it’s Control. After getting knowledge of hazards and it’s Control. I visited Saya Textile Private limited
manufacturing plant in Karachi. I met with HSE manager and visited different sections of plant. He
explained me the potential hazards of different sections and it’s Control measure. I note down the
existing control that implemented in workplace. I noticed the behaviour of the workers who seems to be
unsafe and looking emotionally down to work inside the workplace. I interviewed with other workers
and asked them the problem they face during working. I note down all the observation and problems. I
also visited the HSE department where I checked the near miss records, absentees record, lost time

Specific legal arguments: 100 to 150 words
Likelihood AND severity: 75 to 150 words
How effective the action is likely to be in controlling the risk: 100 to 150 words

Moral, general legal and financial arguments for ALL actions

Moral, general legal and financial Moral Arguments:
arguments
Saya Textile Private limited has a responsibility to look out for its employees. The corporation has a moral
and ethical Responsibility to offer a safe working environment so that its employees can safeguard
themselves from potentially hazardous activities in workplace. Accidents in workplace can have an effect on
employees, their families and co-workers. Employees are a company’s most valuable asset. Accidents at
work have a significant influence on the physical and mental health of the victim, their family, and co-
workers. Families lose confidence, their physical and mental health is disturbed. Colleagues who witnessed
the accident were unable to focus on their work and were afraid to enter the workplace.
Legal Arguments:
It is the duty of Saya Textile Limited to abide by local, state, and federal rules and regulations to
improve the working conditions for its employees. If a company disregards these requirements, it
could face an improvement notice, imprisonment, and legal action. The company might also have to
suspend working at plant locations. The affected party may potentially file civil lawsuits against the
company. The company must abide by the ILO C155 guidelines and recommendations to
safeguard the worker’s safety and health in order to prevent stopping dangerous work activities,
civil lawsuits, and damage to its reputation.
Financial Arguments:
Accident has a negative effect on finance of the company. Company losses money in terms of direct,
indirect, and enforcement losses
Following are the financial losses of the company
 First-aid losses, medical expenses, compensating for injured workers, paying for sick leave, and

employing new workers to replace them are all considered direct loss.
 Indirect loss include those caused by challenges in obtaining new orders, delays in meeting
production goals, worker disengagement and lack of focus, Loss of employee morale and harm to
the company's brand.
 Attorney fees, court costs, and civil and criminal claims are part of enforcement loss

Justification for action 1

Hazard Category- Hazardous Substances
Action (Taken from column 4 of risk
assessment) Installation of local exhaust ventilation system to protect the workers expose to chemical vapours

Some ILO conventions put pressure on Employer to install technical devices to reduce hazards in workplace.
Specific legal arguments
Likewise: R156 – Working Environment (Air Pollution, Noise and Vibration) Recommendation, 1977 (No. 156) says
that;
“11. The employer should ensure the regular inspection and maintenance of machines and installations, with
respect to the emission of harmful substances, dust, noise and vibration.
▪ 12. The competent authority should, when necessary for the protection of the workers’ health, establish a
procedure for the approval of personal protective equipment”.

R164-Occupational Safety and Health Recommendation, (1984) says that;
“To provide and maintain workplaces, machinery and equipment, and use work methods, which are as safe and
without risk to health as is reasonably practicable”. https://www.ilo.org/dyn/normlex/en/f?
p=NORMLEXPUB:12100:0::NO:12100:P12100_INSTRUMENT_ID:312502:N
This ILO recommendation provides guidance to install and maintain devices so that to reduce emission of harmful
substances.
Likelihood is high in this case because workers are direct expose to chemical vapours that use in testing of fabric

12 Workers might get harmed who take participation in chemical testing of fabric clothes

Workers are directly expose to hazardous chemicals almost 25 hours per week

Workers who performing chemicals testing and other people who expose to chemical vapours are under risk of
getting this hazard

Justification for action 2

Hazard Category: Work Equipment
Action (Taken from column 4 of risk
assessment) Guards on needle of machine must be installed to reduce potential hazards to workers

Article 17 named “Plant, Machinery, Equipment and Hand Tool” of International Labour
Specific legal arguments
Organization Convention C167 says that installed machinery should be free of hazard and
maintained on time by competent person of facility.
It says further “Plant, machinery and equipment, including hand tools, both manual and power driven, shall
be of good design and construction, taking into account as far as possible ergonomic principles, be
maintained in good working order, be used only for work for which they have been designed unless a use
outside the initial design purposes has been assessed by a competent person who has concluded that such
use is safe, be operated by workers who have received appropriate training”.
Likelihood is high as workers were stitching continuously on machine having needle inside it. Chances of
Consideration of likelihood AND severity
broken of needle is high while worker were working without any supervision
 types of injury or ill health

Severity is high in this case because needle had sharp end which can be penetrate inside the body. Injuries
 number of workers at risk
may be categorised as
 how often the activity is carried
out Minor: Injuries can be cured by first aid treatment.
 how widespread the risk is Major: Severe injuries for which hospital treatment will be required.

80 workers were working in stitching section and exposed to this hazard

This task perform all the time during working hours

Operators who working on machine are under the risk of getting this hazard
How effective the action is likely to be in Guards on needle is an effective action that eliminate the connection between operator and needle and
controlling the risk. This should include: protect the operator for getting injuries
 the intended impact of the action;
 justification for the timescale that To complete this action, 10 days will be enough. First finance officer get funds from management. After
you indicated in your risk purchasing the guards, maintenance team will install the guards on needle
assessment; and
 whether you think the action will It will completely control the hazards while proper maintenance of the guards should be done to use it for
fully control the risk longer time and protect the operators

Justification for action 3

Hazard Category-Electricity
Action (Taken from column 4 of risk
assessment) To protect the workers, wire having damage insulation must be replaced with double insulated wire

As it is clearly stated in the international labour organization, ILO convention, C167, 1988.
Specific legal arguments
In the Article Number, 26 the Clause Number 2.
“Before construction is commenced and during the progress thereof adequate steps shall be taken to
ascertain the presence of and to guard against danger to workers from any live electrical cable or apparatus
which is under, over or on the site.”

The Pakistan health and safety act 2018, says that, in number 1 convention it is
stated that.
“ protection of the workers must be done against the dangerous circumstances where the risk is present.

Learner number: Learner name: Page 15 of 17

The health and the safety must be provided against the harmful substances in the plant or the factory”

Likelihood is very high. Workers were working on machine having prominent chances of getting
Consideration of likelihood AND severity
electrocution because damage insulation of wire
 types of injury or ill health
 number of workers at risk Severity is high as machine were made up of steel and wire was damage at several places and touching with
 how often the activity is carried machine. High voltage current passing through the wire for running of machine.
out Major: injuries like skin burn will occur and there will be hospital treatment required.
 how widespread the risk is Fatal: death of the worker may occur due to high voltage current

12 workers were expose to this hazard because of using of machine with poor insulated wire

It’s daily routine work and workers were operating the machine continuously for all the time in their duty

Machine operator and workers who working near the machine might get harmed
How effective the action is likely to be in It’s highly effective and beneficial action for workers and management to control the hazards as high voltage
controlling the risk. This should include: current may cause the death of workers
 the intended impact of the action;
 justification for the timescale that 15 days Is enough for this Acton. First, financial officer will get approval from CEO of the company. Second,
you indicated in your risk finance officer will collect funds. Third, wires will be purchased from market and electrical supervisor will
assessment; and replace the wire
 whether you think the action will
fully control the risk I think it will control the hazards while proper inspection of the wire need to be done after certain period of
time to protect the workers for longer time
