1. ACTIVITY
This Method Statement is to provide and maintain effective quality control procedures and
standardized Installation and testing of fire hydrant system works to ensure compliance with the
conditions of contract and project specifications.
2. SCOPE:
The scope of work covered by this method statement is everything related to the Installation and
testing of fire hydrant system works, this method statement discusses all safety related issues
including but not limited to safety working methods
Shall mean not only the major items of plant and equipment
Complete Conveyed by this specification, but all the incidental sundry
installation components necessary for the complete execution of the works and
for the proper operation of the installation.

3.2 ABBREVIATIONS
QC – QUALITY CONTROL is a part of Quality Assurance, implements the latter by examining physical
characteristics and comparing them to established and acceptable Quality Documents as stated in the
quality assurance program or plan.
Quality shall be controlled by Sub-Contractor in accordance with the Quality Documents.
ITP - INSPECTION & TEST PLAN means the document which contains sequence of activities in a
process, highlights the applicable Quality Documents, and inspection criticalities.
CAR - CORRECTIVE ACTION means to eliminate the causes of a detected nonconformity or other
undesirable situation.
QUALITY DOCUMENTS mean drawings specification, procedure, record formats, codes and standards
specified in the documents issued by the Contractor/Company to the Subcontractor.
SITE means the place, designated by Client for further development, where the construction activities
shall be carried out by Sub-contractor.

Site Engineer
• Responsible for Site Foreman, Direct Labour and Subcontractors performance.
• Responsible for all construction and site activities in accordance with the program and in compliance
with the quality specified.
• Coordination with the Sub-contractors.
• Implementing of the Contract requirements on site.
• Follow Site Safety Plan and liaison with Safety Engineer for daily bases construction work.
• Produce weekly short-term programs with the Planning Department.
• Holding Weekly Coordination Meetings with sub-contractors, liaison with the staff Issuing Daily

• Liaise with Client/Consultant in all the matters related to the Quality Assurance and Quality Control
and daily construction operation to ensure employer satisfaction.
• Implement Project required Method Statement and ITPs and Ensure construction team full
understanding and following at their end.
• Report to Project Director on all issues related to Quality matters as independent personnel
• Supervise all construction outputs, quality inspections before final delivery to the client.
• Explore all client complaints related to quality control and recommend solutions.
• Review and distribute inspection report as indicated on the document distribution matrix via the
Document Controller
• Issuance of Observations and NCR as required, and follow-up until it is closed.
• Ensure that Sub-Contractors are working in accordance to the Project Quality Documents /plan as

All work places where Arco personnel are working will be cleaned from the scrap material derived
from their work ensuring clean and healthy work environment as well as to maintain free access and
egress in the event of emergency.
c) Emergency Arrangements
General: Site general safety procedures will be followed. In case of emergency the Safety Officer or the
most senior employee present will stop the work, and make the necessary emergency arrangements
and report to the assembly points as described during Site Induction Course.
Fire Precautions: No significant fire risks associated with this activity but general fire precaution
measures will be taken as per general site rules
Communication from site areas to Site Office via mobile phones.
• Any pipes, fittings & devices found not to be as per requirement or with damage or defect will be set
aside. These will be properly labelled as rejected and immediately returned to the supplier. This
shall be verified by the storekeeper, discipline site engineer and QC in charge.
• Start the generator then connect the voltage stabilizer to the generator.
• Select the pipe material, size and wall thickness to be joined.
• Place pipes to be joined on rollers each side of machine.
• Clamp pipes into welding machine
• Follow instructions given by CNC control unit or data logger (i.e. measure dragging force of pipe).
• Load trimming device into the welding machine frame. Commence trimming / end squaring
operation.
• When trimming cycle is completed and carriage has opened, remove planer/trimmer and swarf. Do
not touch pipe ends. Do not pull swarf up through trimmed pipe ends.
• Perform visual misalignment check on pipe ends. (Max 10% of wall thickness misalignment allowed,
max 0.5mm gap at pipe ends allowed). If misalignment >10% or gap >0.5mm found release pipes, re-
align them and return to step 7 before continuing.
• Close pipe ends to prevent draughts that can cause tunneling effect inside of pipe which can cool the
heater plate.
• Secure heater plate on to welding machine frame.
• Close machine to press clamped pipes onto the heater plate to carry out initial melting and heat soak
cycle.
• After heat soak cycle and upon prompting by machine remove heater plate and rapidly bring ends of
pipe together to complete fusion weld.
• Allow pipe to cool using a timer to show the required time before removing from the welding
machine clamps.
• Mark onto pipe near to joint with a silver indelible marker pen the following information for qa/
traceability purposes: - Date, Joint number, Machine number, cooling time (i.e. Time at weld
completion + cooling time).
• Mark fusion joint number on as-built drawing for future cross reference of welding records.
