RATIONALE

According to Fontanilla (2024), fires have also left their mark on Philippine history,
despite the country frequently being hit by typhoons. This emphasizes the vital need for
preventive measures in fire safety and prevention. In April 2023, there were almost 40%
more recorded fires than during the same period in the previous year, according to recent
data from the Bureau of Fire Protection (BFP), which indicates a concerning trend.

The most common disaster for children is a home fire. Intentional causes of injury
and death rank highly among them, surpassing all other causes. Homes, dorms, barracks,
and hotels account for about majority of all fire deaths. When people are likely to be less
vigilant, like during the night, that is when most fatal fires happen. Arson fires are essentially
preventable, as are most fires in homes and other buildings. However, not every fire is
unavoidable. The increase in fires in the Philippines is caused by a number of factors. The
summer months bring higher electricity demand, which could strain power lines, while other
factors include the presence of combustible materials, and the non-preparedness of the
people.

If an individual or a family is well-informed about the proactive measures as well as

the proper things to do to prevent the occurrence of fire, suppress the existing fire, then the
effects doesn't have to be fatal. Taking responsibility for practicing and preparing for what to
do in the event of a fire must be taken very seriously, as stated by Quake Kare (2024).

BACKGROUND OF THE STUDY

According to Farrell (2020), even though crime and terrorism may be the main
concerns for public safety, there is still a threat that goes unnoticed: fire and life safety.

The number of fire incidents in the first two months of this year has increased by 25%
nationwide, with residential areas accounting for the majority of these incidents. whereby,
from January 1 to March 1 of this year, 3,044 fire incidents were reported, compared to
2,424 incidents during the same period of last year (Caliwan, 2024). According to Aguirre
(2024), the rise in urban fires among the recent fire incidents in the Philippines is one of the
most concerning trends. These fires have been happening frequently in places like
residential neighborhoods, public markets, and businesses. An increased frequency of fire
incidents has been caused by the overcrowding in urban areas and inadequate fire safety
measures. The reported fatality rate from these urban fires is by far their most destructive
feature. Communities are still in shock from the aftermath of these tragic events, which have
split families apart and destroyed livelihoods.

Mondares, 2024 stated that commemorating fire prevention month this March will
help prevent fire incidents as the Philippine Red Cross (PRC) is calling on every household
to follow the four Ps: predict, plan, prepare, and practice. Everyone should be concerned
about preventing fires, and being aware and prepared of what to do in an emergency can be
helpful anytime and anywhere which might save an individual from a devastating aftermath
of fire. Together, we can prioritize fire safety, make investments in disaster preparedness,
and promote environmentally sound practices to create a safer and more resilient country for
coming generations (Aguirre 2024).
