Another way:

To change percent to decimal move the decimal point 2 places to the left and drop
the % sign.

18% is the Rate (the expression with % symbol)
54 is the Percentage (part of the whole)
300 is the Base (whole or total)
1. Base represents the whole. It is the total number from which a percent is
taken.
2. Percentage is a part of a whole. It is the result of finding a certain percent of
a number.
3. Rate is the number indicating how many percent or hundredths are taken.
