- any additional controls/actions successfully implemented owing to a lack of training and communication. I spoke with the site Workers ,
that may be required. site in-charge and many other staff members to know more about the construction site. I found that the
company prioritises profits and project completion over employee health and safety. During my
inspection and observation, I noticed that most workers were doing manual handling in poor posture
and position, workers were not aware of using one or more equipment together, workers were not much
aware about reporting accident and incident, and work at height activities were being done without
close supervision. I inspect lost time injuries, near misses, medical records, enforcement actions, and
employee complaints. by checking their past records also helped me a lot to identify hazards and risks.

I talked to workers and check PPE which was provided insufficient talking to workers and checking
previous records help me to identified hazard without any controls so I decided to recommend
additional controls that may be required to control present hazard.

Part 3: Prioritise 3 actions with justification for the selection
Suggested word counts
Moral, general legal and financial arguments for all actions: 300 to 350 words
For EACH action:
Specific legal arguments: 100 to 150 words
Likelihood AND severity: 75 to 150 words
How effective the action is likely to be in controlling the risk: 100 to 150 words

Moral, general legal and financial arguments for ALL actions

Moral, general legal and financial Moral argument
arguments
It is morally right to ensure your workers return home safe and health at the end of every working
day. By protecting your workers, you reduce absences, ensuring that your workplace is more
efficient and productive. Research shows that workers are more productive in workplaces that are
committed to health and safety. Rizwan flour mill has morally responsible to provide safe system of
working plate form and risk free environment. It is necessary for company and workers that workers
comes to company for work and go back to home safely.
Legal argument
International labour organization has set out convention C155 and recommendation R164 which
apply to workplace health and safety standards. As a law are made to protect human rights so it
compels the employer to do what he morally should do in order to take reasonable care of
employees. Law define the framework that governs the conduct of business and organization. If
company shows non-compliance with health and safety standards and accidents occurs. It is
mandated by criminal law and any employer who fails to comply is exposed to very significant legal
risks. Both an organizational and individual level. Directors and employees can and do go to prison
for health and safety breaches, and significant fines are handed out.
The employer of Company has Following Legal duties of the ILO R164 article 10 obligations that
the Employer must;

1. (a) Provide & maintain workplace machinery, use work safe working methods which
without risks to health.

Learner number: 00737007 Learner name: UMER SHABAB Page 11 of 17

2. (b) Give necessary training and instructions.
3. (c) Provide supervision, working practice and applications.
4. (d) Provide the organizational arrangements,
5. (e) Provide PPEs and clothing,

Financial argument
As per ice burg model, uninsured cost is 8 to 36 times greater than insured costs. Every accident
has some costs which is direct and indirect cost. Some of these cost may be insured but many
cannot. Accidents and ill health at work are extremely expensive and represent a huge, often
hidden, source of loss. Accidents increase insurance premium. When accident occurs direct costs
will by pay by company is first aid treatment, hospital treatment charges, workers sick pay, and
visible damaged to property equipment and product. While indirect cost is just like invisible that will
be appointing new labour, compensation of injured workers, loss of investigation time, reduction in
staff morale and decreasing number of clients, heavy fines from civil and criminal courts etc.

Justification for action 1

Action (Taken from column 4 of risk Fire
assessment)
Fuel should be keep in closed and packed tank and place in proper safe place
Specific legal arguments As per ILO recommendations R175 fire precaution Article 46,47 affirms that:
(Where necessary to guard against danger, workers should be suitable trained in the action to be
taken in the event of fire, including the use of means of escape)
(Where appropriate suitable visual signs should be provided to indicate clearly the directions of
escape in case of fire)

As per Pakistan factory act 1934 as amended to 1997 article 25. Precautions in case of fire
sub article 5 and 7 affirms that
(In every factory there shall be provided effective and clearly audible means of giving warning in
case of fire to every person employed therein)

Learner number: 00737007 Learner name: UMER SHABAB Page 12 of 17

(In every factory wherein more than ten workers are ordinary employed in any place above the
ground floor, or explosive or highly inflammable materials are use or stored, effective measures
shall be taken to ensure that all the workers are familiar with the means of escape in case of fire
and have been adequately trained in the routine to be followed in such case)
Consideration of likelihood AND severity severity consideration can be classified as:
 types of injury or ill health Severity Categories:
 number of workers at risk 1=Minimum: no physical injury & no property loss.
 how often the activity is carried
2=Medium: Required first aid after accident.
out
 how widespread the risk is 3= Major: in this situation worker face serious injury that should be shifted to hospital/sick leave
required, chance of disability, serious injuries long time hospital treatments requires and also
property loss.
4=Catastrophic: in this situation worker death / chance of permanent disability, un recoverable
property loss. Fatal injuries
LIKELIHOOD 4 CATEGORIES:
1 = Unlikely
2 = Possible
3 = High Likelihood
4 = Very High Likelihood
Consideration of likelihood of causing fire is high In mechanical workshop during lubricating heavy
machinery mechanics involved in smoking near fuel which caused heavy fire in mechanical
workshop.
Severity of being harm due to fire is major Due to fire mechanics and nearby workers got injuries of
severe burns, head injury due to falling object, bleeding, unconsciousness and disability. Furtherly
damaged to property and product.
Types of injury severe burns, head injury due to falling object, bleeding, unconsciousness and
disability
21 workers are at risk.
The activity has been carried out in mechanical workshop workers involved in smoking near fuel

tank which cause heavy fire.
The risk is widespread and present for all workers working in mechanical workshop.
How effective the action is likely to be in
The intended impact of the action is fuel should be keep in closed and packed tank and place in
controlling the risk. This should include:
proper safe place. It will eliminate the source of causing fire in mechanical workshop due to
 the intended impact of the action; smoking. Workers will be working in risk free environment.
 justification for the timescale that Justification for timescale I have given is 1 day because it not requires budget allocation it just
you indicated in your risk requires to stop nearby activities and shift fuels tanks from one place to another so it requires one
assessment; and day.
 whether you think the action will
fully control the risk I think the action will fully control the risk of fire.

