Motif bayang-bayang manusia di atas jalan raya sambil menggunakan telefon bimbit
mencerminkan sikap pengguna jalan raya pada masa kini yang sering melakukan kesalahan
semasa di jalan raya. Motif bayang-bayang ini berdiri di samping kesan tayar di atas jalan
raya serta serpihan kenderaan akibat kemalangan jalan raya melambangkan kesan kecuaian
pengguna jalan raya. Secara keseluruhannya, gambar kulit depan laporan tahunan ini
melambangkan tiga unsur penyelidikan yang diberi perhatian oleh MIROS iaitu
pemandu/pengguna jalan raya, kenderaan dan persekitaran jalan raya. Ketiga-tiga unsur
penyelidikan ini disasarkan untuk memupuk pemandu bertaraf lima bintang serta mencapai
kenderaan dan persekitaran jalan raya yang turut bertaraf lima bintang.
The motif of a shadow of a person using a mobile-phone on the tarmac mirrors the attitude
of some Malaysian road users who are careless behind the wheel. The shadow is positioned
right next to the debris and skid marks from a road accident which in turn signify the grim
aftermath of such carelessness. In general, the front cover of the annual report symbolises
the three core research elements that MIROS is involved in; drivers/road users, vehicles and
road environment. It is hoped through research and intervention efforts, we will be able to
produce 5-star drivers in 5-star vehicles on 5-star roads.

Tentang MIROS
Institut Penyelidikan Keselamatan Jalan Raya Malaysia (MIROS) ditubuhkan pada tahun
2007, dan berfungsi sebagai sebuah pusat sehenti bagi penghasilan dan penyebaran
maklumat mengenai keselamatan jalan raya melalui media cetak dan program latihan
bersepadu. MIROS menjalankan kajian-kajian strategik, serta menilai prosedur sedia
ada tentang keselamatan di jalan raya untuk menghasilkan maklumat dan bukti yang
akan menjadi teras bagi membangunkan program intervensi berasaskan bukti dalam
meningkatkan keselamatan di jalan raya.
Dipimpin oleh seorang Ketua Pengarah, institut ini mempunyai tiga Pusat Penyelidikan
yang masing-masing mempunyai bidang kajian yang khusus tentang keselamatan jalan
raya, dan dua Bahagian yang menyediakan khidmat sokongan.

About MIROS
The Malaysian Institute of Road Safety Research
(MIROS) was established in 2007 as a one-stop centre
for the generation and dissemination of road safety
information through the print media and a concerted
training programme. The institute carries out strategic
studies and evaluates current procedures on road
safety to generate information that will form the core
of its evidence-based intervention programmes to
enhance road safety.
Headed by a Director General, the institute
comprises three research centres that delve into
specific areas of road safety, and two divisions which
provide supporting services.

ejak ditubuhkan pada 2007, nama MIROS


telahpun mula disebut-sebut dalam bidang
keselamatan jalan raya bukan sahaja di
Malaysia, tetapi di seantero dunia. Jelas sekali,
penubuhan MIROS yang merupakan antara
langkah yang diambil kerajaan Malaysia untuk
bersaing rapat dengan negara-negara maju di
dunia telah mula menunjukkan impaknya. Oleh
itu, adalah amat penting bagi MIROS untuk
meneruskan dan meningkatkan lagi kadar
penyelidikan yang selaras dengan pembangunan
di Malaysia supaya Malaysia juga dapat mencapai
status negara maju.
Laporan Tahunan MIROS 2009 ini merupakan
sebahagian daripada inisiatif untuk membina
kapasiti dan keupayaan MIROS melalui
penyebaran maklumat. Setiap tahun, laporan ini
akan melaporkan prestasi MIROS dan strategi serta
memaparkan inisiatif utama yang diambil oleh
kerajaan pada tahun berkenaan dan menggalakkan
pembangunan MIROS. Kerajaan akan terus
memberi tumpuan kepada MIROS dan berharap
MIROS akan bertindak secara bersepadu dalam
membantu membina kebolehan di dalam

has become more prominent in the arena of
road safety not only in Malaysia, but also in the
eyes of the world. The Malaysian governments
initiative to be at par with developed countries with
the founding of MIROS is seeing positive results.
Thus, it is very important that MIROS continues
and intensifies its research that matches the growth
of Malaysia, so that Malaysia will soon achieve the
status of a developed country.
This publication of MIROS Annual Report for the
year 2009 shows an initiative to build MIROS
capacity and capability to disseminate information.
Every year, this report will give an account of
MIROS performance and strategies, and also the
principle initiatives that have been taken by the
government for the respective year and to boost the
growth of MIROS. The government will continue
to focus on MIROS and trusts MIROS will continue
to put in an integrated approach in enhancing its
research capabilities and increasing the level of
road safety of our roads.
Through the efforts put forth, it is my vision to
realise the goal to develop MIROS that is
competitive and sustainable.

Saya amat berbangga kerana MIROS juga semakin
aktif di kalangan penggiat keselamatan jalan raya di
persada antarabangsa. Melalui kerjasama sebegini,
Malaysia pasti dapat mempelajari dan berkongsi
pengalaman dengan negara-negara lain untuk
meningkatkan lagi pencapaian keselamatan jalan
raya negara.
Segala usaha dan prestasi yang diraih oleh MIROS
setakat ini amat saya hargai dan saya berharap
MIROS kekal menunjukkan prestasi cemerlang di
masa akan datang.

MIROS has contributed significantly in
assisting the government in the formulation of policies
and measures to enhance road safety in Malaysia
since its formation in 2007. One major measure was
the enforcement of the use of rear seat belts effective
January 2009.
I am pleased to note that MIROS is also making its
mark internationally through its active cooperation
with other international road safety players. Through
international collaboration, we can certainly learn
from other countries as well as share our own
experiences toward the attainment of safer roads the
world over.
I applaud the efforts and achievements made so far
by MIROS and I wish it all the best in the years to
come.

