SCADA OPERATING PHILOSOPHY

1.0 GENERAL

1.1 Introduction

This specification defines the Supervisory Control and Data Acquisition System (SCADA) Operating
Philosophy for the ABU DHABI GAS INDUSTRIES LTD. (GASCO) facilities.
1.2 Purpose

This specification defines the operating requirements to which the DCS and SCADA must comply
with and to allow WELL OPERATOR AND PLANT OPERATOR to share the control of the wells.
This philosophy is applicable to the existing wells:
Note: This specification is the modified specification of OGD-II SCADA Operating philosophy. This is
prepared under the assumption that:
a) The Well SCADA System will be in the scope of any new onshore gas processing project and
SCADA will be located in plant Main Control Room (MCR).
b) ADCO will be appointed by COMPANY for well operation and maintenance.
c) The plant DCS will be extended to provide operator interface to WELL OPERATOR in their
Control room. Technical feasibility of this DCS extension overlong distance must be studied
during FEED by FEED ENGINEER and presented to COMPANY.
d) The philosophy given below is only a guideline and should be reviewed with all concerned
during FEED.

The well SCADA system shall be interfaced to plant DCS. For monitoring and operating all wells, the
DCS operator interface in MCR/ New Main Control Room (NMCR) will be used. In the ADCO Control
Room a new SCADA HMI will be used as the control / monitoring interface.
The basic requirement of the Design General Specification can be summarized as follow:
 The operator interface is through the DCS system.
 The SCADA is operated by WELL OPERATORS from the ADCO Control Room via new SCADA
HMI and by PLANT OPERATORS from MCR/NMCR via a common plant DCS. The SCADA HMI
in the MCR/NMCR will be used primarily for engineering / maintenance purpose.
 Separate hardwired shut down switches are provided to send a shut down command to the
SCADA without relying on the DCS; the indication of alarms on alarm windows is used to allow
operator to see at a glance the well status.
 An overview display is provided to give an overview of the well status.
 The DCS configuration shall allow identifying who has issued a command.
 If the inlet valve to the plant is closed, all the wells on the trunk line will be automatically shut
down by the DCS even when the override is set.

The new SCADA System MTU will be located in the NMCR and will be interfaced to the new DCS
using an OPC link. The SCADA network will be extended to the existing MCR where it will be
interfaced to the existing ABB Bailey DCS utilizing a new OPC link. The SCADA network will be
further extended to the ADCO Control Room. An existing ABB Bailey console in the ADCO Control
Room will be replaced by SCADA HMI terminal. SCADA Human Machine Interface (HMI) terminals
will also be installed in the NMCR and MCR.

1.3 Definitions & Abbreviations


Where used in this specification, the following terms shall have the meanings indicated below unless
otherwise clearly indicated by context of their use.
ADCO – Abu Dhabi Company for Onshore Oil Operations
COMPANY - ABU DHABI GAS INDUSTRIES LTD. (GASCO)
CONCESSION REQUEST - A deviation requested by the SUBCONTRACTOR or VENDOR, usually
after receiving the contract package or purchase order. Often, it refers to an authorization to use,
repair, recondition, reclaim, or release materials, components or equipment already in progress or
completely manufactured but which does not meet or comply with COMPANY requirements. A
CONCESSION REQUEST is subject to COMPANY approval.
CONTRACTOR - The party which carries out all or part of the design, engineering, procurement,
construction, commissioning or management of the PROJECT.
FEED – Front End Engineering Design
FEED ENGINEER – The Engineering Contractor appointed by Company to perform the Front End
Engineering Design (FEED) services for the PROJECT.
PROJECT - (to be defined)
SHALL and SHOULD - The word ‘Shall’ is to be understood as a mandatory and the word ‘Should’
as strongly recommended to comply with the requirements of this document.
WELL OPERATOR - ADCO on behalf of GASCO.
PLANT OPERATOR – GASCO
OVERRIDE - is used for the override command in the DCS that allows WELL OPERATOR to
prevent PLANT OPERATOR closing a well. This override command does not prevent the issue of a
well ESD command in case of emergency.
INHIBIT - is used for the command on the well control panel that prevents any operation of the Sub
Surface Safety Valve (SSSV) or of the Master Valve (MV). This inhibition prevents a correct
execution of the well ESD: as the well is not in operation and flowing this is not considered as a
concern.
WELL CLOSED OR CLOSING A WELL - implies that the flowing wing valve is closed. This
command does not close the SSSV and the MV.
SHUT DOWN A WELL OR WELL ESD - is used when the command closes the SSSV, the MV and
the flowing wing valve.

