II. Rationale

The School Monitoring, Evaluation, and Adjustment System is a mechanism


that provides information and insights on several aspects of the school system
(Kusek & Rist, 2004). Its main objective is to provide the school heads with the
necessary information and insights on the status, progress, and results of the
delivery of basic education in schools concerning access, quality, and governance.
This is designed to help school heads manage the schools effectively and efficiently
and for the teachers to adhere to the standards of teaching and learning process.

This also allows the school heads to meet the information, reporting and
documentation requirements of the Department of Education as well as provide key
information to the Schools Division Office and Regional Offices for its provision of
technical assistance. The enactment of Republic Act No. 9155, also known as the
"Governance of Basic Education Act of 2001," strengthened the Department of
Education's adherence to the principle of shared governance which recognizes the
particular role, task, and responsibility of every unit in the education bureaucracy. It is
this Act that stipulates the roles inherent to each office and for which it is principally
accountable for outcomes. (Section 5(a), R.A. No. 9155).
Division Memo No. 0139, s. 2023 titled: Second Quarter Monitoring, Evaluation
and Adjustment (MEA) Schedule of Activities cited that the schedule for the District

Monitoring, Evaluation and Adjustment (DISMEA) is originally from March 11-15, 2024
and it will be possible to move on March 21-22, 2024.
In this regard, Sibulan District I will hold its District Monitoring, Evaluation and
Adjustment (DISMEA) on March 22, 2024. This will be facilitated by the District MEA
Coordinators with the Public Schools District Supervisor. The School Heads together
with the School MEA Coordinator will present the data of each school. Questions will
be asked by the Public Schools District Supervisor based on the data presented. And
the school will explain, defend the data presented.

Terminal Objectives
At the end of each one-day workshop, the school (participants) will be able to
immediately respond to issues and concerns affecting the effectiveness of programs and
efficiency of programs delivery to:
1. Provide immediate feedback on the efficacy and weaknesses of program
implementation at the school level vis-a-vis SIP and AIP implementation;
2. Respond to technical and training needs of teachers; and
3. Identify enhancements to educational policies and guidelines.

Enabling Objectives
1. Identify the strengths and weaknesses of the school;
2. Identify the training needs of teachers;
3. Share developed perspectives and ideas on the learnt QATAME System

Expected Final Outcome/Success Indicator:


1. Develop an action plan to address the issues, gaps and concerns of each
school.

Good day! Better performance has always been the goal of every
organization. With the demands of globalization, school administrators are
grappling with internal and external demands and pressures for good governance,
accountability and transparency, development effectiveness and delivery of tangible
results. The institutionalization of every schools monitoring, evaluation and
adjustment plays a crucial function in determining whether the desired outcomes
are met and are taking place. This has been the tool used by different sectors in the
government to track progress in the achievement of a program’s objective.

In this regard, Sibulan District I will hold its District Monitoring, Evaluation
and Adjustment (DISMEA) on March 22, 2024. This will be facilitated by the
