GUIDELINES FOR
DEPARTMENT OF
EDUCATION
OBJECTIVES
At the end of this module, participants should be able to:
• Discuss the role of DepEd in general and schools in particular in
emergency evacuations as per JMC NO. 1 S. 2013 and RA 10821
• Share some experiences wherein the Camp Coordination
Guidelines for DepEd was put into practice.
• Compare their experiences in emergency evacuation with
coordinators of other regions and divisions.
• Support the school heads in their respective AOR in
implementing the Evacuation Center Management and
Coordination Guidelines when evacuation to schools of affected
population happens.  2
ACTIVITY

• Working in 2 groups, create a portrait of these two scenarios: 


• Scenario 1 for Group1: A disorganized school used as an evacuation center
for more than 5 days after a signal number 3 typhoon
• Scenario 2 for Group 3: A well-managed and well-coordinated school used
as an evacuation center for more than 5 days after a signal number 3
typhoon. 
• Use any props or materials available inside or outside the session
hall.
• Include the important people and other elements in the picture.
• 10 minutes to brainstorm and 3-5 minutes to stage

SOME DEFINITIONS
Evacuees - refers to “persons who have involuntarily moved
from their places of origin as a result of war, armed conflict,
generalized situation of violence. Violation of human rights
and natural disasters to safer ground within the national
territory…
Evacuation Center - any site or center hosting evacuees
which include, but not limited to SCHOOLS, covered courts,
barangay/community halls, camping areas, collective centers,
abandoned houses/buildings, multi-purpose centers and/or
established “tent cities.”

HOW LONG CAN A SCHOOL
BE USED AS AN EVACUATION CENTER?
“Schools shall not be the primary choice and option
for evacuation centers. However, in events that schools
need to be utilized, the LGUs, with the support of the national
government agencies shall establish transitional shelters to
house the evacuees for an extended period of time. Usage of
schools should be up to 3 days for short-term displacement
and up to 15 days for medium to long-term displacement, or
until such a time that the concerned LGU/s are able to
establish the alternative transitional site.”

SYNTHESIS
• Evacuation can happen before or after a strong hazard
• DepEd is an important stakeholder in evacuation
• Evacuation centers maybe outside the school or inside
the school. Either way, continuity of learning of
children should happen
• Schools are not supposed to be used as evacuation
centers, but if it unavoidable, it should only happen for
a short term and ways and means to provide
continuity of learning in schools used as evacuation
centers should be provided
