Scope
All vehicle’s movement and entry inside SABIC affiliate Plant areas (in both
classified and non-classified area) require Vehicle movement Certificate, except
for:
 SABIC fire truck/ambulance

 ERT/Security /Operation/Maintenance vehicle
 Operation Forklift
 Routine movement of vehicles with permanent approval plan (Long term)

Scope
Examples of common vehicles, which require Vehicle Entry Certificate are:
 Crane
 Man lift
 Aerial lift
 Chemical tanker
 Iso tank
 Fuel tanker
 Cement mixer
 Vacuum truck
 Truck other than for regular product (polymer) shipping
 Delivery trucks to plant areas etc.
 Excavator

Vehicle Entry Certificate

Steps for Vehicle movement:
1. Once the vehicle is clarified by security to enter SABIC affiliate fence, a
representative (escort) from the concerned department should go to the gate at
entrance gate.
2. Department representative shall fill in Section 1 and mark up the route map in
back side of certification from gate to required staging area.
3. Department representative shall explain to the Driver the instruction mentioned
in section2 before escort him.
4. Driver, Department representative, and security man shall sign section 2 of
Certificate.
5. Department representative shall escort the vehicle to the required staging area.

6. Department representative & Driver shall report to area supervisor with Vehicle
movement certificate .
7. The authorized operator shall fill section 3 of vehicle movement certificate and
perform all necessary checks including gas testing.
8. Area supervisor shall sign section 4 to give permission for the vehicle to enter
the area.
9. Assigned operator should perform the following
a) Escort the vehicle to the plant area
b) Stay at work area until work completed
c) After job completed, escort the vehicle to staging area
d) Close all road barricades

10. Area Operator shall close the certificate with operation supervisor by signing
section 5.
11. Department representative shall escort the vehicle to the gate according to the
road map.
12. Security man shall sign section 5 (Close–out) after vehicle exit the fence.
13. All vehicle entry certificates shall be recorded with area owner department.
Note:
 If the vehicle is from SABIC affiliate or already inside the fence, it is not required to fill
section 2 and section 5 (number 3 and 4)
 To ensure that owner will receive the closed vehicle entry certificate after the vehicle leaves
the gate, associated work permit shall not be closed.

Section – 1 ( Responsible: Escort)
Department representative (escorter) shall fill in Section 1 and mark up the route
map from the fence to required staging area.

Section – 2 ( Responsible: Escort)
• Department representative (escorter) shall explain to the Driver the instruction
mentioned in section2.
• Driver, Department representative, and security man shall sign section 2 of
Certificate.

Section – 3 ( Responsible: Issuer)

The authorized operator shall fill section 3 of vehicle movement
certificate and perform all necessary checks including gas testing.

Section – 4 ( Responsible: Issuer)

Area supervisor shall sign section 4 to give permission for the vehicle to enter the
area.

Section – 5 ( Responsible: Issuer & Escort)
Area Operator shall close the certificate with operation supervisor by signing
section 5.
Department representative shall Escort the vehicle to the gate according to the road
map.
Security man shall sign section 5 (Close–out) after vehicle exit the fence.
