According to Genaro O.

Basas III, 4Ps beneficiaries still experienced deficiency with their daily
basic needs such as foods, water, clothing, and other family expenditures. Many of them
procured only those affordable televisions, electric fans, bulbs or fluorescents, and cell phones.
They had no ownership and assurance in their housing and land used. Most of their houses
were not concrete, since they could not afford to purchase materials for house construction. Not
all household-beneficiaries constructed toilets, and some of those with toilets were not ideal.
Other household-beneficiaries were cultivating agricultural lands which were not their own. More
parents constantly monitored their children’s attendance, and progresses in school. They
actively participated in the school activities.

According to the statement of Villaflor, et al (nd) That the study found 4Ps have positive impact
in increasing attendance of students to school and increasing motivation to complete basic
education, as well as in improving the health and nutrition of the student-beneficiaries as the
cash grant was able to aid in providing these students with diverse healthy and nutritious meals
regularly. Statistical analysis revealed that in terms of education outcomes, there was a
significant difference between the evaluation of the student-beneficiaries and their teacher-
advisers, and between the evaluation of the parent-beneficiaries and the teacher-advisers.
However, in terms of health and nutrition outcomes, no significant difference was found between
the evaluation of the student and parent-beneficiaries.
