1. PURPOSE
This Method statement is created to define sequence and procedure of the Piling Work for the Uzbekistan
Surkhandarya CCGT Power Project, which include but not limit to Steel cage production and installation, surveying
and positioning, drilling, concrete pouring. All works shall be implemented in accordance with applicable
standards, Code, Practice, and engineering regulations.
2. SCOPE
The scope of Works of the present method statement includes all the activities related to the Piling works, which
will be:

5. RESPONSIBILITIES
− The Management of the Contractor and Subcontractor will ensure that the workers, over whom they have direct
control, comply with this guideline and that Subcontractors are managed accordingly.
− All Site/Project Supervisory Personnel (the Contractor and Subcontractors) shall monitor compliance and report
any breach of any guideline to the appropriate manager.

8.1. WORK PREPARATION
− The approved method statement/risk assessment shall be available in the place for review/consultation at all
times.

− A Toolbox talk must be given by the work supervisor before start. A register of the TBT must be kept in the place,
together with the PTW and the Method Statement/Risk Assessment.
− The temporary storage must be open and clean to allow for the transport and the handler to come in and exit
easily, and to avoid maneuvering in excess.
− Before starting, prepare all equipment and tools (including necessary personal protective equipment), and check
and approve all personnel, equipment, and tools.
− the Contractor & Subcontractor shall ensure that all gate passes, permits, tools, materials for safety precautions,
manpower and equipment are available before commencement of work.
− Site Team shall make sure that access roads are always clear from any obstruction and site is always accessible.
8.2. SURVEY AND SETTING OUT
− Before survey work started, Benchmarks include axis control point, elevation reference point should be approved
first, and shall be protected with fences and other measures. Surveyors will start the work based on approved
benchmarks network.
− The instruments used for pile position measurement and elevation measurement are GPS, level gauge and tower
ruler. The instruments used have certificate of qualification within the period of validity.
− The pile location control points are measured by GPS instrument. Before measuring and placing pile position, all
control points and pile position coordinates should be calculated according to the construction drawing and the
factory coordinate system. After being checked without error, <List of Construction Pile Position Coordinate> should
be filled in for use when measuring and placing pile position.
− The pile position shall be marked by φ8 rebars, and the depth of rebars shall be no less than 30cm.
− The position of the pile is checked by the surveyor and then re-checked by the quality inspector and Owner.
8.3. RIGS IN PLACE
− The steel plate under the driller will be laid to ensure the stability of the drill during the construction process. The
drill is self-propelled, which can be driven directly into the drilling position and directly align the center of the drill bit
with the center of the drilling position. After the verticality of the rack is accurately adjusted, the drill bit is
accurately positioned.
− At the same time, the discharging truck will be driven into the position, and the soil discharging will be carried out
to effectively coordinate and improve the drilling speed.
8.4. Install steel protection case
− The steel protection case installation will use the rig casing driver.
− The protection case is made of 12mm thick steel pipe, and the outer diameter is 10cm larger than the drilling
diameter.
− The length of the protection case is 4~6m.
8.5. Drilling
− When drilling the hard soil layer, it is necessary to accurately ensure the vertical of the drill pipe, increase the
pressure of the drill pipe on the soil layer, drill slowly, adopt high speed, small follow-up amount, and drill with
uniform pressure.
− The drilling dregs dug out by the rotary drilling rig are transported to the designated abandoned soil field by trucks
for centralized processing.
8.6. Drilling to the design requirements
− Drilling to the bottom elevation of the design pile, and to ensure that the depth of borehole meet the design

