1.0 GENERAL
1.1 Introduction
This specification defines the Supervisory Control and Data Acquisition System (SCADA) Operating
Philosophy for the ABU DHABI GAS INDUSTRIES LTD. (GASCO) facilities.
1.2 Purpose
This specification defines the operating requirements to which the DCS and SCADA must comply
with and to allow WELL OPERATOR AND PLANT OPERATOR to share the control of the wells.
This philosophy is applicable to the existing wells:
Note: This specification is the modified specification of OGD-II SCADA Operating philosophy. This is
prepared under the assumption that:
a) The Well SCADA System will be in the scope of any new onshore gas processing project and
SCADA will be located in plant Main Control Room (MCR).
b) ADCO will be appointed by COMPANY for well operation and maintenance.
c) The plant DCS will be extended to provide operator interface to WELL OPERATOR in their
Control room. Technical feasibility of this DCS extension overlong distance must be studied
during FEED by FEED ENGINEER and presented to COMPANY.
d) The philosophy given below is only a guideline and should be reviewed with all concerned
during FEED.
The well SCADA system shall be interfaced to plant DCS. For monitoring and operating all wells, the
DCS operator interface in MCR/ New Main Control Room (NMCR) will be used. In the ADCO Control
Room a new SCADA HMI will be used as the control / monitoring interface.
The basic requirement of the Design General Specification can be summarized as follow:
The operator interface is through the DCS system.
The SCADA is operated by WELL OPERATORS from the ADCO Control Room via new SCADA
HMI and by PLANT OPERATORS from MCR/NMCR via a common plant DCS. The SCADA HMI
in the MCR/NMCR will be used primarily for engineering / maintenance purpose.
Separate hardwired shut down switches are provided to send a shut down command to the
SCADA without relying on the DCS; the indication of alarms on alarm windows is used to allow
operator to see at a glance the well status.
An overview display is provided to give an overview of the well status.
The DCS configuration shall allow identifying who has issued a command.
If the inlet valve to the plant is closed, all the wells on the trunk line will be automatically shut
down by the DCS even when the override is set.
The new SCADA System MTU will be located in the NMCR and will be interfaced to the new DCS
using an OPC link. The SCADA network will be extended to the existing MCR where it will be
interfaced to the existing ABB Bailey DCS utilizing a new OPC link. The SCADA network will be
further extended to the ADCO Control Room. An existing ABB Bailey console in the ADCO Control
Room will be replaced by SCADA HMI terminal. SCADA Human Machine Interface (HMI) terminals
will also be installed in the NMCR and MCR.

The majority of production wells are capable of being directed to either HABSHAN-III or HABSHAN-I for
processing. The alignment of the well is achieved by manual switching. The status of each valve is
sensed in the SCADA System to produce the following status indications:

In the event of emergency at either HABSHAN-I or HABSHAN-III the Plant Operators will shut down the
RMS trunkline, the MTU will determine which wells are online to the given RMS and will affect shutdown
automatically as follows:
Well Status shall be determined by the MTU of the SCADA located in the NMCR for HABSHAN-III. All
well status information will be shared by the Plant Operators in the MCR, HABSHAN-III Plant Operators
in the NMCR and Well Operators in the ADCO Control Room.
The ESD Panel will contain pushbuttons for invoking shutdowns as follows:

The SCADA system will be interfaced with the DCS to allow a display of all data from the wells and
the manifolds (gathering stations).
There will be a distinct demarcation with regards the control and monitoring of the Wells. Since these
feed into gas separators pertaining to different plants, PLANT OPERATOR’S access rights will be
segregated on the following basis:

The existing SCADA system shall be replaced with a new system operating on two 12.5 / 25 KHz
programmable channels in the 450 MHz band, connecting the field to existing MCR, NMCR and
ADCO Control Rooms. Change out of the SCADA system shall be phased and will be carried out
with existing facilities operating on the existing 950 MHz band transmission system. The phased
changeover shall be performed to minimize shutdown of the wellheads and RMS’s.
The existing plant areas will remain operational throughout the change out of the SCADA systems.
SCADA migration strategy, planning and execution shall be developed to support the continued
operation of existing facilities and to minimize disruption to operators and production at all times.
To achieve a seamless migration of the existing wells and RMS’s from the existing to the new
SCADA system, it is essential that both the existing SCADA in the MCR and new SCADA in the
NMCR, MCR and ADCO Control Room are fully installed and operational together with the
processing facilities at HABSHAN-0, HABSHAN -I, HABSHAN -II and HABSHAN -III plants, before
the wellheads and the RMS’s can be migrated.
The change out will require close coordination between GASCO and ADCO operations and between
HABSHAN-III Gas Gathering and Injection Project (OGG&I) CONTRACTOR. The HABSHAN III
Contractor shall devise a detailed change over procedure and shall agree, schedule and coordinate its
implementation with GASCO and ADCO operations as well as the other CONTRACTOR.
The hierarchy to be implemented for the graphics used by the operator to monitor the wells and RMS
shall be based on the typical graphics hierarchy given in Appendix 1 and shall have as a minimum
the following;
4.1 Overview
Overview based on a geographical sketch of the trunk lines; it will allow the operator at a glance to
see the well status. Separate graphics shall be proposed for each producer, injector area and overall
area.
A circle will represent each well:
Green will indicate that the well is flowing
White will indicate that the well is not flowing ready to flow
Orange indicates H2S is detected.
Red indicates there is an alarm (fire detection, closed well status and RTU status will be used
to trigger the well in alarm).
Magenta indicates the RTU is no more communicating with the SCADA.
The override status of the well will be displayed on the overview by OVR in the well symbol on
PLANT OPERATOR and WELL OPERATOR displays.
Local inhibit at the well control panel of the Master valve or of the SSSV will be displayed on the
overview by INH in the well symbol on both the displays. INH has a priority over OVR.
Each well or Remote Manifold Station (RMS) will be a target to allow the operator to access directly
to the detail graphic on which the well information is displayed.
For each trunk line the trunk line identification is the target that will allow the operator to access to
the alarm overview on which the alarms of the trunk line are displayed.

4.5 Trending
All analog values will be trended.
There will be one trend display for all flows of a trunkline. This display will be accessed from the
overview. All trend flows of a production field will be looped together.
For each well, there will be a trend display for Flow, Pressure and temperature. This display will be
accessed from the well graphic. All well trend displays of a production field will be looped together.

On well detail graphics, the flow will be displayed in kM3/H and in MMCFD (multiply measurement in
console by 0.847550).
The majority of production wells will be capable of being switched between HABSHAN-I and HABSHAN-
III. For all such dual wells an additional new ESD cabinet containing ESD pushbuttons and associated
indicator sets will be located in the New Main Control Room (NMCR) for HABSHAN-III. Modifications will
be required to the HABSHAN-I ESD Panel in existing MCR for incorporating the additional wells.
In order not to disrupt the well/plant production during the ESD panel changeover period, the whole
panel testing should be maximized before installation. During actual changeover, the ESD panel and its
RTU would be out of service. However, these ESD commands should be temporarily configured in each
associated well RTU, SCADA and DCS. After installation of modified ESD panel and testing, the
temporary ESD command in well RTU, SCADA and DCS should be cancelled. This approach would
avoid shutting down of all wells associated with the ESD panels.
