MINUTES OF THE 771st MEETING OF TUGUEGARAO COMITIUM HELD AT THE PASTORAL CENTER
ON JUNE 18 , 2023 AT 9 O CLOCK IN THE MORNING.

Opening Prayer and Rosary was led by Sis. Isabel followed by the Spiritual Reading entitled ,”The
Meeting and the Members “, taken from EHB p. 116 – 117 , # 1 - 10.

The minutes of the 770th meeting was read and moved for its approval by Sis. Salvacion corpus
and seconded by Sis. Corazon Sto. Tomas .

The attendance was called by Annie , which showed the following :

Comitium ------------------------------------ 75 %
Curia represented ------------------------ 50%
Praesidium represented ----------------- 60%

*Curia with 100% attendance: Our Lady of Charity ( San Gabriel )

ELECTION OF VICE PRESIDENT

Sis. President announced to the body the election of Vice President vacated by the late
Sis. Mila Carlos. To remind the members on the election is to be done , she read the
Government of Legion , Application to all Govrenment Bodies # 10 – 15 , EHB p. 153 . She
appointed 2 scrutineers : Sis. Prudenciana Nadal and Sis. Celymar Unciano . Before the table was
open for nomination , Sis. Pruden counted council members qualified to vote . There were 35
members present but 4 were not qualified . They came to represent absent praesidium
officers .The qualified members were 31 .

The table was opened for nomination .

Sis. Mercy Iquin nominated Sis . Soledad Anzia and was seconded by Sis. Betty Flores . Sis
Josefa Lauigan nominated Sis . Evangeline Rosales and was seconded by Sis. Reyna Mendoza .
Other nominations were Sis . Betty Flores nominated Ssi . Annie Paddayuman , but she objected
the nomination , likewise Sis. Elizabeth Palmea was nominated by Sis . Elisa Corpuz but she also
objected .

Sis. Corazon Sto. Tomas moved to close the nomination and seconded by Sis . Josefa
Lauigan . The scrutineers then distributed the ballots for the secret balloting with the instruction
that they only write the name of the candidate and should not write their name on the ballot .
After writing their votes , they fold the ballot and submit it to the scrutineers .

The scrutineers counted the votes for each candidate where all the 31 ballots were
submitted . The result of the election showed Sis . Soledad Anzia garnered 18 votes while Sis.
Evangeline Rosales 13 votes . So Sis. Soledad was declared as the Vice President….Sis Soledad
thanked the body for their trust and confidence votes given her .

Then , she took her place in the officers table as Vice President .

CORRESPONDENCE
Sis. Grace read the correspondence of the June 2023 meeting .

Announcements
Our fellow legionaries from PNG will be coming on June 23 and 25.
The consultative meeting will start on June 26 – 29 , 2023.

Our 21st Biennial Conference of the National Officers of the LOM conducted.
Reminders
We request all comitia to submit their minutes on time . Reason for this is for us to
address any concerns that councils may have .

The Senatus expects that audit of councils had already been done . However , we are
extending the submission of audit reports on or before our August Senatus meeting .

General Instructions

During probation period , a legionary can only hold an acting or temporary officership in
senior praesidium . If that officership has not been withdrawn during the probation period , it
then becomes full officership , and the time already served count as part of the three year’s
term.

*An excerpt of Msgr. Celso Ditan’s Allocutio during the June 4 , 2023 Senatus meeting , entitled :
“The Meeting is the Mainstay of Membership “.

The meeting is the mainstay of membership with the guidance of the Holy Spirit . Example
is that , we should not judge the success or failure of a legion apostolic work by its external
outcome . We should be reminded that , we are not the ones that make our apostolic work
successful but by the grace of God . In connection with our topic , we may say that God is One ,
but not alone . The reciprocal existence of each other of Three Divine Persons of the Blessed
Trinity – without beginning and without end . We may conclude then , that when rules in the
meeting are conformed with , out of respect and charity , then we reflect the love and unity of
the Blessed Trinity , then members will grow both in quantity as well as in quality .

REPORTS

Our Lady of Visitacion --- composed of 15 active members . Their apostolates are home
visitation especially for the sick , help prepare for sacraments like baptism , confirmation , first holy
communion , marriage validation , campaign for Mass and Bible Service for the dead .

CATINA LEGIONIS
Everybody stood up for the Catina Legionis led by Sis. Isabel .

ALLOCUTIO
The allocutio was given by Sis. President taken from our Spiritual Reading: The meeting and
the Member -- EHB p.116 - 117. Respect is an element manifesting itself in obedience , loyalty ,
esteem of member for meeting . The praesidium must respect the rules and to be a model of
steadiness .
The room should be well lighted and of comfortable temperature . Chairs should be
provided for proper sitting accommodation . Praesidia must meet at suitable times . The meeting
shall not last longer than 1 and half hour from the appointed time for opening .

Legionaries arrived late for Opening Prayers shall kneel down and recite the prayers
privately. And members leave before Concluding Prayer should ask first the permission of the
president. The legion rely for the development of its members on the Spirit of discipline . In its
characteristic , spirit of discipline , the legion possesses a treasure . If external discipline alone ,
they will collapse in the moments of crisis . But when inner and external discipline combined is
not quickly broken .

POINTS TO BE STRESSED

Comitium -- “ There must be a union between meeting and members , and this union is not
affected by a mere mechanical attendance on the part of the latter . An element must enter in ,
to make that attendance an efficacious link between meeting and member , and this element is
respect . On this respect manifesting itself in obedience , loyalty , esteeming of member for
meeting , everything in the legion system depends .

QUERIES AND SUGGESTIONS

What is a substantial report ?

A substantial report :
1. Must be assigned by the praesidium .
2. Must be in pairs .
3. Should be done in union with Mary .
4. Must be two hours work , and keep confidential whatever is discussed therein .
Sis. Mercy asked if our apostolate must include the program of the parish ?
Yes..remember that our apostolate must be based on activities , programs , and projects
of the parish .
Can we insert to mention our beloved souls at the end of the Concluding Prayer?

You can …in your private prayer . Not when you pray together in the praesidium meeting .

CONCLUDING PRAYER

Everybody knelt down for the Concluding Prayer and the Prayer to Frank Duff led by Sis.
Isabel .