requirements.After the inspection of QC engineer, rigs can stop drilling.The original positive idling several laps, and
then stop, enhance the drill pipe, with cutting ballast tube to mow ballast 5 ~ 10 minute.
8.7. Inspection of hole forming quality:
− After the hole cleaning is completed, the hole forming shall be tested. After meeting the requirements, the steel
cage lifting shall be carried out in time.
− The support of shoring borehole will be weaken after complete drilling progress over 7h during test piles experience,
so it must be clarified than no borehole will keep open without concreting for the safety concern of pile itself and
human beings working nearby.The cages, pipes installation and concrete pouring must be shorten as soon as possible
under the premise of ensuring quality.
8.8. REINFORCEMENT CAGES MANUFACTURE, TRANSPORTATION, AND INSTALLATION
Process of reinforcement manufacture and installation must be strictly controlled.The reinforcement cages of this
project will all be processed at workshop in the site (in temporary facility area)and transported to the construction site
by transport truck for installation.
INSPECTION OF REINFORCEMENT
− Rebars must be inspected after entering the site.If the factory certificate is incomplete, or there is no certificate of
the case will not be used.
− When the steel bar enters the site, it shall be straight and without damage, and there shall be no cracks, oil stains,
granules or patches of old rust on the surface.
− On this basis, take samples to do a comprehensive test inspection of the reinforcement in order to strictly control
the quality.The test content includes: tensile test, cold bending test, elongation test. Rebars shall batch sampling, each
batch weight shall obey ITP requirements.
STORAGE OF STEEL REINFORCEMENT
− Rebars which are stored in the field should pay attention for safekeeping.
− Stacked site should choose a higher terrain, under the wooden pad block, so that the reinforcement can be padded
20cm above the ground.The ground shall be laid gravels to prevent rebars touch with soil and mud.
− The nylon sheets should be prepared near the workshop, in case when it comes to rain.
− According to different specifications and grades were stacked and set up the identification card, and avoid with acid,
salt, oil and other items stacked together, so as not to pollution.
STEEL REINFORCEMENT PROCESSING
− The steel bar is machined and formed according to the size and shape of the designed parts. Before construction,
the oil stains, lacquer skin and scale rust on the surface of the steel bar are removed to keep the surface clean.
− The same batch of steel bars of the same size shall be inspected for the first piece of manufacture, and the
manufacture processing can only be continued after passing the inspection.
NSPECTION THE REINFORCEMENT CAGE AFTER COMPLETION
− After reinforcement cages completed, RFI shall be sent and invite EPC quality engineer check the reinforcement cage
and fill in the relevant inspection and acceptance records.
− Cages shall not put into use before pass the inspection.
TEMPORARY STACKING AND TRANSPORTATION OF STEEL CAGE AFTER COMPLETION
− Two sites are prepared in the workshop for reinforcement cages storage. After the site is leveled and compacted,
gravels will spread on the top as a temporary stacking site.
− The height of the steel cages shall not exceed 2m.The number of stacking layers should not exceed 3 layers.

− After the steel cage is made, it is transported to the construction site in batches by transport vehicles, and lifted to
the construction site or stacking site by crane, and stacked neatly by classification.
− All the reinforcement cages shall not directly contact with soil ground.Wooden heel blocks shall be prepared
abundantly.
− Cages shall be marked according to different diameters and size in case any mistake happen during using.
CAGES INSTALLATION
− Cages installation will use crane to lift. When hoisting, the hoisting point will be tied to the reinforcement stirrups at
the top of the steel cage.After checking by inspector and confirming no problem, the cage can be lifted and sent into
the borehole.
− When hoisting, the center of the steel cage should coincide with the center of the hole. The protective layer of the
steel bar shall be made of concrete pad, and the radius of the pad shall be the designed thickness of the protective
layer.
− The number of layout according to the requirements of the specification should be no less than 3 groups of each
reinforcement cage pad, 3 pieces per group, and should be evenly distributed on the same section to ensure the
position of the steel cage in the hole.
− The bottom steel cage is suspended close to the top of the steel protection case, exposing the orifice of about one
meter, and the steel pipes or steel rebars will be used to cross the steel cage stay at the top of the case firmly. And the
second steel cage will then start hoisting. The center line of the upper cage and the bottom cage should be vertical
and coincide.
− Before installing the steel cage, measure the elevation of the steel protection case, calculate the difference between
the design elevation of the pile top and the top of steel protection case. And then process the length of the hanging
bars, which are used to prevent cages drop to the end of borehole and get stuck in the soft soil. The hanging bars and
the main bars are connected by welding, and the hanging bars and the top of steel protection case are connected and
fixed by the U-shaped bayonet.
− The elevation of pile head and anchor rebars length are include in the most important control points. And cages will
be calculated accurately during manufacture and inspection. Whether borehole length is higher or not, rebar cages
will be suspend at the designed elevation by hanging rebars. The bottom between cages and borehole will be fulfilled
with concrete.
8.9. CONCRETE POURING
− Concrete pouring will use pipes method.The pipes will go through from the middle of reinforcement cages, and
reach to the bottom of borehole with accurate calculation of pipes total length before start concrete pouring.Pipes
shall be socket or threaded connected, during concrete pouring, the pipes will be lifted by crane and dismantled
section by section based on current elevation of concrete surface in the borehole.
− There will be a hopper at the top of pipes, which will contain the concrete from mix trucks. Concrete will flow into
the borehole through the pipes.Hopper and pipe can be lifted up and down during concrete pouring to accelerate the
concrete flow speed.
− Concrete transportation will use mix trucks, the mix trucks will be driven near the borehole and send the concrete
into the borehole directly into hopper.
− The concrete amount must be calculated carefully, and elevation of concrete surface shall be measured frequently
during concrete pouring. Filling coefficient is very important, the ratio of the actual pouring volume to the pile design
volume shall not be less than 1.0.

