SOLID WASTE MANAGEMENT PROGRAM


I. RATIONALE

Maligaya National High School prepares its students with competence, skills and a keen
sense of responsibility to our environment and community. This institute aims to provide
opportunities where these values can be encouraged and put into practice.

Moreover, MNHS as an academic organization, responds to the worldwide call to save


and protect our natural environment and supports the advocacy of the national government
in Solid Waste Management.

This program aims to develop a community of responsible and dedicated stewards of the
ecosystem. It will intensify its campaign with concrete actions towards a clean, orderly
and safe campus.

A technical working group is formed guided by the mandatory requirements of RA 9003


providing for an ecological SWMP. Creating the necessary institutional mechanisms and
incentives also known as the Philippine Ecological Waste Management Act of 2000 and to
support other laws such as RA 9512, an Act to promote environmental awareness through
environmental education and for other purposes, and the RA 9729 an Act mainstreaming
Climate Change into government policy formulations establishing the framework strategy
and program on mitigating Climate Change.

II. GENERAL OBJECTIVES

The Maligaya National High School Solid Waste Management Program aims to instill in
the students, faculty, administrative and support staff the love, mindfulness and protection
for our nature.

This program aims to:


A. Ensure the health safety of each individual inside the campus.
B. Educate the students and staff the importance of zero waste concept and waste
segration,
C. Practice the proper waste segregation to improve the cleanliness and orderliness of
the school.
D. Provide accessible waste bins and areas to enable the students, staffs and
stakeholders to responsibly and efficiently manage their waste.
E. Integrate the importance of the SWMP and environment friendly practices in the
curriculum and co-curricular activities through working with the subject teachers
and club moderators.

III. DEFINITION of TERMS

WASTE GENERATION – refers to the act or process of producing wastes.


School wastes on this time of pandemic are generally as follows:
 Paper from students work and clerical work of the school staff.
 Paper cups, plastic cups, paper meal boxes, plastic bottles, carton boxes, glass
bottles and eco bags from ordered meal.
 Hazardous waste from tissues, mask and face shields.
 Garden
WASTE SEGREGATION – Segregation of wastes in school is classified to:
 Paper waste
 Plastic bottles
 Glass bottles
 Plastic waste for CEMEX
 Hazardous waste – paint can, paint brush, busted light bulbs/ lamps, bottles of
disinfecting substances
 Toxic waste – tissue, face mask, face shields

IV. POLICY STATEMENT

Maligaya Integrated National High School is committed to a clean, green and healthy
learning environment. Our school supports, adopts and shall responsibly comply with
the Ecological Solid Waste Management Act of 2000 (RA 9003) as a policy.

Hence, we will also apply the fines and penalties for prohibited acts.

PROHIBITED ACTS
A. Littering, throwing, and dumping of waste matters inside and outside of the
campus;
B. Unsegregated waste;
C. Open burning of solid waste;
D. Dumping of unsegregated waste on an open dump fill or landfill
E. Unauthorized removal of recyclable materials intended for collection by authorized
persons;
I. Improper disposal and / or burning of potentially infectious waste.

FINES AND PENALTIES


First Offense – P 300 or Community Service of 1-15 days or both
Second Offense – P 500 or Community Service of 1-15 days or both
Third Offense – P 1000 or Community Service of 1-15 days or both

Any collected fines will be allocated for future projects of the SWM Program of
Maligaya Integrated NHS.
