SERVICE CONTINUITY PLAN:

SCHOOL GUIDE
RATIONALE
1) President Rodrigo R. Duterte declared a State of Public Health Emergency on
March 8, 2020 due to the pandemic covid 19 disease. The National Capital Region
was place under Enhanced Community Quarantine effective March 17, 2020;

2) The National Capital Region, being the epicenter of the pandemic in the
Philippines, is currently under Modified Enhanced Community Quarantine. As
there is no treatment or vaccine being introduced yet, the risk of its spread and
infection to every Filipino citizen is still very high.

3) Notwithstanding the public health emergency, DepEd-NCR as a government


office and Regional Office of the Department of Education, has to continue its
functions and respond to the needs of its stakeholders.
RATIONALE
4) The Civil Service Commission issued Memorandum Circular No. 10, s. 2020
prescribing Interim Guidelines for Alternative Work Arrangement in the
Government during the period of the State of National Emergency due to the
Covid 19 pandemic;

5) Under its Quality Policy, DepEd-NCR has to continuously improve its


systems and processes in responding to potential risk; likewise, SDOQC

6) Thus, while taking into consideration the risk being posed by the pandemic
disease, it has to adopt to the new normal in the delivery of its services in
accordance with the guidelines and minimum health standards prescribed by
the government.
QUARANTINE CATEGORY
QUARANTINE CATEGORY
a. Enhanced Community Quarantine (ECQ) – refers to the implementation of temporary measures
imposing stringent limitations on movement and transportation of people, strict regulations of operating
industries, provision of food and essential services, and heightened presence of uniformed personnel to
enforce community quarantine protocols.
b. Modified Enhanced Community Quarantine (MECQ) – a transitioning quarantine stage towards a
General Community Quarantine classification which refers to stringent limiting movement and
transportation of people, strict regulations of operating industries, provision of food and essential services,
and heightened presence of uniformed personnel to enforce community quarantine protocols.
c. General Community Quarantine (GCQ) – refers to the implementation of temporary measures
limiting movement and transportation, regulation of operating industries, and presence of uniformed
personnel to enforce community quarantine protocols.
d. Modified General Community Quarantine (GCQ) – refers to a transition phase between GCQ and
New Normal, when these temporary measures are relaxed; limiting movement and transportation, the
regulation of operating industries, and the presence of uniformed personnel to enforce community
quarantine protocols become less necessary.

• DepEd-NCR adopts the Alternative Work Arrangements


prescribed by the Civil Service Commission per CSC MC
No. 10., s. 2020 for service continuity.

• Employees with disability, senior citizens and pregnant shall be


given priority in the preferred schedule.

ESSENTIAL SERVICES
SCHOOLS MANDATE (RA 9155)

There shall be a school head for all public elementary schools and public high schools or a cluster
thereof. The establishment of integrated schools from existing public elementary and public high
schools shall be encouraged.

The school head, who may be assisted by an assistant school head, shall be both an instructional
leader and administrative manager. The school head shall form a team with the school
teachers/learning facilitators for delivery of quality educational programs, projects and services. A core
of non-teaching staff shall handle the school’s administrative, fiscal and auxiliary services.

Consistent with the national educational policies, plans and standards, the school heads shall have
authority, accountability and responsibility for the following:

(1)   Setting the mission, vision, goals and objectives of the school;
(2)   Creating an environment within the school that is conducive to teaching and learning;
(3)   Implementing the school curriculum and being accountable for higher learning outcomes;
(4)   Developing the school education program and school improvement plan;

(5)   Offering educational programs, projects and services which provide equitable opportunities for all
learners in the community;
(6)   Introducing new and innovative modes of instruction to achieve higher learning outcomes;
(7)   Administering and managing all personnel, physical and fiscal resources of the school;
(8)   Recommending the staffing complement of the school based on its needs;
(9)   Encouraging staff development;
(10) Establishing school and community networks and encouraging the active participation of teachers
organizations, non-academic personnel of public schools, and parents-teachers-community
associations;
(11) Accepting donations, gifts, bequests and grants for the purpose of upgrading teachers’/learning
facilitators’ competencies, improving and expanding school facilities and providing instructional
materials and equipment. Such donations or grants must be reported to the appropriate district
supervisors and division superintendents; and
(12) Performing such other functions as may be assigned by proper authorities.

given priority and support by heads of offices such as the following:
1. Health and emergency frontline services;
2. Basic Education Learning Continuity Plan (BE-LCP);
3. Preparations for school operations upon official opening of classes;
4. Services that support the above mentioned and other general operations
such as but not limited to:
a. Administrative and Security Services f. Legal Services;
b. Financial Services g. Public Assistance Services
c. Human Resource Management Services h. Procurement Services
d. ICT Services i. Staff assistance to Executive Decision Making, and
e. Planning Services j. Other critical services to be identified by the DepEd
top management

- Virtual Meetings/Planning and similar undertakings

- Others as prescribed by laws and IATF