− Water tightness test test should be done in the manufacture factory before the pipes are installed, and it can be
used only if there is no seepage.
− When the pipes are installed, attention should be paid to avoiding hanging with the steel cage. The distance from
the bottom of the pipes to the bottom of the hole is about 0.3~0.5m. After the pipes is settled, concrete perfusion can
be carried out and should start as fast as possible after passing inspection, in order to avoid potential risk on collapse
or other issues.
− Concrete will be transported by mixing truck, each truck volume is 5~10 cubic, and must ensure continuous
pouring.Casting should be done at one go without a pause.Mix trucks will drive near to the borehole and pour
concrete directly from the truck’s discharge hole.
− The first hopper must be carefully treated, the method is to use gravity to wash up possible sediment and mud at
the bottom of borehole.So the first hopper must be full of concrete, and open the export, let the concrete flow
directly to the end of pipes.
− After the pouring concrete of the first mix truck, the depth of the buried pipe should always be kept at 2 ~ 6m, and
the depth of concrete should be checked from time to time during the pouring and the pipe should be removed
accordingly.
− It is very important to control the buried depth of the pipe. If the depth is too deep, the pipe may not be pulled out;
if it is too shallow, the concrete surface may be pulled out and the pile may be broken.
− Therefore, it is necessary to control the buried depth of the conduit, site engineer shall often measure the height of
the concrete and calculate the state of the pipe.
− In order to ensure the quality of pile head, the final pile elevation shall meet the requirements in the approved
drawings .
8.10. KEY CONTROL POINTS FOR PILE WORKS
In order to ensure the high quality and efficient completion of the project, all procedures, especially the key
procedures, should be strictly controlled during the construction. The key control links and measures of the

9. HEALTH, SAFETY&ENVIRONMENT
9.1 SAFETY REQUIREMENT

All personal at site for the work will have successfully completed their specified HSE induction course and Basic
First Aid training course.
Personnel who have not attended and not completed the site induction courses above will not be allowed access
to site.
No personnel will be allowed on site without prior check of the documents (hiring contract, medical fitness report,
insurance etc.) and without safety induction, without proper PPE.
Personnel engaged with this works shall follow safety and health Plan; HSE Manager shall arrange one HSE engineer
to checking and Monitoring safety and health.
A copy of this method statement and the corresponding PTW must be available at the work area.
No work can start without an authorized and approved PTW and JSA, and the copy of this Method Statement
attached to it.
All personnel should be aware of the existing hazards and the controls measures set in the HIRA for this activity,
including hazardous energy management. The supervisor of the activity must conduct a toolbox talk, and the
working team must follow the established precautions as required.
All personnel involved in the activity must be properly trained as required (e.g. special tools and/or heavy
equipment operators must have specific accreditation/ licenses)
All plant and machinery must have all valid documentation (vehicle register, insurance policy, third party inspections,
etc.) as required.
All required PPE must be available, and the work team must know how to use it properly.
The work area must be checked by the work supervisor before the job starts. Housekeeping is a basic element of
any work.
Resources for proper waste management must be in place before the activity starts.
Electricity for construction must be disconnected and connected by a full-time electrician. Lay the electrical wiring
reasonably, and do not tie the cables directly to metal structures such as scaffolds and steel bars; make sure the
three-level electrical protection devices for construction are in good condition, and frequently check the leakage
protector; set the protective grounding and protective zeroing; mark the buried cable; mark the load switch in the
electric box with a sign; the distribution box on the construction site are in reasonable location and height, with
rainproof facilities; do not use cables with damaged outer skins.
The protective covers for mechanical and electric tools are complete and effective; the casing must be effectively
grounded or zeroed.
The power distribution cabinet should be equipped with power isolation switches and short-circuit, overload, and
leakage protectors. There should be a clearly visible breaking point when the electrical isolating switch is
disconnected
When the power distribution cabinet or power distribution line is out of power for maintenance, grounding, and
make the power failure sign: "Don't electrify, under maintenance". Appoint specialists for power supply/outage.
Welfare Facilities
Large sunshades will be provided as temporary rest area on site.
Sufficient drinking water facility will be provided for labors on site.
First aid kit must be available and visible on site.
9.2 PERSONAL PROTECTIVE EQUIPMENT (PPE)