Justification for action 2

Action (Taken from column 4 of risk Noise
assessment) Rust full parts of machinery should be lubricate while lubricating lock out and tag out system should
be implement to avoid fatality. If rust full parts is damaged change it.
Specific legal arguments According to the ILO C148-working Environment (Air pollution, noise and vibration)
convention, 1977 (no.148) article 3 (b) says (the term noise covers all sound which can result in
hearing impairment or be harmful to health or otherwise dangerous) and article 12 says (the use of
processes, substances, machinery and equipment, to be specified by the competent authority,
which involve exposure of workers to occupational hazards in the working environment due to air
pollution, noise.
According to ILO convention C148 article 4 1. (National laws or regulations shall prescribe that
measure be taken for the prevention and control of, and protection against, occupational hazards in
the working environment due to noise.
Consideration of likelihood AND severity The severity consideration can be classified as:
 types of injury or ill health Severity Categories:

property loss.
4=Catastrophic: in this situation worker death / chance of permanent disability, un recoverable
property loss. Fatal injuries
LIKELIHOOD 4 CATEGORIES:
1 = Unlikely
2 = Possible
3 = High Likelihood
4 = Very High Likelihood

Consideration of likelihood is high In packing area packing machine create noise due to rust full
parts, they work there almost 8 hours so high likelihood due to long term exposure.
Severity of being harm due to noise is Major In packing machine area packing machines create
noise due to rust full parts workers exposed for long term will lead to hearing loss, damaged to ear
drums, headache and sleeping disorders.
Types of ill health hearing loss, damaged to ear drums, headache and sleeping disorders.
70 workers are at risk.
Activity has been carried out in packing area workers exposed to noisy machine for long term might
be harm.
Risk is widespread and present for all workers who exposed to noise and working in packing area.
How effective the action is likely to be in
The intended impact of the action is Rust full parts of machinery should be lubricate while
controlling the risk. This should include:
lubricating lock out and tag out system should be implement to avoid fatality. If rust full parts is
 the intended impact of the action; damaged change it. It will eliminate creating noise.
 justification for the timescale that Justification for the timescale I have given is two days because working in noisy environment is
you indicated in your risk harm full for workers health so stop working and immediately maintaining all machine is necessary
assessment; and so it will take two days to maintain all packing machine.
 whether you think the action will
fully control the risk I think the action will fully control the risk of noise.

Justification for action 3
Action (Taken from column 4 of risk Manual handling
assessment)
Forklift hand trolley and hoists should be provided in large quantity to avoid manual handling
Specific legal arguments According ILO convention C127 maximum weight convention 1967, article 3 (No worker shall
be required or permitted to engage in the manual transport of a load which, by reason of its weight,
is likely to jeopardise his health or safety.) And article 6 of C127 states that (In order to limit or to
facilitate the manual transport of loads, suitable technical devices shall be used as much as
possible.) article 5 (Each member shall take appropriate steps to ensure that any worker assigned
to manual transport of loads other than light loads receives, prior to such assignment, adequate
training or instruction in working techniques, with a view to safeguarding health and preventing
accidents)
Consideration of likelihood AND severity See Justification 1 for likelihood and severity.
 types of injury or ill health
 number of workers at risk Consideration of likelihood is high In ware house workers involved in loading truck manually 50KG
 how often the activity is carried packages for so long time. So working almost 8 hours is quite risky so that is why likelihood is high.
out
Severity of being harm due to manual handling is major Due to manual handling for long term
 how widespread the risk is workers will facing work related upper limb disorders, back pain, pain in muscles, hands, legs and

35 workers are at risk
Types of ill health work related upper limb disorders, back pain, pain in muscles, hands, legs and
fingers.
Activity has been carried out in ware house workers working manually for long term might be
harmed due to manual handling.
Risk is widespread and present for all those workers who involved in manual handling.
How effective the action is likely to be in
The intended impact of the action is forklift hand trolley and hoists should be provided in large
controlling the risk. This should include:
quantity to avoid manual handling. It will make work easy and eliminate manual handling. Workers
 the intended impact of the action; will be working in risk free environment it will lead workers to more productive workforce.

fully control the risk I think the action will fully control the risk of manual handling.

Part 4: Review, communicate and check

Suggested word counts for each section:
 Planned review date or period and reasoning for this: 50 - 100 words
 How the risk assessment findings will be communicated and who needs to know the information: 100 - 150 words
 Follow up on the risk assessment: 100 - 150 words.
Planned review date/period with Rizwan flour mill has the policy to review risk assessment is 6 months. So the review date of flour
reasoning mill is 11 July 2024. It is recommended date of reviewing risk assessment as per company policy.
The risk assessment will be review before 6 months
In case of occurrence of fatal accident and damaged to property equipment product.
In case of recording too many workers ill health during work absenteeism, turn over.
In case of starting new project appointing new top management.
In case of introducing new technology and changing in company policy of health and safety.
How the risk assessment findings will be The risk assessment findings will be communicated through effective risk communication. I will
communicated AND who you need to tell present my findings in front of top management after getting approval I will conduct TBT and have a
common ground. Before talking about risks. Workers need to understand the basic concept of
safety. Then I will make sure everyone can understand. After that I will talk about present hazard
and how to protect from hazards. After tool box talk I will share my risk assessment findings in
different languages translated and distribute in company workers and share all my risk assessment
findings in company health safety and environment groups.