• Check for cleanliness around the joint.
• When condition requires that a pressure test be maintained for a period of time during which the
testing medium in the system would be subject to temperature changes, provision shall be made to
release excess pressure.
• After the holding time, if no pressure drop is recorded, the pressure shall be gradually reduced &
released by opening the vents and then hydro test will be considered as successfully passed.
• If the pressure abnormally drops during the test, indicating a leak, the pumping should be continued
until the leak is detected.
• In case a leak occurs release pressure and repair the leak.
• After releasing the pressure, the water will be drained and vents will be kept open till the completion
of drain. All water from hydro test shall be released on the approved and designed draining area by
the end user.
• If any temporary flanges were connected for testing purposes, cut and remove the temporary
flanges after completion of draining the system & continue the normal pipe installation.
• If any valves & other instruments, which have been removed, shall be reinstalled with new proper
project approved gaskets, nuts, bolts and washers.
• Piping end shall be closed by plastic sheet tied around the pipe end to prevent entry of foreign
materials
• In setting a hydrant use a firm footing, such as stone slabs or a concrete base on firm ground, to
prevent settling and strain on the hydrant lead joints.
• Provide for thrust restraint of the hydrant by strapping, blocking, or using a restraining type of joint.
• Ensure gasket for the flange connection is available and properly placed and set.
• Use only approved bolts, nuts and washers.
• Make sure that all bolts, nuts and washers are in their proper places and tightened properly.
A. Waste Management
All waste generated shall be disposed of in accordance with ADEPA (Abu Dhabi Environmental Policy
Agenda) the ’Construction waste management plan”, which comes under main contractor scope of
work and M/s Arco will follow the same.
B. Hazardous Substance Management
ARCO Electromechanical will deliver, store and use all hazardous substances in accordance with
“Environmental Management Plan” and associated Risk Assessments. MSDS “Material Safety Data
Sheets” shall be provided for all hazardous sub-stances being used at project site.

PART 1 - GENERAL
A. Above ground fire protection pipework including, but not limited to the following:
1. Pipework including fittings.

1.3 SUBMITTALS
C. The Contractor shall make all necessary submittals to the appropriate authority having
jurisdiction and shall obtain all necessary approvals.
D. The contractor shall hire a specialist to carry out the necessary calculations for thermal and
contraction as well as the seismic protection. Detailed calculation report shall be submitted for
review and approval prior the shop drawing approval.
A. Manufacturers: Firms who have been regularly engaged in the manufacturer of Fire Protection
Piping and whose products have proved satisfactory in similar service for not less than 10 years.
B. Installer: Firms regularly engaged for at least 5 years in the installation of work of a similar type,
quality and scope as is required for this project and licensed by Civil Defense to undertake such
works.
A. All pipes and piping accessories shall be inspected at time of delivery for damage and for
compliance with the Specification.
B. Any products that are damaged or found not to be in accordance with the Specification shall be
immediately repaired or replaced. Such repairs shall be done only after the approval of the
Employer’s Representative.
C. All products shall be handled and stored as recommended by the manufacturer to prevent
damage and deterioration.
D. Supply handling equipment such as lifting beams, reinforced canvas slings, protective padding,
struts, cradles, etc., required to install products without damage.
E. Unload all products singly from trucks or Lorries. Unless cranes are used, pipes shall be
unloaded by means of skids and check ropes. Pipes shall not be dropped.
F. Each pipe unit shall be site stored, stacked and handled into position only in such manner, and
by such means, that affords total protection for it from damage of any kind. Site stacking of
pipework shall be such that the pipework shall not deform or be damaged in any way through
storage or retrieval. The manufacturer's recommendations shall be taken as the minimum
requirements.
G. Provide factory applied plastic end caps on each length of pipe and tube. Maintain end caps
through shipping, storage and handling as required to prevent pipe-end damage and eliminate
dirt and moisture from inside of pipe and tube.
1.7 WARRANTY
PART 2 - PRODUCTS
A. Pipes and Fittings for Installation above Ground shall be from one of the approved manufacturers
subject to the compliance to the project specifications.
2.2 GENERAL
A. Pipework and fittings shall be as specified and shall be manufactured fully in accordance with the
relevant NFPA standards requirements and complying with Local Civil Defense requirements.
B. Pipework and fittings, which have been subject to corrosion or damage, shall not be acceptable.
C. All goods and products shall be new and free from any surface rust or mill scale.
D. All individual lengths of pipework or individual valves shall be stamped with the manufacturer’s
name, place of origin, size and class of duty.
E. All pipework and fittings (screwed and flanged) shall be suitable for the working pressure (20
Bars), operating temperatures and conditions of the fluid flowing within them. The declared
pressure rating of the pipework shall be equal to or greater than the maximum test pressure of
the system.