➢ All necessary personnel protective equipment (PPE) will be worn in accordance with safety rules and regulations
of the project. Hardhat, Safety boots, High Visibility Vest, Safety glasses, Gloves, Coveralls, Safety Harness,
Respirators, all equipment will be operated and maintained by qualified personnel.
➢ Proper wearing of safety helmet: white for management, yellow for QC, red for HSE and blue for ordinary workers.
9.3 ENVIRONMENTAL REQUIREMENTS
➢ The management must be committed to sound environmental performance by minimizing the impact of activities,
products or services on the environment.
➢ The goal is to reduce waste, emissions and discharges and use energy efficiently; it should be recognized that each
one of us is responsible for conducting our daily business in a way that allows us to achieve our goal.
➢ Continual improvement and the adoption of industry best practice into all environmental control systems.
➢ The management shall comply with relevant environmental legislation and regulations.
➢ Environmental effects can be to land, water or air. Additionally, nuisance (noise, dust, etc.) at the boundary fence
has an environmental impact on neighbors.
9.4 WASTE MANAGEMENT
All the waste material will be segregated and disposed of from the site.
➢ Oil & Diesel Storage
Diesels and oils shall be restricted within drip trays to prevent contamination of the sand. Bulk storage fuel tanks shall
be burned to contain waste or spillage.
➢ Concrete Cement Waste
The site should allocate area for concrete cement waste disposal storage and to be disposed in accordingly with owner's
mitigation and local regulation of Uzbekistan.
➢ Housekeeping
All vehicles and plant will be kept in a clean condition. The working area will be kept clean and clear of trip hazards. Any
spillages will be reported and cleared immediately. All waste will be deposited into spill kits provided for disposal. All
plant will carry a comprehensive spill kit. For safety, gas cylinders shall be transported and stored in dedicated frames.
➢ Schedule a reasonable labor rest system, rest time duration must be extended during high temperature periods,
try to avoid outdoor work high during high temperature periods, and provide employees with a cool resting place.
➢ There should be enough cold drinking water, cooling products at the site and supplementary nutrition to prevent
heatstroke.
➢ Site manager and security officer pay attention to the warning of extremely hot weather issued by Shirin weather
forecast.
➢ On-site managers and team leaders should not arrange employees to work under high temperature for the safety
of peoples.
Emergency Response for Heat Stroke:
➢ Call immediately the site medical team for immediate response.
➢ Place the patient in a cool place and loosen his tight clothes.
➢ Wipe himself with a wet towel and use a fan to quickly reduce the ambient temperature.
➢ Contact with emergency contact person immediately for first aid, send patient to hospital if necessary.

To reasonable arrangement of construction time, when the need for night construction will take the following measures
to ensure the quality and safety of the construction progress.
➢ To establish a system of night duty, doing a thorough job of safety technology disclosure, to equip with sufficient
production materials, to ensure the smooth construction at night.
➢ The light illumination should be minimum to 100 lux and it should be maintained in all the work area.
➢ During the night construction period, engineers shall strictly implement the review and inspection system, to
ensure that the technical quality indicators are accurate, comply with design and specification.
➢ To strict implement visa system for inspection of concealed works, timely submit RFI to notify the QC engineers to
the site for inspection during the construction of concealed works at night. The next step cannot be carried out
without the permission of QC engineer.
➢ To install enough lighting to ensure good lighting conditions for the construction at night.
➢ Taking adequate protection for night construction, warning signs and red warning lights will be set up near the
work site to remind workers and drivers to pay attention, to arrange full-time security officer on duty on site.
9.7 SAFETY POINTS DURINGWORKING PROCEDURE
➢ All kinds of steel processing machinery and equipment should be managed by special personnel.
➢ Before use should carefully check the circuit connection, fuselage zero (ground), leakage protection device and
other key parts, to ensure that the connection is tight and reliable, sensitive and effective.
➢ In the operation of the cutting machine, it is strictly prohibited to remove the broken tendons and other sundry
near the crossings directly by hand.
➢ Non-operating personnel around the cutting machine shall not stay to prevent the broken head of the steel bar
flying wounding.
➢ The welding machine installation should do a good job of rain protection measures, so as not to be affected by
moisture. Length of the primary wire (power cord) should not exceed 5m, and the secondary wire (welding handle
wire) should not exceed 30m. The primary and secondary terminal posts should be protected.
➢ It is strictly prohibited to lap the metal structure of the building, pipes, rails or other metal objects together to form
a welding loop.
➢ The crane, electric welding machine, concrete truck and other equipment should follow the equipment operation
safety regulations.
➢ Temporary power use on the site shall comply with the requirements of safe power use code.
➢ Safety warning should be set within the rotating radius of the crane.
➢ Construction site shall have construction machinery installation, use, inspection and self-inspection record to
complete the daily maintenance of construction machinery and equipment. Operators must ensure the safe use of
machinery.
➢ Fire shall be strictly prohibited in concrete antiseptic activities, and protective measures shall be taken to prevent
inhalation of toxic and harmful gases.
➢ The transport of the steel cage should use a special steel cage transport, and tied firmly, to ensure that the steel
cage in the process of transportation will not fall hurt or deformation.
➢ The completed piles should be backfilled in time, on the one hand, to ensure the curing environment and on the
other hand, to ensure safety for piles and human beings.No borehole on the ground will be left open after finish