2.0 SPECIFICATION DEVIATION/CONCESSION CONTROL


Deviations from this specification are only acceptable where the MANUFACTURER has listed in his
quotation the requirements he cannot, nor does not wish to comply with, and the
COMPANY/CONTRACTOR has accepted in writing the deviations before the order is placed.
In the absence of a list of deviations, it will be assumed that the MANUFACTURER complies fully
with this specification.
Any technical deviations to the Purchase Order and its attachments including, but not limited to, the
Data Sheets and Narrative Specifications shall be sought by the VENDOR only through
CONCESSION REQUEST format. CONCESSION REQUESTS require CONTRACTOR’S and
COMPANY’S review/approval, prior to the proposed technical changes being implemented.
Technical changes implemented prior to COMPANY approval are subject to rejection.

3.0 SCADA OPERATING RULES

3.1 ADCO Override of GASCO Commands


The override of PLANT OPERATOR commands by WELL OPERATOR is required to prevent
GASCO close commands to control the flowing wing valve and the motorized choke valve when
change of the well operating state is not acceptable by ADCO. For example when the well is under
test or when maintenance activities are underway.
The override command does not prevent the OPERATORS proceeding to an emergency shut down
through the ESD command on the DCS in the case of the PLANT OPERATOR, from the SCADA
HMI terminal in the case of the WELL OPERATOR or from the SCADA ESD Panel (located in the
New MCR for wells feeding HABSHAN-III or the existing MCR for Wells feeding HABSHAN-I, II &
III).

The majority of production wells are capable of being directed to either HABSHAN-III or HABSHAN-I for
processing. The alignment of the well is achieved by manual switching. The status of each valve is
sensed in the SCADA System to produce the following status indications:

In the event of emergency at either HABSHAN-I or HABSHAN-III the Plant Operators will shut down the
RMS trunkline, the MTU will determine which wells are online to the given RMS and will affect shutdown
automatically as follows:

Well Status shall be determined by the MTU of the SCADA located in the NMCR for HABSHAN-III. All
well status information will be shared by the Plant Operators in the MCR, HABSHAN-III Plant Operators
in the NMCR and Well Operators in the ADCO Control Room.

The ESD Panel will contain pushbuttons for invoking shutdowns as follows:

3.2 Inhibit Command


At the well head control panel, the inhibit command is available to the maintenance crew to inhibit
commands SSSV and the MV. Neither WELL OPERATOR nor PLANT OPERATOR actions will be
possible.

3.3 Operator Command Availability


The following table defines how the override facility and the local inhibit impact the commands
available to and operators.

Note 1: the position of the override has no impact but operation instruction should state that the
well is overridden before an operator goes to site.
Note 2: well override from WELL OPERATOR control room, well inhibit at well site and the valve
remote/local shall be displayed on DCS displays in PLANT OPERATOR and WELL
OPERATOR control rooms.
Note 3: well inhibit at the well control panel is used when the well is not flowing. It prevents a
correct execution of the well ESD as the well is not in operation and flowing. This is not
considered as a concern.

3.4 ESD Command


For each well a well ESD command is available in the DCS for WELL OPERATOR and PLANT
OPERATOR operators.
The ESD push button on the ESD panel shall be maintained to allow in case of DCS/SCADA
interface failure PLANT OPERATOR to shut down a well.

3.5 Valve Control and Operator Commands


The following table defines which valves have an open and close command from the DCS and which
ones are available to WELL OPERATOR and GASCO operators.