Tahun 2009 merupakan tahun ketiga Institut Penyelidikan


Keselamatan Jalan Raya Malaysia (MIROS) beroperasi. MIROS, pada
peringkat ini, perlu terus meningkatkan impak ke atas keselamatan
jalan raya, kerana rekod keselamatan jalan raya Malaysia belum
menunjukkan perkembangan sebaik yang kita mahukan. Tahun
2009 juga merupakan tahun sebelum Rancangan Keselamatan Jalan
Raya Malaysia 2006 - 2010 berakhir, dan kerana pencapaiannya
masih jauh dari yang diharapkan, MIROS telah mendedikasikan
tahun 2009 untuk menganalisa kemajuan dan isu-isu berkaitan, serta
menghasilkan cadangan untuk menanganinya. Sambil MIROS terus
menjadi peneraju utama keselamatan jalan raya, kelestarian institusi
ini sendiri harus dipastikan untuk membolehkannya menjalankan
fungsinya dengan baik. Laporan saya ini akan menghuraikan
kegiatan yang dilakukan oleh MIROS bagi mempengaruhi
keselamatan jalan raya serta untuk memastikan kemampanannya
sebagai sebuah organisasi.
Setiap organisasi akan harus melalui pelbagai tahap pembangunan.
Walaupun misi dan visi MIROS telah dinyatakan dengan jelas
semasa ia ditubuhkan, strategi untuk mencapai tujuan-tujuan
tersebut masih tidak jelas. Setelah tempoh stabilisasi pada tahun
2008, MIROS telah mampu merangka rancangan strategik yang
bakal mendorongnya untuk mencapai visi menjadi "peneraju
dunia dalam penyelidikan keselamatan jalan raya". Rajah 1
menggambarkan tahap-tahap perkembangan yang perlu dilalui oleh
MIROS untuk mencapai visinya.
Tahun 2009 merupakan titik tamat fasa kelahiran MIROS, dan ia
menjurus kepada permulaan fasa pengukuhan pula. Pada awal tahun
ini, di dalam ucapan permulaan tahun yang bertemakan "Meniti Fasa
Pengukuhan", saya telah mengajak kakitangan MIROS untuk
menumpukan kepada aktiviti yang akan mengukuhkan kemampuan
dan daya saing, serta memastikan MIROS meningkatkan kesan pada
keselamatan di jalan raya. Pada asasnya, usaha kami sepanjang 2009
harus didorong oleh penunjuk prestasi utama (KPI) yang akan
memberikan hasil seperti berikut:

dan ketua bahagian diberi kuasa untuk menetapkan dan
menguruskan pasukan masing-masing demi mencapai sasaran KPI.
Untuk
memudahkan
aktiviti
tersebut,
mereka
juga
dipertanggungjawabkan ke atas peruntukan mereka sendiri. Sistem
KPI ini telah diselaraskan dengan Laporan Penilaian Prestasi Tahunan
(LNPT) dan KPI setiap kakitangan telah diterjemahkan ke dalam
Sasaran Kerja Tahunan (SKT) mereka.

The year 2009 was the third year the Malaysian Institute of Road
Safety Research (MIROS) has been in operation. Building on the
initial impact produced in the first two years, MIROS needed to
sustain the impact to road safety, as the Malaysian safety record has
not shown the improvement we aspired. The year 2009 was also
the penultimate year before the 2006-2010 Malaysia Road Safety
Plan ends, and as the results are far from being achieved, MIROS
has dedicated the year 2009 towards analysing the progress, the
issues and to come up with recommendations for mitigation. Whilst
MIROS continued to become a major custodian of road safety, its
own sustainability must be ensured to enable MIROS to be able to
perform its function. My report will elaborate the activities carried
out by MIROS in both providing impact to road safety as well as
towards ensuring its sustainability as an organisation.

Any organisation will have to go through various stages of


development. Whilst MIROS mission and vision were clearly defined
in its inception period, the strategies towards achieving it were not
as clear. After the period of stabilisation in the year 2008, MIROS
was able to frame a strategic plan that would be feasible and
practical in bringing it to its vision of being a world leader in road
safety research. Figure 1 depicts the stages of development MIROS
has to go through in fulfilling its vision.

