the Bicol Region and the Country
as a whole
The Bicol RDP 2023-2028 is the second medium-term plan anchored on the Ambisyon Natin 2040. By
the end of 2028, the Bicol RDP targets to lower the unemployment rate to 5.0.
Despite the employment rate rising to 95.7
percent as of May, the President said the
government “must do more” by generating
jobs for the remaining 4.3 percent of the
workforce, as well as for the 11.7 percent
underemployed Filipinos.