F. The working pressure for pipework, connections and fittings shall be based on the total static
pressure in the pipework in addition to the operating pressure exerted by the pumps on the
system.
A. All Pipework, up to 50mmpipe size, shall be seamless galvanized steel pipe to ASTM A53
schedule 40 or BS 1387, supplied with plain screwed ends.
B. All Pipework, 65mm and above, shall be seamless galvanized steel pipe to ASTM A53 schedule
40 or BS 1387, supplied with plain grooved ends, grooved ends for couplings.
C. Pipework for Clean Agent systems up to 100 mm diameter shall be seamless Galvanized steel to
ASTM A 53 schedule 80, with Screwed joints.
D. Pipes and fittings shall be in conformance with the project specifications unless specified
otherwise by the Authority having jurisdiction. Obtain approval of local Authorities before
proceeding with the work.
E. When pipes are assembled by screwed fitting or by « cut-grooved » groove, the minimum
thickness for a pressure up to 20.7 bar.
F. Steel pipes must have galvanized internal and external surfaces. The threaded extremities must
be treated to prevent corrosion.
G. Diameters :Minimum diameter is DN25
H. Pipes bending
1. Schedule 40 Steel pipes bending is allowed if bending are executed with no defaults, no
diameter reduction and no significant deviation in the pipes circle symmetry. The bending
minimum radius must be:
a) 6 pipe diameters for a diameter < 50mm, and
b) 5 pipe diameters for a diameter > 65mm.
I. Pipes marking and identification: Firewater pipes in galvanized steel shall be marked to indicate
its destination.
J. Pipes Drainage :
1. For sprinkler system, pipe drainage shall be accomplished by sloping pipe to low point
with auxiliary drain as per NFPA13.
K. Special Requirements
1. Full flanges or plugs, according to the diameter shall be installed on the collector’s
extremities to flushing rinsing of the pipes.
A. Fittings for piping 50mm and small shall be UL listed and FM approved threaded galvanized
ductile iron with 300 psi pressure rating or cast iron fittings, ANSI B 16.4 or galvanized ductile
iron fittings, complying with ANSI B 16.3
B. Fittings for piping larger than 50 mm shall be galvanized mechanical grooved fittings and
mechanical joints. Fittings, gaskets and mechanical couplings shall be UL listed and FM
approved. The fittings shall be suitable for 300 psi working pressure.
C. Pipes welding shall not be carried out on site.
D. The galvanized steel fittings shall be UL Listed and FM approved.
E. Unions and Couplings: Screwed unions shall not be used for pipe greater than DN40. For pipes
above, flanges will be used.
F. Reducers and male/female reducers:
1. A one-piece reduced fitting must be used for each pipe diameter change.
2.5 SUPPORTS:
F. Concrete anchors shall be factory made cadmium plated alloy steel expansion shield type.
G. Concrete inserts shall be factory made galvanized malleable iron, poured in place type, screwed
or toggle style.
H. Riser clamps shall be galvanized steel bands shaped to tightly fit O.D. of the pipe, secured with
bolts and nuts.
I. Piercing of load supporting system is not permitted.
J. All fire-fighting pipe supports shall be calculated per latest local seismic zone classification by
authorized specialist to ensure that the system is seismically supported.
K. The supporting structure can be directly attached to equipment if the equipment supplier certifies
this supporting feasibility;
L. The welding of pipes on the supports on the pipes is not permitted;
M. Pipes supporting system must be reinforced in order to reduce any movements resulting from
nozzles reaction and therefore preserve the system performance and integrity if battering ram is
used;
N. The maximum length for a non-supported DN 25 pipe is 0.8 meter;
O. When possible, loop-type clamps will be used
P. If spring hangers are used, they shall be installed and located in accordance with NFPA 13
specifications.
Q. The Contractor shall take into account the problem of dilatation (of his systems but also of the
buildings) and shall make the coordination with the others Contractors to solve the support
problems.
R. All the Structural supports shall be fabricated and hot dip galvanized of high grade galvanization
prior to installation.
PART 3 - EXECUTION
A. The runs of pipework shown on the Drawings are as accurate as possible. They shall be taken
as diagrammatic only and all pipework shall be installed in the neatest possible manner in the
space available. Where this involves special fittings or settings of pipes, these shall be provided,
whether or not they are shown on the Drawings. Where possible, pipework shall be run parallel
to or at right angles to building walls.
B. Where changes in direction are required and because of either lack of space or for neatness,
fittings are not suitable, `offsets' shall be installed as follows:
1. A `Formed Bend', for a change in direction of less than 90o.
2. A “Single Offset”, made up of two formed bends, returning the pipe to the same direction.
3. A “Double Offset”, made up of four formed bends, returning the pipe to the same direction
and the same axis.
4. In all instances offsets shall be cold drawn and on no account shall heat be applied.
5. All sets, double sets and springs shall be formed on long lengths of tube with as large a
radius as possible and all shall be free from distortion.