Kelestarian MIROS
Bilangan sumber manusia MIROS juga telah dipertingkatkan dalam
masa yang singkat. Kakitangan di MIROS yang terdiri daripada
penjawat kekal, kontrak dan sementara telah meningkat ke 196
orang pada Disember 2009, dari 162 pada Disember 2008 dan 79
dari tahun sebelumnya. Isu-isu sumber manusia diberi perhatian
tambahan untuk memastikan bahawa kesejahteraan semua
kakitangan diberikan perhatian yang sewajarnya.
Tahun 2009 memperlihatkan beberapa pencapaian penting dari segi
modal insan. Sehingga Disember 2009, 64 kakitangan perintis
MIROS telah disahkan ke dalam jawatan setelah berjaya memenuhi
syarat-syarat yang ditetapkan. Kejayaan ini sangat bermakna kerana
ia adalah salah satu penunjuk kepada kelestarian institusi MIROS
itu sendiri.
Selain proses pengesahan, program latihan dan pembangunan
kakitangan telah disediakan, dan Unit Latihan di bawah Bahagian
Pentadbiran dan Kewangan perlu memastikan bahawa semua
kakitangan menjalani kursus dan latihan yang diperlukan bagi
memenuhi syarat untuk pengesahan. Kemampuan untuk bekerja
dalam pasukan dianggap amat penting di MIROS, dan untuk itu, tiga
program pembangunan pasukan dijalankan sepanjang tahun 2009
untuk semua kakitangan. 93.75% dari kakitangan MIROS telah
menghadiri program-program tersebut dan ia telah membantu
menanamkan sikap kerja berpasukan serta semangat setiakawan di
MIROS.
Peningkatan kapasiti sangat kritikal untuk MIROS, terutamanya
kerana sebahagian besar kakitangan MIROS masih muda dan kurang
berpengalaman. Namun, bagi membolehkan mereka menghasilkan
impak yang diperlukan, mereka harus mara dengan agresif untuk
mengumpul keupayaan dan kemampuan dengan segera. Hal ini
boleh dilakukan melalui beberapa cara: 1. Belajar dari pengalaman,
dan diselia oleh mentor; 2. Latihan dalaman; 3. Latihan luaran
(lawatan, bengkel, seminar dan persidangan); dan 4. Latihan
berstruktur oleh pakar atau badan lain.
Pada tahun 2009, 26 pegawai penyelidik MIROS telah terlibat
dengan latihan di luar negera, 16 daripadanya di persidangan
antarabangsa. Penyelidik MIROS juga telah terlibat sebanyak 84 kali
sama ada dalam seminar atau persidangan peringkat kebangsaan.
93.1% dari kakitangan berjaya menyelesaikan latihan wajib 7 hari.
Selain itu, Unit Latihan dengan kerjasama Pusat Penyelidikan dan
Bahagian telah berjaya mengadakan 42 sesi latihan dalaman dan
sesi wacana.
Sebagai institusi penyelidikan, MIROS perlu membentuk budaya
penyelidikan yang sihat bagi menghasilkan kesan penyelidikan yang
utuh dan berpanjangan. Untuk memastikan hal ini, satu sistem
pengurusan penyelidikan yang cekap dan berkesan harus wujud.
Tahun 2009 melihat pengurusan penyelidikan menjadi lebih
tersusun dengan sistem yang sedang dibentuk di pusat-pusat
penyelidikan dan juga bahagian-bahagian sokongan. Ia diselaraskan
oleh pejabat ketua pengarah, merangkumi proses penilaian awal,
perangkaan belanjawan serta pemantauan. Sepanjang 2009,
sebanyak 43 projek penyelidikan dalaman dimulakan, dan 12 projek
dilaksanakan dengan pihak luar, serta tiga projek yang diperolehi
dari pihak luar.

To complement the KPI system, all centre directors and division


heads were empowered to manage and administer their respective
teams towards achieving their KPI targets. To facilitate the activities,
it was also decided that each division would be accountable for their
own budget allocations. The KPI system was aligned to the annual
performance evaluation (Laporan Penilaian Prestasi Tahunan LNPT)
and each staff members KPI was translated into their Annual Work
Targets (Sasaran Kerja Tahunan SKT).
Sustainability of MIROS
The strength at MIROS has multiplied in a short period of time. The
team at MIROS comprising permanent, contract and temporary staff
members grew to 196 in December 2009, from 162 in December
2008 and 79 from the previous year. The human resource issues
were given extra attention to ensure that the welfare of all staff is
given due care.
The year 2009 provided several milestones in terms of our human
capital. Up till December 2009, 64 of our pioneering staff were given
their confirmation in the public sector when they successfully completed
the necessary requirements. This event was very historic as it marked
an important symbol for prolonged sustainability at MIROS.
In addition to the confirmation process, all necessary training
regimes were put in place, and the Training Unit under the
Administrative and Finance Division had to ensure that all staff go
through the necessary training courses to make them eligible for
confirmation. Team work is considered critical in MIROS, and to
facilitate it, three team building programmes were carried out
throughout 2009 to cater for all staff. 93.75% of staff attended the
team building programmes and that has helped instill the
camaraderie of team work at MIROS.
Capacity building is critical for MIROS, especially when
predominantly, MIROS staff is relatively inexperienced. However, in
order for them provide the needed impact; they need to rise from
their present status to gather capacity and capability in a relatively
rapid manner. This is achieved through several means: 1. Learning by
experience, but guided by mentors; 2. Internal training; 3. External
training (visits, workshops, seminars and conferences); and 4.
Structured training by expert parties or bodies.
In the year 2009, MIROS managed to involve 26 research officers for
overseas training, 16 of its researchers at international conferences,
and on 84 occasions, research officers at MIROS were involved in
national conferences or seminars. 93.1% of staff member managed
to complete the 7-day mandatory training and there were 42 internal
training and discourses organised by the Training Unit, research
centres or divisions.
As a research institute, MIROS needs to establish a healthy research
culture before its impact can be sustained. In order to ensure this, an
efficient and effective research management system must exist. The
year 2009 saw research management becoming more organised
with a system being established at centres and central level.
Coordinated initially by the director generals office, the system
includes pre evaluation, budget and financing and monitoring
processes. 2009 saw 43 projects initiated internally, and 12 projects
were carried out with an external party in addition to three projects
being commissioned by external parties.

Budaya penyelidikan menunjukkan peningkatan pada 2009 apabila


83% dari pegawai penyelidik MIROS terlibat dalam sekurangkurangnya satu projek penyelidikan, 55% daripada para penyelidik
mengetuai projek dan 65% penyelidik terlibat dengan lebih dari satu
geran penyelidikan. Budaya penyelidikan di MIROS melihatkan
penglibatan maksimum dalam kajian, proses pembangunan
pemimpin penyelidikan serta pemupukan kerja berpasukan.
Satu lagi proses kerja di MIROS ialah penyelidikan merentas disiplin,
melalui konsep kluster penyelidikan. Pada tahun 2009, enam kluster
penyelidikan telah dibentuk, iaitu:

Kluster Kelajuan;
Kluster yang Berkaitan dengan Cuaca;
Kluster Penguatkuasaan;
Kluster iRAP;
Kluster Visi Sifar Kemalangan Maut untuk Putrajaya; dan
Kluster Motorsikal.

