Choose values of m i.e. the no.of phases such that Ns and Nr are integers. Note: For a single stack variable reluctance stepper motor, the no of phases (m) should be always greater than or equal to 3. It cannot be a value less than 3. However, for permanent magnet and hybrid stepper motors any value of m giving integer values of Ns and Nr is possible. Choose feasible values of m, Ns and Nr and that would be the answer.
