In Sauyo High School in Quezon City, there is a class where the lesson is all about syllabicating
words, writing the alphabet and identifying colors. This class, however, is not in the elementary level
but in high school. This is Section Darwin and apparently, all 29 students of the class reached Grade
7 without knowing how to read nor write!

Twelve-year old Louie is one of the students of Section Darwin. Despite not being able to read or
write, his teachers gave him passing grades every year until he eventually made it to Grade 7. Instead
of studying his lessons after class, Louie would often head out to the dumpsite to collect rubbish
which he can sell. Although not much, what he earns goes a long way for his family's needs.

Fifteen-year old Jack, meanwhile, is part of Section Darwin in Grade 8. Because he was hardly given
allowance for school, Jack would often miss his classes until he eventually fell behind in terms of
writing and reading. But because of his willingness to learn – along with the support of his family
and teachers, Jack can now read and write.

Why do schools pass those considered as “non-readers” o “slow readers”? Isn't there a “No Read, No
Pass Policy” being implemented by the Department of Education? And who is responsible for why
students reach high school without knowing how to read nor write?