Note 2: the injection pump start command is generated locally (not by the SCADA) when the
Flowing wing valve is open. The stop command is generated locally (not by the SCADA)
when the Flowing wing valve is closed.
Note3: As shown on the above table the annulus valve and the non-flowing wing valve open
command are always available to WELL OPERATOR. They shall be password protected
to prevent operator mistakes and will be in two steps:
 Either command request and command
 Or valve command and confirmation
The use of the motorized choke valve allows WELL OPERATOR to fine tune gas flow to the plant.
PLANT OPERATOR does the large gas flow adjustments by changing the manual choke valve of the
wells.

3.6 COMPANY Well Request


For registration purpose, when PLANT OPERATOR needs a well to be brought in line on a given
trunkline, PLANT OPERATOR will issue, through the DCS, a well request for the given trunkline to
ADCO. This request will generate an alarm in WELL OPERATOR and PLANT OPERATOR
consoles: both operators will need to acknowledge the alarm. The acknowledgement will be printed
in PLANT OPERATOR control room. WELL OPERATOR will reset the well request when the well is
on line. PLANT OPERATOR will be advised that a well has been set in operation by the color of the
well request and of the well status on the overview.
There is a well request by trunkline. It has a yellow background when no request is required. When a
request is made it will be red flashing until the operator has acknowledged it. It will remain red until
WELL OPERATOR has reset it.
Operating procedures will cover the phone co-ordination required between WELL OPERATOR and
PLANT OPERATOR to cover the well opening time, well flow…

3.7 Automatic Actions made by DCS


The wells of a trunkline are automatically shut down on the following events:
 close limit switch of the feed gas separator inlet valve when the open limit switch is not indicating
open (confirmed close position),
 Local close command of the feed gas separator inlet valve is initiated,
 DCS trunkline shutdown is initiated.
The wells of a trunkline will be automatically closed on the following events:
 High high level in the feed gas separator,
 DCS feed gas separator shutdown,
 Zone shut down.

4.0 OPERATOR INTERFACE

The SCADA system will be interfaced with the DCS to allow a display of all data from the wells and
the manifolds (gathering stations).

There will be a distinct demarcation with regards the control and monitoring of the Wells. Since these
feed into gas separators pertaining to different plants, PLANT OPERATOR’S access rights will be
segregated on the following basis:

SCADA OPERATING PHILOSOPHY

The existing SCADA system shall be replaced with a new system operating on two 12.5 / 25 KHz
programmable channels in the 450 MHz band, connecting the field to existing MCR, NMCR and
ADCO Control Rooms. Change out of the SCADA system shall be phased and will be carried out
with existing facilities operating on the existing 950 MHz band transmission system. The phased
changeover shall be performed to minimize shutdown of the wellheads and RMS’s.

The existing plant areas will remain operational throughout the change out of the SCADA systems.
SCADA migration strategy, planning and execution shall be developed to support the continued
operation of existing facilities and to minimize disruption to operators and production at all times.

To achieve a seamless migration of the existing wells and RMS’s from the existing to the new
SCADA system, it is essential that both the existing SCADA in the MCR and new SCADA in the
NMCR, MCR and ADCO Control Room are fully installed and operational together with the
processing facilities at HABSHAN-0, HABSHAN -I, HABSHAN -II and HABSHAN -III plants, before
the wellheads and the RMS’s can be migrated.

The change out will require close coordination between GASCO and ADCO operations and between
HABSHAN-III Gas Gathering and Injection Project (OGG&I) CONTRACTOR. The HABSHAN III
Contractor shall devise a detailed change over procedure and shall agree, schedule and coordinate its
implementation with GASCO and ADCO operations as well as the other CONTRACTOR.

