Definition of Terms
Surrenderor – a drug personality who yields
and surrenders illegal drugs, drug
paraphernalia, controlled chemicals or any
other estate which is illegal drug-related to a
law enforcement agent or a person of
authority.

Definition of Terms
High Value Targets (HVT) – illegal drug
personalities whether local or foreign involved
whose sphere of influence or area of
operation transcend into two or more
provinces, urbanized cities and regions

Low Value Targets (LVT) – illegal drug


personalities involved in the sale and
distribution whose sphere of influence and
area of operation transcend into to two or
more municipalities and component cities

Definition of Terms
Watch List – persons suspected to be involved
based from unverified reports and are
subjected for further monitoring, investigation,
and case build-up

Wanted List – persons subjected for arrest or


have standing warrant of arrest for violation of
RA9165

Priority List – persons involved based from
verified reports and classification of targets
especially established by order of importance

Drug Affected Barangay – existence of drug

other drug personality regardless of number

Definition of Terms
Project TOKHANG: revisited (lower barrel) – is
a practical and realistic means of accelerating
the drive against illegal drugs in affected
barangays.

Project HVT: revalidated (upper barrel)– is a


massive conduct of anti-illegal drugs
operations targeting illegal drugs personalities
and drug syndicates operating in the area.

II. Purpose and Objectives:

III. Situation:
• DDB’s 2015 National Household Survey,
there were around 1.8 million drug users in
the country

• victimizedmostly the underprivileged and


impoverished sector

III. Situation:
• the purpose is to set forth the general
guidelines, procedures and tasks of police
offices/units/stations

• as of February 2016, PDEA reported that


26.91% or 11,321 out of the country's
42,065 barangays were "drug affected"
(mostly in urban areas)

III. Situation:
• on record, NCR has the highest rate of
affectation with 92.96% of the region's
barangays, followed by CALABARZON at
49.28%

• PDEA 2015, methamphetamine


hydrochloride or shabu (90%) tops the most
abused illegal drugs, followed by marijuana
and costly party drugs like cocaine and
ecstasy 17

III. Situation:
• the problem persists and it continues to
breed social ills

• thearchipelagic set-up of the Philippines is


exploited by traffickers to transport illegal
drugs and controlled percursors and
essential chemicals into the country

III. Situation:
Three transnational drug organizations
operating in the Philippines:
a. the Chinese or Filipino-Chinese drug
syndicates dominate the drug market in
the country
b. the African Drug Syndicate (ADS) is
responsible for smuggling drugs through
the airports
c. the Mexican-Sinaloa Drug Cartel is a new
drug group

IV. Mission:
mandate to support PDEA
in order to eradicate the problems of illegal
drugs in all affected barangays across the
country
