project produces. It is an integral
components of project quality.
Value is defined as containing two
components, function and cost:

Value = Function/Cost
 Function: a measure of the
performance capabilities of
the product, service, or
project.
There are two types of function
• PRIMARY FUNCTIONS
• SECONDARY FUNCTIONS
Cost: the resources
required to achieve the
function. This can include
materials, tools, price, time,
or anything that is required
to achieve the functional
specifications.

Value engineering most often
takes place after a design
(functional or detailed) has
taken place, although the best
time to do it is actually before
design. A value analysis is
undertaken whereby
practitioners or subject matter
experts gather together to
perform the vale methodology.
The standard job plan
consists of 6 phases:
 IFORMATION – Gathering
project information and
understanding its primary
goals.
 FUNCTION ANALYSIS –
Identifying the functions of the
product or project.
• CREATIVE – Generating
alternative solutions which
accomplish the intended
functions but value.
• EVALUATION – Reduce
the ideas to a short list that
can be implemented.
DEVELOPMENT – Develop
the alternatives into viable,
actionable plans.
PRESENTATION – Present
the results to management
or other stakeholders.

 Valueengineering analysis is a
systematic process which
organizations use every time they
want to conduct a study of the
product’s function. The method seeks
to know if the function of the
product provides the value that the
organization intends to give to its
consumers.
 The objective of this method is
to improve the value of the end
product. This is a very effective
method in improving the quality
prerequisites and performance
while at the same time
minimizing costs and giving a
solution to the problem.
The four basic phases in the VEA
process
 Information stage – the phase
involves several activities such as
creating the definition of the
problem, gathering of information
that is relevant to the problem,
apportioning necessary resources
and manpower to conduct the
study.
 Speculative stage – this stage aims to
create alternative practices of giving
required purpose with minimal cost.
 Analytic stage – the stage aims to
compare cost of different alternatives and
define the ultimate alternative.
 Proposal stage – the stage presents the
result of the value engineering analysis
study to the client and seeks for their
approval.