The hierarchy to be implemented for the graphics used by the operator to monitor the wells and RMS
shall be based on the typical graphics hierarchy given in Appendix 1 and shall have as a minimum
the following;

4.1 Overview
Overview based on a geographical sketch of the trunk lines; it will allow the operator at a glance to
see the well status. Separate graphics shall be proposed for each producer, injector area and overall
area.
A circle will represent each well:
 Green will indicate that the well is flowing
 White will indicate that the well is not flowing ready to flow
 Orange indicates H2S is detected.
 Red indicates there is an alarm (fire detection, closed well status and RTU status will be used
to trigger the well in alarm).
 Magenta indicates the RTU is no more communicating with the SCADA.
The override status of the well will be displayed on the overview by OVR in the well symbol on
PLANT OPERATOR and WELL OPERATOR displays.
Local inhibit at the well control panel of the Master valve or of the SSSV will be displayed on the
overview by INH in the well symbol on both the displays. INH has a priority over OVR.
Each well or Remote Manifold Station (RMS) will be a target to allow the operator to access directly
to the detail graphic on which the well information is displayed.
For each trunk line the trunk line identification is the target that will allow the operator to access to
the alarm overview on which the alarms of the trunk line are displayed.

4.2 Alarm Overviews


Alarm overviews will be used to display the alarm status of the wells. One display per trunk line will
be implemented. For the following areas
The alarm overviews shall be linked together.
The following targets shall be implemented:
 The well number will give access to the well detail graphic
 A symbol at top left of graphic shall give access to the overview.
On the alarm overviews (see appendix 2 for an example), the following rule shall apply for the
display of the alarms and statuses:
 normal state: green
 Abnormal state: red.

4.3 Detail Graphics


Well detail graphics will show one or more wells on one display with all pertaining data.
The following targets shall be implemented:
 The well number will give access to the alarm overview
 A symbol at top left of graphic shall give access to the overview.
Each well graphic will be linked by targets to the next well graphic of the trunkline and the other
trunklines.
When configured, trend displays and historical trending and reports will be available.
Each valve is a target that allows accessing to the control pop-up or overlay from which the valve
can be controlled.
The ESD target gives access to the control pop-up or overlay from which the well can be shutdown.

4.4 Well Override Control


On WELL OPERATOR consoles, for each field, a summary page will list all wells indicating which
are available and which are overridden. The override control will only be available on this summary
page and will allow setting or resetting override.

4.5 Trending
All analog values will be trended.
There will be one trend display for all flows of a trunkline. This display will be accessed from the
overview. All trend flows of a production field will be looped together.
For each well, there will be a trend display for Flow, Pressure and temperature. This display will be
accessed from the well graphic. All well trend displays of a production field will be looped together.

4.6 Feed Gas Separators


The status of the inlet valve of a feed gas separator, the gas flow and hydrocarbon flow, the gas
pressure and temperature shall be made available to WELL OPERATOR.

4.7 Flow Units

On well detail graphics, the flow will be displayed in kM3/H and in MMCFD (multiply measurement in
console by 0.847550).

5.0 ESD HARDWIRED PANEL


The shut down switches for the well ESD will be installed in a cabinet located in the wall of the Plant
MCR. In case of emergency, the operator to shut down a well will:
 Go to ESD cabinet
 Shut down the well by pushing ESD push-button
Go to the display to monitor the well shut down, or monitor the ESD completion through the
indication lamp on the ESD push-button on the ESD cabinet.

The majority of production wells will be capable of being switched between HABSHAN-I and HABSHAN-
III. For all such dual wells an additional new ESD cabinet containing ESD pushbuttons and associated
indicator sets will be located in the New Main Control Room (NMCR) for HABSHAN-III. Modifications will
be required to the HABSHAN-I ESD Panel in existing MCR for incorporating the additional wells.

In order not to disrupt the well/plant production during the ESD panel changeover period, the whole
panel testing should be maximized before installation. During actual changeover, the ESD panel and its
RTU would be out of service. However, these ESD commands should be temporarily configured in each
associated well RTU, SCADA and DCS. After installation of modified ESD panel and testing, the
temporary ESD command in well RTU, SCADA and DCS should be cancelled. This approach would
avoid shutting down of all wells associated with the ESD panels.