Setiap kluster mempunyai seorang penyelaras yang akan


menghasilkan rangka kerja untuk menangani masalah-masalah
berkaitan kluster tersebut. Setiap kluster melibatkan penyelidik dan
kakitangan dari pelbagai unit, dan mereka akan bekerjasama untuk
menentukan bidang keutamaan serta projek yang akan dijalankan.
Setiap kluster akan mengemaskini rangka kerja mereka bukan hanya
dengan penetapan isu-isu, bahkan juga dengan isu-isu mengenai
keupayaan dan penghasilan output.
Impak yang dihasilkan oleh MIROS
Sejak awal penubuhannya, MIROS telah memainkan peranan untuk
menyumbang kepada perancangan strategi keselamatan jalan raya
bagi negara. Sasaran yang ditetapkan untuk Rancangan Keselamatan
Jalan Raya 2006-2010 dirancang untuk dicapai melalui program
intervensi keselamatan jalan raya, yang setiap satunya disokong oleh
bukti dan fakta yang dihasilkan oleh kajian dan penyelidikan yang
dijalankan oleh MIROS. Jadual 2 memperlihatkan program
intervensi dan hasil yang dijangka. Seperti yang digambarkan, setiap
langkah intervensi itu mempunyai jangka masa dan sasaran mereka
sendiri, dan jika ia tidak dicapai, maka sasaran negara juga akan
gagal dipenuhi.
Kita dapat lihat bahawa beberapa program intervensi tidak dapat
dijalankan, dan bagi yang berjaya dijalankan, hasil dan keberkesanannya
adalah kurang dari yang kita sasarkan. Satu analisa "closing of the
loop" telah dijalankan untuk mengenalpasti masalah, kekangan dan
keperluan untuk menjadikannya lebih efektif. Tahun 2009 melihat
penyelesaian usaha ini dengan pengenalan yang jelas dan hasilnya,
langkah-langkah strategik telah diambil. Beberapa dari usaha tersebut
telahpun bermula pada tahun 2009 dan telah menunjukkan hasil.
Sasaran asal telah disemak dan dimasukkan ke dalam sebuah
matriks baru untuk memberikan kaitan yang lebih realistik antara
aspirasi dan fakta. Jadual 3 menunjukkan sasaran yang telah
disemak.
Analisa tersebut juga membolehkan MIROS untuk memulakan
agenda menangani masalah yang dikenalpasti, dan di mana perlu,

The culture of research was further


enhanced when we managed to get
83% of researchers involved in at least
one research project, 55% of researchers
led a project and 65% of researchers
were involved in more than one grant.
The healthy research outcomes
managed here included, maximum
involvement in research, grooming of
research leaders and team work.
Another healthy culture was to foster
cross-discipline work, and the concept
of research cluster was introduced. In
the year 2009, six research clusters were
formulated, namely:

The Enforcement Cluster;
The iRAP Cluster;
The Putrajaya Zero Fatality Vision
Cluster; and
The Motorcycle Cluster.

collectively they would decide on priority
areas as well as the projects to be initiated to deliver solutions. Each
cluster was to dynamically update their framework with not only
issues identification, but also capacity and delivery issues.
Impact given by MIROS
Since its inception, MIROS has been instrumental towards
orchestrating road safety strategies for the country. The targets set for
the 2006-2010 Road Safety Plan were to be achieved through road
safety interventions, each being strategically introduced backed by
evidence-based research carried out by MIROS. Table 2 illustrates
the interventions and the aspired targets. As illustrated, the
implementations of these interventions all have a time line and their
intended outcomes, failing which the targets for the country will not
be met.
It was observed that many of the interventions were not executed or
in the event that there were successfully launched, the desired
outcomes have fell short of their individual targets. A closing of the
loop analysis was carried out to identify the issues, constraints and
requirements to make it work. The year 2009 saw the completion of
this endeavour with clear identification and as a result, strategies of
mitigation were carried out. Some of them have started in 2009 and
have begun to show results.

Penyelidik-penyelidik dari ketiga-tiga pusat, iaitu Pusat Penyelidikan
Perubahan Tingkah Laku Pengguna (RUBC), Pusat Penyelidikan
Keselamatan dan Biomekanik Kenderaan (VSB) dan Pusat
Penyelidikan Kejuruteraan Keselamatan Jalan Raya dan Persekitaran
(REER) terus memberikan kesan terhadap keselamatan di jalan raya
melalui usaha penyelidikan, operasi dan kegiatan pembangunan.
Selain itu, pendekatan kluster mula berkembang melalui kerja
merentas-disiplin yang mempunyai kepentingan dan tujuan yang
sama bagi ketiga-tiga pusat. Di peringkat MIROS pula, usaha-usaha
di atas telah mewujudkan satu lagi dimensi penyelidikan, iaitu
penyelidikan berasaskan sistem.
Berikut adalah sorotan penyelidikan bagi tahun 2009.
1. Pengenalan Program Penilaian Kenderaan Malaysia (MyVAP)
Program Penilaian Kenderaan Malaysia (MyVAP) ini adalah
usaha perintis di Malaysia, dijalankan oleh MIROS untuk
meningkatkan tahap keselamatan kenderaan di Malaysia. Ini
dijana melalui peningkatan kesedaran di kalangan pengguna
kereta serta usaha membangunkan kereta yang mempunyai
mutu dan kemampuan menghadapi kemalangan. Maklumat
yang terkini akan menjurus kepada pengeluaran kenderaan
yang lebih selamat oleh pengilang, membuka tirai dalam era
baru keselamatan kenderaan di Malaysia. Proton Exora adalah
kereta pertama untuk dinilai di bawah program MyVAP ini, dan
berjaya mendapatkan taraf 4-bintang sebagai MIROS Safety
Companion Status.
2.

Pembangunan Kemudahan Ujian Kemalangan Pertama di


Malaysia
Pembangunan kemudahan ujian kemalangan yang pertama di
Malaysia, atau dikenali sebagai Provisional CRASE Crash
Centre (PC3) bermula pada tahun 2009. Kemudahan ini sedang
dibina dalam kawasan milik Akademi Latihan JPJ di Melaka,
dan dijangka akan siap untuk memulakan operasi pada Mei
2011. Ia akan digunakan untuk menguji kemalangan
kenderaan dan data akan dikumpulkan untuk penyelidikan
lanjut.

3.

