.

4) Structural calculation reports

The calculation report shall contain the following information:

- references to design drawings


- design regulations
- data relevant to wind, earthquake and live loads
- analysis of the forces acting on the structure
- calculation of stresses
- check of structural elements, joints, connections, etc.
- calculation of loads on the foundations
- computer printouts, if any.

The calculation report shall be signed by an engineer, member of the professional roll,
for steelworks to be supplied for installation in Italy.

5) Design drawings

The design drawings of steelworks shall be worked out to outline the characteristics of
the structure designed (centre lines, profile dimensions, details of joints, base plates,
etc.) without showing all the typical details of the assembly drawings for erection but
containing the following information:

- identification tag of the structure


- data concerning the diameter, length, class of bolts to be installed on site
- tightening torque of the bolts to be used for moment connections and those
required by the designer (i.e. friction joints)
- welds to be performed on the site.

The design drawings shall be signed by an engineer, member of the professional roll,
for steelworks to be supplied for installation in Italy.

2.7.3.2 Work journal


A work journal shall be kept to record in writing all the main operations and the phases regarding both
the purchase of materials and the construction.
For this purpose, at least the following daily information shall be pointed out:

- type of work performed


- number of people employed and relevant specializations
- observation and/or comments
- all facts and/or events which may be connected, even in future, with the work in
progress
- the materials employed for the work.

2.7.3.3 Monthly report


Every month, a monthly report shall be presented, as agreed upon, complete with the following
information:

- the date of commencement of every activity performed during the month


- the expected completion date of each activity
- the manpower present on the job during that month
- the expected date of completion of the works and of critical activities

- in case that the work schedule is not complied with, the action which is intended to be
taken to complied with the schedule shall be indicated.

2.7.3.4 Certificates and results of tests


The following documentation shall be produced:

- certificates that prove the supply complies with the required material characteristics or
that prove their equivalence
- quality certificates and/or laboratory chemical-physical tests to prove the conformity of
materials to the provisions set out in this functional specification and/or the regulations
in force; it should be possible to unequivocally correlate materials and their relevant
certificates
- qualification certificates of welding procedures
- certificates of welders' qualification
- non destructive examination reports
- destructive test reports
- results of the laboratory tests for the check of surface treatment thickness

2.7.4 Preparation of documentation


In preparing the documentation, it shall be taken account of:

- indicating on each drawing the identification tag of the structure and the relevant title
of the same
- leaving a 150 mm x 150 mm blank space just above the identification table.

The vendor shall show in his drawings the company's numbering in addition to his own numbering, in
accordance with a procedure that shall be agreed upon at the order award.
The theoretical masses of each single element shall be given in kg and rounded off to 1/10 (calculated
using the schedule of dimensions and properties of shapes and channels in accordance with the
materials used), and those relevant to the total items listed in each bill of quantity rounded off to the
unit.
All documentation shall be drawn up using the SI units of measurement as defined by the ISO 1000
standard.