C. All pipework shall be installed in such a manner as to ensure the automatic release of air and
ease of drainage.
D. Install pipe expansion joint for pipes running through building expansion joint, with proper
supports.
E. Any pipework fitted in an unsightly manner and not to the satisfaction of the Employer’s
Representative shall be removed and re-fitted at the Contractor's own expense.
F. The Employer’s Representative shall have the right to inspect any pipe, pipe joint or pipe line
fitting in order to check quality of materials and workmanship or system operation. Any defects
shall be made good by the Contractor at his own expense and to the satisfaction of the
Employer’s Representative.
G. All pipes shall be at least 150 mm from lighting and power cables or conduit unless otherwise
shown on the Drawings.
H. Pipes shall not be located above electrical equipment or in any other position where pipe leaks
could cause liquids to come into contact with electrical equipment.
I. Pipework shall be installed such that there is a minimum clear distance of 75 mm to the finished
floor level and a minimum clear distance of 25 mm to the finished wall face from adjacent
pipework services.
J. All pipework shall be installed such that it can be dismantled and is accessible for repair and
replacement. Where valves and equipment are fitted, unions and flanges shall be provided as
appropriate for the size of the pipework in order to allow removal of valves and equipment.
K. Joints shall not be formed within the thickness of walls, floor slabs or roof slabs. Pipework shall
not be chased into floor slabs, roof slabs or walls. During the installation period, open ends of
pipework shall be capped off using purpose-made plugs or blank counter flanges. Pipework
shall be kept free of dirt and other foreign debris at all times.
L. All pipework buried in concrete or in accessible trenching, shall be wrapped in `Denso Tape'. The
tape shall be fixed strictly in accordance with the manufacturer's instructions.
M. All pipework shall be arranged so that bends or changes in direction may readily take up thermal
expansion or contraction. Refer to Section 23 05 16.
N. All pipework shall be plumbed in the vertical and leveled to the turn of a bubble in the horizontal,
except where wall of floor finishes deviate from the vertical or horizontal, in which case pipework
shall be parallel to the surface to present a neat appearance.
O. All high points shall be provided with automatic air vents with weep lines piped to drain.
Automatic air vents shall be connected to full bore "air bottle" connections from service pipe to
ensure good air collection.
P. All low points shall be provided with valve drain connections. Where these occur in areas not
having free access, the Contractor shall pipe the drain position to the nearest drain point, to be
agreed with the Employer’s Representative.
Q. Due allowance shall be made for all necessary reducers, matching flanges, etc. to equipment,
whether detailed or not.
R. Where pipework crosses expansion joints in buildings, flexible couplings or axial compensators
shall be employed in the pipework system to take account of both contraction and expansion of
the pipework and the building structure. Axial compensators shall not be used on suspended
pipework.
S. Piping shall be provided with suitable drain valves and plugs.
T. Any pipe crossing building expansion joint, shall be equipped with pipe expansion joint with
durable lifetime complying with the local civil defense requirements.
U. Install pressure reducing station at the entrance of each floor level where the available is much
greater than the minimum operation pressure.
A. All ferrous surfaces shall be wire brushed and painted with one coat of red oxide paint after
installation.
B. Comply with Section 09 90 00.
A. General:
1. Ensure that all pipework is watertight to the satisfaction of the Employer’s Representative.
Supply all pressure gauges, meters, hoses, pumps and all-temporary supports, equipment
and manpower necessary for carrying out pressure tests.
2. During testing, check the satisfactory operation of each valve and hydrant installed under
the Contract.
B. System Test:
1. All system pipes and valves shall be tested at 30 bar pressure for four (4) hours.
2. Before filling or pressure testing is started, re-check pipes and valves for cleanliness and
re-check the operation of valves. The open ends of the pipes shall normally be stopped off
by blank flanges or capped ends additionally secured where necessary by temporary
struts and wedges.
3. Testing shall be carried out in sections if necessary. If a section should fail the test, the
Contractor shall trace and repair all leaks and defects and retest the section before any
further pipes or section of adjacent pipework are installed.
4. The system shall be filled with potable water and all air expelled. After the system has
been completely filled, the pressure shall be steadily and gradually increased until the test
pressure has been reached. If any loss is recorded, repairs shall be made and the test re-
run.
C. Test Results:
1. Written records of every test clearly identifying the tested section of the pipe together with
time of test and name of testing Employer’s Representative in tabulated format shall be
submitted for review by the Employer’s Representative upon completion of the test.
2. Pressure tests shall be done with a pressure recorder.
3.6 FLUSHING
A. Flushing shall be carried out in accordance with NFPA 13. Flushing water shall be discharged
only to sites or into conduits. Discharges, which cause damage, create nuisance or health
hazard, or interfere with the work of others, shall not be permitted.