Pemantauan Keberkesanan Undang-undang Tali Pinggang


Keselamatan Belakang
Pemantauan penggunaan tali pinggang belakang di seluruh
negara dilakukan selepas bermulanya penguatkuasaan pada 1
Januari 2009. Tahap penggunaan tali pinggang keselamatan
untuk pemandu, penumpang depan, dan penumpang belakang
masih rendah walaupun undang-undang mewajibkan
penggunaannya, dan usaha advokasi oleh kerajaan telah
dijalankan enam bulan sebelum kaji selidik bermula. Kaji
selidik ini menyoroti beberapa kawasan utama keprihatinan
yang dapat memberikan implikasi yang berpotensi untuk
campur tangan disasarkan oleh pegawai penguatkuasa undangundang dan para berkepentingan yang relevan.

4.

Pembangunan Program Penilaian Keselamatan Jalan (METRA)


Sebuah buku garis panduan telah dibangunkan bagi para
penyelidik keselamatan jalan raya, jurutera profesional dan juru
audit, serta jabatan dan agensi kerajaan yang berkaitan untuk

The closing of the loop analysis has also


enabled MIROS to begin the mitigation
agenda, and where appropriate the
necessary processed were nudged
through with stakeholders and players.
Researchers from all three centres,
namely the Road User Behavioural
Change Research Centre (RUBC), the
Vehicle Safety and Biomechanics
Research Centre (VSB) and the Road
Safety Engineering and Environment
Research Centre (REER) continued to
provide impact to road safety through
their research works, operations and
development activities. In addition, the
cluster approach began to blossom
through inter-disciplinary work, and
common interest and goals across
centres. Centrally, the effort to close the
loop has also given rise to another
research dimension, namely the systembased research.

(MyVAP)
A pioneering effort in Malaysia carried out by MIROS, the
Malaysian Vehicle Assessment Programme (MyVAP) was
established to elevate the degree of vehicle safety in Malaysia.
This is done by escalating awareness among local car users
together with acquiring roadworthy and crashworthy vehicles
via non-destructive techniques. Conclusive consumer
information and competitive vehicle upgrading by
manufacturers will pave the path towards a new era of vehicle
safety in Malaysia. The Proton Exora was the first car to be
evaluated and managed to obtain the MIROS Safety
Companion Status equivalent to a 4-star status.

2.

Development of the First Malaysian Crash Test Facility


The development of the first Malaysian indoor crash test facility,
aptly called Provisional CRASE Crash Centre (PC3) started in
2009. The facility being built in the compounds of the JPJ
Training Academy in Melaka will be used to test the
crashworthiness of vehicles when it is tentatively to be
completed in May 2011.

3.

Monitoring the Effectiveness of Rear Seatbelt Law


Seatbelt compliance rate is monitored in Putrajaya after the start
of the enforcement on January 1, 2009. The overall seatbelt

membantu dalam menyelesaikan masalah atau kekurangan dari


segi keselamatan jalan raya. Penerbitan yang dipanggil 'Buku
Panduan Malaysia untuk Audit Lalu Lintas & Keselamatan Jalan
Raya' (METRA) akan membantu agensi serta pihak berkuasa
tempatan menjurus ke arah piawai audit keselamatan jalan raya
yang seragam, serta menyediakan arah tuju dan penumpuan
yang lebih baik kepada tindakan yang diperlukan untuk
mengatasi kekurangan yang ada.
5.

Memahami sifat agresif pemandu (MADS) dan bergerak


menuju Program Penilaian Pengguna Jalan Raya (RUAP)
Tujuan utama RUAP adalah untuk merancang dan
mengembangkan instrumen untuk menilai risiko keselamatan
jalan raya dan kemampuan pemandu. Salah satu penunjuk
yang mungkin adalah pemanduan yang agresif. Program
intervensi yang bersesuaian akan dapat dirangka dengan lebih
strategik dengan adanya maklumat yang lebih terperinci
tentang kelakuan agresif di kalangan pengguna jalan raya di
Malaysia. Kajian ini juga menggunakan kereta berinstrumentasi
MIROS dan simulator.

Selain itu, MIROS terus menyokong agenda negara, terutama


melalui kajian rutin dan operasi harian kami.
MIROS terus memainkan peranan dalam menilai keberkesanan
operasi Ops Bersepadu, iaitu Ops Sikap 19 dan Ops Sikap 20 untuk
Tahun Baru Cina dan untuk perayaan Hari Raya. Hasil dari penilaian
tersebut, MIROS telah berjaya mempengaruhi pihak-pihak yang
berkaitan dalam operasi itu untuk mengubah cara pemikiran dan
strategi, dengan harapan Ops tersebut akan menghasilkan keputusan
yang lebih baik.
Pasukan Rekonstruksi Kemalangan (CRU), terus menyokong operasi
bahagian pencegahan dan analisa keselamatan jalan raya.106 kes
telah disiasat pada tahun 2009, dengan tiga di antaranya merupakan
kes berprofil tinggi, iaitu kemalangan di Gua Musang, Kelantan yang
mengakibatkan sepuluh kematian; kemalangan di PLUS
berhampiran plaza Rawang Selatan yang mengorbankan enam jiwa,
dan kemalangan di PLUS utara berhampiran Ipoh dengan sepuluh
kematian. Semua kajian rekonstruksi kemalangan telah
diterjemahkan ke dalam Laporan Analisa Kemalangan MIROS
(MCAR) dan Laporan Inkuiri MIROS (MIR). Hasil kerja analisa oleh
pasukan CRU amatlah penting dalam membangunkan kemampuan
untuk memahami mekanisma dan dinamik sesebuah kemalangan,
dengan tujuan mengenalpasti kelemahan dalam sistem sesebuah
kemalangan dan juga persekitarannya. Sejak MIROS ditubuhkan
sehingga penghujung 2009, pasukan CRU telah menyiasat 340 kes,
dan kini mereka boleh dianggap sebagai pakar dalam bidang ini di
Malaysia. Mereka mula menyerlahkan kepakaran tersebut bila diberi
peluang untuk berkongsi pengetahuan dalam bengkel Siasatan
Kemalangan dan Skala Kecederaan yang pertama di Malaysia, yang
diadakan pada bulan November dengan lebih dari 100 peserta.
MIROS, melalui CRU, akan terus menyokong aktiviti penting ini dan
membantu lain-lain pihak dari segi pengetahuan dan operasinya.
Dalam usaha untuk membantu penguatkuasaan undang-undang
meningkatkan keberkesanan mereka, sebuah program Pembangunan
Profesional untuk Pegawai Penguatkuasa Lalu Lintas telah

