Job Safety Analysis ( JSA )
Definition

JSA is a technique that focuses on a job tasks as a way to

identify hazards before they occur. It focuses on the relationship

between the worker, task, tools, and work environment. If the

study points to an uncontrolled potential hazard, then the steps

are identified to eliminate, or reduce the potential hazard to an

acceptable risk level.

Definition

• JSA is mandatory for all works / activities and shall be signed by


Supervisor & above
• JSA form is at the back side of ALL Work Permits

• Safety Committee approval is required for the following:

• Hot tapping
• Work involving use of cage for lifting material / person in the confined
space.
• Freezing
• Other high risk non standard activities

Use JSA form at the back of Work Permits

I. Break down the job into basic steps

A. Breakdown of the job should contain enough steps to describe accurately


the work being done based upon experience and common sense.
B. These steps shall represent the actions required to do the jobs.
C. Steps should be as brief as possible and not too fine or too general.
D. Don’t mention yet how to do the job or step safely, these will be covered
later..
E. List down the steps in sequence as required for performing the job.
F. First column of JSA form shall be used for listing the steps .

II. Identify the hazards

A. Identify the hazards related to fire, safety of working people and


environment related issues.
B. Repeat the observation as often as necessary until all hazards have been
identified.
C. List down the hazards identified in second column of JSA form.
D. The hazards should be numbered to agree with the step number. If a step
has no hazard, write none in the second column of JSA form.

III. Recommend Risk Control Measures to overcome identified hazards (5th column of
JSA form).

A. Review each job step and main contributors to hazards for determining the
ways to eliminate/control the hazards identified.
B. Recommendation shall be job or procedure specific, general statements may
add no value.
C. Eliminate the source or cause of the hazard if possible by using the following
technique:
 Choose a different process/job method.
 Modify an existing process/job method.
 Substitute the hazard, i.e. change with another method or use different
source.
 Isolate the hazard, e.g. barricade the area.
 Engineering controls, e.g. ventilation, limit switches, etc.
 Administration controls, e.g. minimize work exposure to the hazard.

D. Personal Protective Equipment (PPE), only as the last choice.


E. List down the recommendations identified in third column of JSA form

IV. List down the responsible person for each recommendations in the fourth
column of JSA form.

• Ensure JSA recommendations are implemented during site preparation and

performing the work, as applicable.

• If previously done JSA record is available, it shall be reviewed by the team

members and get necessary approval before executing the activity.
