DILG 02’s initiative for the World Water Day 2018

Lessons Learned

• Specialist VS Generalist- Area of specialization

among Engineers per PMO (Water, LAR/CMGP,
Others) will give focus, but needs rotation of AOR
for multi-tasking and responding to urgency or
prioritization.

• Tracking of LGU commitments and close follow-

up of catch up plans through official
communication.
Lessons Learned

• Communicating results of project visits with

findings and recommendations through official
letters to the concerned LCEs with attached M&E
simplified tool conformed/signed by the LGU and
DILG present during the monitoring, copy
furnished Resident Auditor.

This had increased level of LGU compliance

(more prioritized actions made that improved
project status toward completion.
Lessons Learned

• RO’s decision and move for cancellation had

pushed LGUs to make double time, and pursue
project completion.

• LGUs took the risk in starting procurement prior

issuance of signed policy/guidelines (delayed) and
downloading of funds by the Bureau of Treasury,
though the amount or figure is already confirmed in
the GAA.
 Procurement less Award (for research GPPB provisions)
CHALLENGES OPPORTUNITIES
• COS staff no security of tenure • On-going paper of ASEC Aldana on
the possibility of creating a Division
for PDMU in the Regional Office.
Consequently, permanent positions
for Engineers and other staff will be
created.

• No permanent holders, so as they • USEC Panadero’s proposal and

come and go (nature of pronouncement of PDMU as a
employment) – There is a fast turn- Division
over and transition among the  needing follow-up on the
staff/Engineers, sometimes no status and pushing through a
proper turn-over of task and position paper
knowledge sharing after technical
trainings.
CHALLENGES OPPORTUNITIES
• Delay in the renewal of contracts
due to delayed downloading of
funds that redound to high risk of
travelling/on-site monitoring
without contracts

• Overlapping of LAR projects with • DPWH is with geo-tagged on their

LGU and DPWH, overlapping issues on the same project site of DILG-
were resolved with remedies on the ADM that is not geo-tagged.
re-positioning of project location.  Geo-tagged LAR for DILG
Geo-tagging is not a DILG-ADM LAR ADM/AM project is highly
project requirement. recommended
CHALLENGES OPPORTUNITIES
• The LCE as the alleged Contractor. • On-going BLGS’ action of tracking

the exchanges of notes among the Contractor relationships.

contractors are applied and • Hazard pay is recommended