wearing for drivers, front passengers, and rear passengers were


low despite legislation for mandatory rear seatbelt wearing and
advocacy efforts by the government coming into effect six
months before the survey. This survey highlighted a few key
areas of concern that could give potential implications for
targeted interventions by the enforcement officers and relevant
stakeholders.
4.

Development of a road safety assessment programme (METRA)


A guidebook has been developed for road safety researchers,
professional engineers and auditors, government and local
authorities to assist in solving many road safety deficiencies and
is called the Malaysian Guidebook for Traffic & Road Safety
Audit (METRA). METRA will reform local authorities and
agencies towards a standardized form of road safety auditing
and gives better direction and focus in mitigating deficiencies
and proposing countermeasures.

Understanding the aggressiveness of driver (MADS) and


moving towards the Road User Assessment Programme
(RUAP)
The ultimate goal of RUAP is to design and develop instruments
to assess the road safety risk and capability of motorists. One of
the possible indicators is aggressive driving. Suitable
interventions can be better strategized by having information
of aggressive driving among Malaysian road users. This study
also utilises MIROS instrumented car and simulator.

Additionally, MIROS continued to support the agenda of the country,


mainly through our routine research and operations.
MIROS continued to be instrumental behind evaluating the
effectiveness of Ops Bersepadu operation, namely Ops Sikap 19 and
Ops Sikap 20 for Chinese New Year and for Hari Raya festivities
respectively. As a result of the evaluations, MIROS was able to influence
stakeholders during the operations to change certain mindsets and
strategies, with the hope that such Ops will produce better results.
The Crash Reconstruction Team (CRU), continued to support an open
part of road safety analysis and prevention. 106 cases were covered
in 2009, with three of them being high profile cases, namely crashes
in Gua Musang, Kelantan with 10 fatalities, PLUS Southbound near
Rawang with six fatalities and PLUS Northbound near Ipoh with 10
fatalities. All these crash reconstruction work are translated into the
MIROS Crash Analysis Report (MCAR) and the MIROS Inquiry
Report (MIR). The CRU team work is instrumental towards providing
understanding on the mechanics and dynamics of any crash, with
the intent to identify weak points in the entire crash system and its
environment. With 340 cases up to the end of 2009 being carried out
since the inception of MIROS, the CRU team has now been regarded
as the expert in the country. They begin to impart their knowledge
and as a testimony, the First Malaysian Workshop on Crash
Investigation and Injury Scaling was organised in November with
more than 100 participants. MIROS through CRU will continue to
support this important activity and need to include others in the
knowledge and practice domain.

Safety Partnership (GRSP). Kami telah menjalankan tiga program
berkaitan sejak 2008 dan program pada tahun 2009 adalah yang
ketiga dalam siri ini. Melalui program tersebut, MIROS mampu
bekerja lebih rapat dengan pihak polis (PDRM) dan Jabatan
Pengangkutan Jalan (JPJ) ke arah penambahbaikan penguatkuasaan
undang-undang. Ini juga telah menjurus kepada cadangan untuk
mengubah Akta Pengangkutan Jalan, serta menggerakkan usaha
perubahan dalam bidang penguatkuasaan di seluruh negara. Selain
itu, kajian RUBC ke atas Persepsi Ditangkap oleh Pihak Berkuasa
(POBC) terus menghasilkan petunjuk tentang keberkesanan
penguatkuasaan undang-undang di negara ini dan ia telah
diambilpakai sebagai KPI untuk JPJ dan PDRM.
Para penyelidik di MIROS juga terlibat dalam pembentukan sistem
kualiti untuk dua usaha intervensi, iaitu pelaksanaan kod amalan
Keselamatan, Kesihatan dan Alam Sekitar (SHE) di kalangan
pengusaha bas ekspres, dan sistem audit untuk akademi memandu
di Malaysia. Sistem audit untuk kedua-dua intervensi telah
dirumuskan dan sedia untuk digunakan. Dalam proses
pembangunannya, pihak berkepentingan bagi kedua-dua intervensi
telah dirujuk, dan banyak kemajuan telah dibuat untuk memastikan
bahawa usaha intervensi ini akan memberikan hasil.
Satu lagi pencapaian penting pada tahun 2009 ialah kemajuan
dalam pemantauan kecederaan. Projek ini merupakan satu usaha
merentas bidang yang melihat MIROS menjalin kerjasama dengan
sektor kesihatan. Usaha pemantauan kecederaan merupakan
sesuatu yang amat mencabar bagi mana-mana negara mahupun
sesuatu kawasan. Antara tujuan projek ini ialah untuk merapatkan
serta mengisi jurang maklumat antara data kemalangan dari polis
dan data kecederaan dari hospital. Oleh kerana ia melibatkan dua
sistem yang berbeza, kebanyakan negara yang menjalankan usaha
sebegini menghadapi masalah. Tujuan kedua dari usaha ini adalah
untuk memahami profil kecederaan yang berkaitan dengan
kemalangan jalan raya. Kerjasama dengan sektor kesihatan telah
memberikan peluang kepada MIROS untuk menangani isu-isu
penting yang lain berkaitan dengan sektor kesihatan seperti
pengurusan pasca kemalangan, pengurusan trauma dan lain-lain.
MIROS telah membina rangkaian kerja dengan beberapa hospital,
iaitu Hospital Sungai Buloh, Hospital Kuala Lumpur, Pusat Perubatan
Universiti Kebangsaan Malaysia (UKMMC) dan Hospital Universiti
Sains Malaysia (HUSM). MIROS juga telah memulakan projekprojek kerjasama dengan Pusat Penyelidikan Klinikal, Kementerian
Kesihatan, dan pasukan Road Traffic Injury Prevention Study (RTRIPS) telah diwujudkan.
Penglibatan MIROS di peringkat antarabangsa juga terus meningkat.
MIROS telah menyertai dan menghadiri mesyuarat beberapa badan
ternama antarabangsa seperti World Road Association (PIARC),
Road Traffic Injury Research Network (RTIRN), International Road
Traffic and Accident Database (IRTAD), kerja-kerja berkaitan ISO,
Harmonization of Vehicle Standards, GRSP dan International Road
Assesment Programme (iRAP). MIROS juga telah diiktiraf di
peringkat antarabangsa melalui penglibatan kami dalam penilaian
bas HIGER di Suzhou, China. Projek ini melibatkan kakitangan
MIROS menjalankan audit pematuhan bas mengikut peraturan
UNECE dan juga pematuhan pengeluaran (COP) berdasarkan
gambar teknikal dan spesifikasi yang diberikan.

