TECHNICAL PROPOSAL: DESCRIPTION OF THE METHODOLOGY AND WORK


PLAN FOR PERFORMING THE ASSIGNMENT

1 INVITATION TO SUBMIT PROPOSAL


In response to the Invitation of the Technical Proposals for the Consulting services by Madhya Midim
Jalvidhyut Company Pvt. Ltd., Kathmandu, Nepal (hereinafter referred to as the “Client”), to provide
the “DETAIL PROJECT REPORT AND CONSTRUCTION DRAWING OF MIDDLE MIDIM
HYDROPOWER PROJECT (4.8MW), LAMJUNG DISTRICT.

This proposal is being submitted by TURFING TECHNICAL CONSULTS PRIVATE LIMITED. The
consultant is pleased to submit Technical Proposal. This technical proposal deals with the approach,
methodology, work program, and personnel schedule to carry out the consulting assignment in stipulated
period.

2 Background
Water resources are the major natural resources of Nepal. It has more than 6000 rivers and rivulets belonging
to three main drainage basins: Koshi, Gandaki and Gandaki. Most of the rivers are perennial as they are
originated in high Himalayas and are nourished by snow and glaciers. Water resources of Nepal have been
regarded as nature's bountiful gift to the country. Hydropower is one of the major potential water resources
which can boost economy of the country. The main reason for hydropower projects being the most attractive
is due to environment friendly, reliable, safe and cheap source of energy. It has 83,000 MW theoretical
potential among which 42,000 MW is economically viable potential. At present, only about 2.5% of the
techno-economically viable potential has been harnessed.

It has been realized that hydropower can play vital role in Nepalese economy, both by providing cost
efficient &environment friendly power supply to improve energy services and also by contributing to GDP
growth by exporting power. In addition, the harnessing of un-tapped water resources on large scale could
provide significant contribution to the poverty reduction and employment generation. It could be considered
as the major economic backbones of the country.

The Government of Nepal intends to develop this hydropower potential in economical, efficient and
sustainable manner to meet the growing power demand in the country as well as to export. In line with the
Hydropower Development Policy, 2001 and Water Resources Strategy, 2002, the Government of Nepal has
emphasized to increase the private sector involvement in the hydropower development for large, medium and
small hydropower projects. Government of Nepal has provided various incentives to private sector for
development of hydropower sector. In order to promote private sector, Nepal Electricity Authority (NEA)
has fixed the energy rates for small hydropower projects up to 25 MW capacity initiated by Independent
Power Producers (IPPs). Similarly, domestic commercial banks are also interested to invest in hydropower
projects as priority sector investment. Furthermore, the hydropower development policy has envisaged the
development of small to medium size hydropower plant for the purpose of regional power system balance,
utilization of local resources, and sustainable and reliable electricity access in the remote region of Nepal.
The importance of small to medium size hydropower project is further amplified by the employment
opportunities, opportunities for federal and local level government to invest on clean energy thus
strengthening federal system.

In this context, Madhya Midim Jalvidhyut Company Pvt. Ltd. intends to procure services to domestic
consulting firms for DPR and Construction Drawing of proposed hydropower project to execute the project.

3 Project Summary

Middle Midim Hydropower Project (MMHPP) is located in Lamjung district of the Gandaki Province of
Nepal. The project components of MMHPP are located in Gilung, Karapu, Maling, Nalma. The coordinate of
the project area lies between the latitudes 28°12’16”N to 28°14’10”N and the longitudes 84°15’45’’E to
84°17’08”E. All of the project component lies in Gilung, Karapu, Maling, Nalma.

3.1 Location of the Project Area

Middle Midim HPP is located in Lamjung District of Gandaki province of Nepal. The project boundary is
located in Gilung, Karapu, Maling, Nalma area. The coordinate of the proposed project lies between the
latitudes 28°12’16” N to 28°14’10” N and the longitudes 84°15’45’’ E to 84°17’08” E.

3.2 Project Access

The distance from Kathmandu to project area is about 222 km via road. The project location is about
147.4 km from Kathmandu to Bandipur and further 74.6 km from Bandipur to Project area.

The project area can be reached by road from Kathmandu via Kathmandu - Mugling - Dumre- Byas (Prithivi
Highway) and Byas - Gilung (Vyas Sadak)

4 Work Plan

All works pertaining to the Detail Project Report and Construction Drawings will be carried out at Katmandu
and at the Project site. Within a week’s time after completion of the contractual formalities, a group of Key
Experts, headed by the Team Leader will do a meeting with the Client team and also collect information and
existing Project Reports & data etc. as available with Client. The team will carry out a preliminary study of
the reports / maps and will have further discussions, followed by reconnaissance survey with the Project
Engineers to visualize the physical conditions of the projects.

