Outcomes-based Syllabus in Police Personnel and Records Management

INSTITUTIONAL VISION: DJEMFCST shall be a service-oriented and self-reliant center of learning, committed to transform
individual to become competent professionals.
INSTITUTIONAL MISSION: DJEMFCST will provide knowledge, values, and skills for individuals to become competent and
responsible citizens in the country.
PROGRAM VISION: The Criminology Department will be recognized for the quality of its graduates successful in their
career endeavors and ready to meet the challenges the criminal justice field provides.
PROGRAM MISSION: The Department shall provide the students a stimulating and facilitating environment that will
develop into becoming liberally educated, intellectually mature, ethically aware and culturally
sensitive people and responsive to the needs, aspiration and realization of a just , free social order.
PROGRAM INTENDED LEARNING OUTCOMES:
The graduates have the ability to:
a) engage in lifelong learning and understand the need to keep abreast with the development in the field of practice;
b) communicate effectively using both English and Filipino, orally and writing;
c) work effectively and independently in multi-disciplinary and multi cultural teams;
d) practice professional, social and ethical attitudes, values and responsibilities;
e) preserve and promote “ Filipino historical and cultural heritage” and uphold constitutional and statutory guarantees;
f) make an observe the uniformity of making reports and knows where to keep records and confidential reports for the
purpose of confidentiality that could give threat to our national security;
g) Know the organizational structure in the law enforcement agency and its function for an effective carry-out of objective
and goal in an organization
Criminology Education Program are intended to:
h) apply knowledge essential to the conduct of criminological research on crime, crime causation, victims and offenders to
include deviant
behavior;
i) apply knowledge , skills essential to the practice of crime detection and investigation and fields of criminalistics;
j) apply knowledge , skills in criminal law, evidence and procedure;
k) apply knowledge, skills in law enforcement administration;
l) apply knowledge , skills in handling offenders welfare and development for their re-integration to the community.
m) adhering always to the constitutional rights of every individual in upholding the law.
Criminology Education is intended to:
1. participate in various types of employment, development activities, and public discourses particularly in response to
the needs of the
communities ones serves;
2. have a competencies to support “ national, regional and local development plans” (RA 7722)

COURSE NAME: Police Personnel and Records Management

COURSE UNIT: 3 units

Pre requisite/co-requisite : LEA 101


COURSE DESCRIPTION:

Personnel Management deals with human resource management covering human resource planning, recruitment,
selection, induction and orientation, training and development, performance evaluation appointment and separations;
while records management deals with records creation, maintenance use, control and organization of files, filing system,
storage of records and disposal, correspondence and security of documents. Above matters shall be treated in so far as it
applies to the Public Safety Bureaus, namely: The Philippine National Police (PNP), the Bureau of Jail Management and
Penology (BJMP), the Bureau of Fire Protection Program (BFP) and allied agencies in the Philippine Criminal Justice
System.

COURSE INTENDED LEARNING OUTCOMES:

At the end of the semester the students are expected to:

 Understand the concept of Personnel administration and Personnel Management;

 Appreciate the various issues and practices in Police Personnel Management;


 State the police administrative principles and functions of management;
 Recognized the system of personnel management adopted in the Philippine National Police Organization
 State the legal basis of personnel and records management in the PNP; and
 Explain the classification, filing system of police records and the administrative reporting procedures in the PNP.

Course Assessment:

1. There will be no make- up quizzes, assignments, class participation for the students on whatever given reason.

2. Speaking English and Tagalog are strictly observe in school premises.

3. Grave misconduct and/or cheating during examination will be failed.

4. Unexcused absences of more than 20% of required number of meeting per term will be failed

5. A failing academic standing and failure to take graded exams will be failed.