In the effort to help the enforcement agencies to enhance their


effectiveness, the Global Road Safety Partnership (GRSP) programme
on Professional Development of Traffic Enforcement Officers was
also carried out. We were able to introduce three programmes since
2008 and the programme in 2009 was the third of the series.
Through such programmes, MIROS was able to work closer with the
police force (PDRM) and the Road Transport Department (JPJ)
towards improvement in enforcement. This has also culminated in
efforts to amend the Road Transport Act as well as to instill change
in the entire enforcement loop of the country. In addition, RUBC
research on the Perception of Being Caught (POBC) continues to
provide the indicator for enforcement effectiveness in the country
and is being used as a KPI for both JPJ and PDRM.
Researchers at MIROS were also involved in the establishment of
quality systems for two important interventions, namely the
implementation of the Safety, Health and Environment (SHE) Code
of Practice among bus express operators as well as the audit system
for driving institutes in Malaysia. Audit systems for both interventions
have been formulated and are ready to be used. In the process,
stakeholders from both interventions were engaged, and much
progress has been made towards ensuring that these interventions
begin to deliver their outcomes.
An important milestone was also made in 2009 in the injury
surveillance dimensions. Another cross-discipline effort, the year
2009 saw the bridging between MIROS and the health sector. Injury
surveillance exercise is the most challenging feat for any country or
locality. The first intention is to bridge the gap between the police
accident data and the hospital injury data. As it involves two separate
systems, many countries struggle to bridge the possible discrepancies
between the two. The second intention of this effort is to understand
the injury profile related to road traffic accidents. Working with the
health sector has also given opportunities for MIROS to work on
other important issues for road safety related to the health sector
such as post crash management, trauma management and others.
MIROS was able to establish working networks with several
hospitals, namely the Sungai Buloh Hospital, the Kuala Lumpur
Hospital, Universiti Kebangsaan Malaysia Medical Centre (UKMMC)
and Universiti Sains Malaysia Hospital (HUSM). A collaborative
project with the Clinical Research Centre of the Ministry of Health
and the Road Traffic Injury Prevention Study (R-TRIPS) team was also
established.
MIROS involvement internationally continued to escalate. MIROS
participations in The World Road Association (PIARC) Technical
Commitee C2 meeting,The Road Traffic Injury Research Network
(RTIRN), International Road Traffic and Accident Database (IRTAD),
Harmonization of Vehicle Standards, ISO related work, GRSP and
International Road Assesment Programme (iRAP) continued to be
significant. MIROS has also been recognised internationally through
our involvement in the evaluation of HIGER buses in Suzhou, China.
The project entailed MIROS staff to audit the compliance of the
buses with UNECE regulations and also the conformity of the
production (COP) of the buses based on the engineering drawings
and specifications provided.

MIROS telah menerima bantuan kewangan daripada Pertubuhan


Kesihatan Dunia pada bulan Disember untuk menjadi tuan rumah
Kursus Isu-Isu Pengumpulan Data untuk Keselamatan Jalan Raya.
Peserta-peserta kursus tersebut termasuklah pengamal kesihatan,
penyelidik keselamatan jalan raya dan penguatkuasa undangundang lalu lintas dari Malaysia, Vietnam, Filipina, Kemboja dan
Laos. Kursus ini memberikan pemahaman lebih baik berkenaan isu
melibatkan dua sumber utama data, iaitu polis dan sektor kesihatan.
MIROS juga berjaya meningkatkan rangkaian dan hubungan dengan
pihak-pihak yang berkepentingan dalam keselamatan jalan raya di
Malaysia melalui aktiviti bersama serta kajian kolaboratif. Rangkaian
yang dibina MIROS merangkumi universiti dan institusi pengajian
tinggi, Lembaga Pelesenan Kenderaan Perdagangan (LPKP), SIRIM,
JPJ, PUSPAKOM, PDRM, institut memandu, pihak media, Jabatan
Keselamatan Jalan Raya (JKJR), Jabatan Keselamatan dan Kesihatan
Kerja (DOSH) dan lain-lain.
MIROS terus menjadi tonggak dalam agenda negara untuk
membangunkan piawai kenderaan terutama melalui SIRIM dan
Jabatan Standard Malaysia dengan penyertaan aktif dalam pelbagai
jawatankuasa teknikal dan kumpulan kerja.
Di sektor jalan raya pula, MIROS telah mengukuhkan
penglibatannya dalam segi kejuruteraan jalan raya melalui Persatuan
Kejuruteraan Jalan Raya Malaysia (REAM) dan MIROS juga telah
menyumbang dalam persiapan untuk Kongres Jalan Raya Malaysia
ke 9 pada tahun 2010.
Pada bulan November pula, wakil MIROS telah dijemput untuk
berkongsi pengetahuan dan pengalaman di makmal Pengangkutan
Awam Bandar bagi NKRA.
Dalam mempastikan segala usaha berterusan dengan lancar, MIROS
telah merancang untuk membangunkan kompleksnya sendiri.
Kompleks yang dirancang itu akan menyediakan kemudahan
penyelidikan perlanggaran, tetapi lokasi yang tepat belum
ditentukan. Sementara itu, MIROS juga telah berkembang pesat, dan
oleh kerana kemudahan sedia ada telah penuh dan mula menjadi
sesak, kami telah memutuskan untuk menambah ruang pejabat bagi
menampung jumlah kakitangan yang meningkat. Ia juga akan
memberikan ruang yang lebih baik bagi pelbagai kegiatan dan
aktiviti yang dijalankan di MIROS.
Supaya MIROS mampu melangkah dengan gagah melalui tahuntahun pembangunannya, salah satu perkara yang menjadi
tonggaknya ialah komitmen dari seluruh keluarga MIROS sendiri.
Tahun 2009 telah menyediakan MIROS dengan baik untuk terus
maju ke tahun-tahun mendatang dan memberikan impak yang
diperlukan, serta terus teguh sebagai sebuah institusi yang mampan.
Saya amat berterima kasih kepada semua kakitangan MIROS atas
sumbangan mereka sepanjang tahun 2009 dalam usaha
mengukuhkan MIROS, bukan hanya dari segi fizikal, tetapi juga dari
segi semangatnya, dalam menerajui usaha meningkatkan
keselamatan jalan raya.
Semoga Allah memberkati dan membantu MIROS untuk