On return from verification of survey, further study will be carried out regarding the accuracy of survey and
an Inception Report will be submitted to Client. After the approval of client further survey will be done if any
error in the existing survey else with reference to the existing survey further study of project will be carried
out. Then the detailed project report will be submitted within 3 months. Additional approval report and letter
will be submitted to client before final report if any required for the project implementation.

The Detailed Report will include different work for execution of various Tasks like Hydrology Study,
Hydraulic Design, Structure Design, Detail Construction Drawing and Construction Schedule. We consider
the optimization of project component that has been defined in feasibility study. The Team Leader will be
responsible for overall management of the contract and accomplish the job within contract period. The Team
Leader will also coordinate with DoED & NEA and the working teams.

If any crop up during study of previously provided Topographical Survey Works, one survey team, headed
by the Senior Surveyor will move site to carry out detailed topographical survey. Topographical survey will
be conducted with the Total Stations and the precision DGPS / digital Auto Levels. After the field works,
Data Processing and Survey Drawings / Maps will be prepared by using advanced software such as Land
Developed Desk Top Softwel Digital Terrain Modeling (SW_DTM) and Auto CAD, and / or ARC GIS.
Maps will be produced in the appropriate scales and contour intervals. After completion of the survey works,
layout and detailing of project component will be done for issuing the construction drawing.

4.1 Study of Feasibility report & Survey Verification

After signing the contract, Client should provide all the existing document regarding feasibility study report,
CAD files for general layout and drawings, Survey data. The consultant will study feasibility report and
considering the report further optimization will be done. Survey point will be checked via ARC GIS and also
site verification, if any mistakes on that provided data further detail topographical survey will be done
consulting with the client.

4.2 Access Road, Project Road and Communication Study

Based upon the information gathered during site reconnaissance and study of the available maps & topo
sheets, access & project road and communication study will be carried out.

4.3 Hydrological and Meteorological Data

An accurate assessment of long-term hydrology is essential to any hydropower project. The longer the
hydrological record, the more reliable is the estimation of design parameters for the project.

4.3.1 Catchment correlation

In the case of ungauged (i.e. either limited or no stream flow records) river, direct measurements of
hydrological parameters are not available. Therefore, it is necessary to look at the catchments that have
similar catchment and meteorological characteristics. There is no availability of hydrological data of the
Middle Midim River at proposed intake site. Catchment correlation is the most used technique in the
estimation of project hydrology in case of ungauged river. The ideal catchment for the catchment correlation
is one that has similar shape and size, is located in same region and has elevationwise similar area proportion.
In this method, the daily flow data of Middle Midim River at proposed intake site has been generated by
multiplying the daily flow data from gauged station by the ratio of catchment area. Due to the difference in
rainfall, the rainfall factor has also been applied. The combined factor of catchment area and rainfall factor
has been used for the estimation of daily flow data of Middle Midim at proposed intake site.

4.3.2 Hydrological Studies

A gauging station should be at the headworks site and daily flow data should be continuously recorded. Flow
measurement will be taken once a month for the period of this study which is used for the verification of the
estimated flow. The consultant will install two hydrological gauge station of 5m gauge height (gauging
station/sediment sampling station) i.e. at appropriate location at the intake area and powerhouse area.

The consultant will conduct at least one discharge measurement preferably using current meter or appropriate
technology (such as Acoustic Doppler Current Profiler, ADCP) at an interval of a month preferable at mid of
month. The team of Hydrologist will be deputed to carry out the required works related to installation of staff
gauge at suitable location with allied works including measurements of discharges.

4.4 Project Layout and Design

Related works Design Engineering and Drawings of (i) Head Works, (ii) Intake and Waterways, (iii) Power
Houses & Transformer Halls, (iv) Transmission works, and (v) Auxiliary components including Hydro-
Mechanical and Electro-Mechanical components will be done, immediate after optimization / approval of the
topographical and hydrological parameters.

4.5 Project Component Optimization

Optimization of all the component of the project will be done after finalizing the hydraulic design
considering the project cost.

4.6 Construction Drawing

After approval of optimization of Project Component, further detail structure analysis will be carried out for
all the project Component. then construction drawing will be done.

4.7 Cost Estimate and Construction Planning

Cost estimate of the projects will be initiated with analysis of the unit rates as per the DoED Standards and /
or as directed by DoED. BoQ will be prepared, flowed by estimates of the project costs.

5 Technical Reports

The Technical Reports will comprise a series of Reports covering the main technical issues as listed in the
Table below. Each report will be complete with an Executive Summary and will include maps, drawings
figures and diagrams as necessary. The reports will include Annexes providing the basic data used in the
analysis. All reports will have prepared and submitted with details as described in the Terms of Reference.
