MEMORANDUM
I. AUTHORITY:
4. At 8:30 p.m. on October 20, 2023. At the Trion Building on Alunan Avenue
in Koronadal City, South Cotabato, there was a shooting incident. The
victim was identified as Mr. Hades Vesarius Reigo, 45 years old, married,
owner of Reigo Sreel Enterprise, and resident of Bachelors Villages
Koronadal City. Upon witnessing the incident, one of the clerks assigned
to the front desk of the said building immediately reported the incident to
the Koronadal City PNP. Following the incident, law enforcement
authorities initiated a manhunt for the suspect, Juanito Alfonso, also
known as "Juan," who shot the victim in the chest using a 9mm Luger
Glock 19 Gen5. The victim is currently receiving medical treatment at Dr.
Arturo Pinggoys Medical Hospital, where his condition is reported to be
critical due to the fatal injury sustained. The suspect managed to evade
capture by fleeing towards the north of the location where the shooting
occurred.
6. Upon reaching the crime scene, specifically at Trion Building along Alunan
Avenue in Koronadal City, South Cotabato Province, it was substantiated
that a shooting incident had indeed occurred. The victim, identified as
Hades Vesarius Reigo, was confirmed to be the target. The suspect was
positively identified as Juanito Y. Alfonso, alias "Juan," through both
CCTV footage from the building and the eyewitness account provided by
the clerk stationed at the front desk.
IV. DISCUSSION
7. Upon the investigation team's arrival at the scene of the shooting incident,
it was evident that the location was highly secured, given its status as a
renowned venue for business tycoons' meetings. Despite the heightened
security measures, the personnel appeared preoccupied due to an
ongoing event within the building, providing the suspect, Juanito Y.
Alfonso, alias "Juan," with an opportunity to carry out his actions
unnoticed.
11. Per the statement provided by Mrs. Felicia Reigo, the wife of the victim, it
was revealed that over the past months, tensions had escalated between
her husband and his stakeholders. Mr. Reigo had recently discovered
undisclosed activities within his business, leading to suspicions that the
brewing internal conflict might be linked to the motive behind the shooting
incident. Mrs. Reigo posits that the revelation of these hidden dynamics
within the business may have been a contributing factor to her husband
becoming the target of the assailant.
12. As the victim undergoes recovery at Dr. Arturo Pinggoys Medical Hospital,
the medico-legal examination conducted by Dr. Mariane Joy Codaste, a
resident doctor at the hospital, revealed the extent of the injuries sustained
by the victim during the shooting incident are;
a. The gunshot entered the body at his left chest, and the analysis
indicated significant damage to vital organs, specifically the ribs,
leading to a condition known as pneumothorax.
b. Pneumothorax is characterized by the accumulation of air in the
chest cavity, resulting in the collapse of the lung and impairment
of respiratory function. In this case, the trajectory and depth of
the gunshot wound caused substantial damage, leading to a
rapid and fatal progression of the condition.
c. The wound's dimensions were approximately 3 centimeters by 6
centimeters in terms of depth.
V. CONCLUSION
15. According to both investigative records and the witness statement, the
shooting incident appears to have originated from a prearranged agreement between
Juanito Y. Alfonso, also known as "Juan," and the alleged mastermind.
