This measure is underpinned partly by the spending power of residents (i.e. the population-based measure) but also by the presence of retail outlets in that location. This means that when looking at small areas (e.g. NUTS3 12
regions) the two measures can be quite different. For example, a city centre might have high location-based retail sales (as there are many shops, with workers and visitors spending money in the area) but relatively low population-based spending as few people live there. Includes both in-store and online spending.
