Learning Objectives
1. Justify the creation of international
organizations in place of a world
government.
2. Analyze the consequences brought by
globalization in the interplay of
government and politics in the global
setting.
What is World Governance?
• World government or global government,
sometimes called one-worldism or
cosmocracy, is the concept of a
single political authority for all
humanity.
• It generally entails some form of government
through a single state or polity with
jurisdiction over the entire world.
Is there such a thing?

•Internationalization?
•United Nations?
•Globalization?
Global Governance VS World Government
• While global
governance aims to
containing the pressures generated
by anarchy, world government
would banish anarchy
altogether by establishing and
enforcing an international rule
of law, sometimes seen as world law.

Global Government
•There is no global government!
• But there is global governance!

• Global governance typically involves a

range of actors including states, as well as
regional and international organizations.
Global Governance
• The goal of global governance, roughly defined,
is to provide global public goods,
particularly peace and security,
justice and mediation systems for
conflict, functioning markets and
unified standards for trade and
industry.
• The leading institution in charge of global
governance today is the United Nations.
Global Governance
• Therefore, global governance is thought to be an
international process of consensus-
forming which generates guidelines
and agreements that affect national
governments and international
corporations.
• Examples of such consensus would include WHO
policies on health issues.
Challenges in Global Governance
• Ethnic conflicts
• Infectious diseases
• Terrorism
• Climate change
• Energy security
• Food and water scarcity
• International migration flow
• New technologies
"In our world, everything is
interconnected. Development without
peace is impossible. Peace without
justice is untenable. And justice without
development is of no use to anyone.“
- His Majesty King Willem-Alexander
