BARANGAY EXECUTIVE ORDER

No. 001-2023

Subject: Constitution of the Barangay Development Council of Barangay Poblacion North, Piñan,
Zamboanga Del Norte.

Pursuant to Republic Act 1760, otherwise known as the Local Government Code of 1991 and its Implementing
Rules and Regulations, the Barangay Development Council (BDC) of Barangay Poblacion North, Piñan,
Zamboanga Del Norte, is hereby constituted as follows:

Section 1. Composition of BDC- The BDC shall be composed of the following:

1. Honorable Ignacio L. Galan Punong Barangay - Chairperson

2. Honorable Roland M. Icao Sangguniang Baragay Member - Member

3. Honorable Karl Joshua C. Orosco Sangguniang Baragay Member - Member

4. Honorable Salome C. Alingal Sangguniang Baragay Member - Member

5. Honorable Wenefredo V. Florin Jr. Sangguniang Baragay Member - Member

6. Honorable Samuel Q. Alolo Sangguniang Baragay Member - Member

7. Honorable Alex P. Go Sangguniang Baragay Member - Member

8. Honorable Joseph Marlon E. Peras Sangguniang Baragay Member - Member

9. Honorable Perlito D. Nonong IPMR - Member

Section 2. Functions of BDC – The BDC shall have the following functions:

1. Mobilize people’s participation in local development efforts;

2. Prepare Barangay Development Plans based on local requirements;
3. Monitor and evaluate the implementation of national or local programs and projects; and
4. Perform such other functions as may be provided by law or competent authority.
a. Engage the BBIs and sectoral planning group in the process of formulation and implementation
of BDP;
b. Coordinate with city/municipal development councils in the process of formulation and
implementation of the DBP.
c. Ensure that the DBP is presented and discussed during barangay assembly days or special
assemblies for the purpose; and
d. Formulate and implemented a monitoring and evaluation system participated by barangay
members and other stakeholders.
Section 3. BDC Executive Committee – the BDC Executive Committee shall likewise be constituted with the
following composition:

1. Hon. Ignacio L. Galan – Punong Barangay, Institutional Development Leader

2. Hon. Roland M. Icao - Economic Development Leader
3. Hon. Alex P. Go – Environmental Development Leader
4. Hon. Wenefredo V. Florin Jr. – Infrastructure Development Leader
5. Hon. Joseph Marlon E. Peras – Social Development Leader

Section 4. Functions of the BDC Executive Committee – The BDC Execom shall have the following
functions:

1. Ensure that the decision of the council is faithfully carried out and implemented;
2. Act on matters requiring immediate attention or action by the council;
3. Formulate policies, plans and programs based on the general principles laid down by the council;
and
4. Act on other matters that may be authorized by the council.

Section 5. BDC Secretariat – The BDC secretariat shall be created, composed by the following:

1. France Nicole Eguia Icao – Barangay Secretary, Chairperson

2. Maximiana P. Casquejo – Member
3. Mrs. Glenda Flor T. Zamoras – Member
4. Lilibeth E. Baquerfo – Member

Section 6. Functions of the BDC Secretariat – The BDC Secretariat shall have the following functions;

1. Provide technical support to the BDC;

2. Document the Council’s proceedings;
3. Prepare the Council’s reports; and
4. Provide other assistance as may be required in the discharge of its functions.

Section 7. BDC Sectoral/Functional Committee – the BDC S/FC shall be composed of the following;

Section 8. Functions of the BDC Sectoral/Functional Committee – The BDC S/FC shall have the following
functions:

1. Provide the BDC with data and information essential to the formulation of plans, programs and
activities;
2. Define sectoral or functional objectives, set targets and identify programs, projects and activities for
the particular sector or function;
3. Collate and analyze information and statistics and conduct related studies;
4. Conduct public hearings on vital issues affecting the sector or function;
5. Coordinate planning, programming and implementation of programs, project and activities within
eact sector;
6. Monitor and evaluate programs and projects; and
7. Perform such other functions as may be assigned by the BDC.

Section 9. Effectively – This Order shall take effect immediately.