Director Generals Report

MIROS received financial assistance from the World Health


Organization in December to host a course on Issues of Data
Collection for Road Safety. Participants included health practitioners,
road safety researchers, traffic enforcement officers from Malaysia,
Vietnam, Philippines, Cambodia and Laos. The course provided a
better understanding of the issues involved in linking the two main
sources of data, namely police and health.
MIROS has also successfully enhanced its networks and linkages by
establishing contacts and close relationships with road safety
stakeholders locally through joint activities and collaborative
research. MIROS close-knit network include universities and
institutions of higher learning, Commercial Vehicle Licensing Board
(LPKP), SIRIM, JPJ, PUSPAKOM, PDRM, driving institutes, media,
Road Safety Department (JKJR), Department of Occupational Safety
and Health (DOSH) and others.
MIROS continued to be central in the countrys agenda for vehicle
standardisation mainly through SIRIM and Jabatan Standard
Malaysia by actively participating in technical committees and
working groups.

After the period of stabilisation in the


year 2008, MIROS was able to frame a
strategic plan that would be feasible and
practical in bringing it to its vision of
being a world leader in road safety
research.

In the road sector, MIROS has been committed in its involvement in


road engineering matters through the Road Engineering Association
of Malaysia (REAM) and has also assisted tremendously in the
preparation for the 9th Malaysian Road Congress 2010.
In November, MIROS representatives were invited to share their
knowledge and experience in the Urban Public Transport lab for the
National Key Result Areas (NKRA).
In sustaining all our efforts that have been put forth, we are gearing
towards moving on to more permanent quarters with the on-going
discussion for the MIROS complex throughout 2009. The concept
of the complex that will also include crash facilities has been
developed but the exact location has yet to be determined.
Meanwhile, as MIROS is expanding and the present place is fast
becoming full, we have decided to expand out present building in
order to accommodate the ever-growing number of staff, as well as
to provide better space for MIROS activities.
As MIROS threads through its reinforcement years, the greatest
commitment is expected from the entire MIROS family. The year
2009 has prepared MIROS well for us to march into the the coming
years of giving impact and remaining sustainable. My appreciation
goes out to all MIROS staff for giving it their best in 2009 to see that
MIROS continues to be strengthened internally and externally,
thriving not only in its body of work but also in its spirit to lead the
way in paving a safer road for all.

Pusat Penyelidikan Biomekanik &


Keselamatan Kenderaan (VSB)
Pusat Penyelidikan Biomekanik dan Keselamatan Kenderaan (VSB)
diketuai oleh seorang Pengarah, ketua-ketua unit dan seterusnya
kakitangan penyelidikan yang datang daripada pelbagai bidang
kepakaran khususnya kejuruteraan, pengurusan kualiti dan
perubatan. Keberhasilan VSB diukur berdasarkan fungsi-fungsinya
seperti berikut:

menghasilkan penyiasatan kebolehtahanan perlanggaran


dalam mekanik kecederaan, biomekanik dan toleransi manusia
terhadap kemalangan termasuk rekonstruksi kemalangan
berkaitan kecederaan;

menjalankan penyelidikan terhadap rawatan trauma, rawatan


pasca kecederaan, tindak balas kecemasan serta kecergasan
perubatan pra dan pasca kemalangan;

mengkaji semula dasar dan pendekatan sedia ada ke arah


Penambahbaikan Prosedur Operasi Piawai, Kod Amalan dan
Piawaian Industri melalui laporan teknikal dan penerbitan serta
kertas cadangan;

melaksanakan ujian pengesahan terhadap impak kemalangan;


dan

memantau dan mengaudit pelaksanaan SHE.


Untuk menjalankan fungsi-fungsi yang sedemikian, VSB terbahagi
kepada empat unit khusus seperti berikut:

Unit Kejuruteraan Keselamatan Kemalangan (CRASE);

Unit Rekonstruksi Kemalangan (CRU);

Unit Penyelidikan Pra & Pasca Kemalangan (PPI); dan

Unit Kualiti, Keselamatan, Kesihatan & Alam Sekitar (QSHE).


Pada tahun 2009, VSB terus mengorak langkah untuk mengukuhkan
pasukan sedia ada menerusi aktiviti penyelidikan, operasi, projek
pembangunan dan latihan dalaman dan luaran. VSB juga telah
menjalankan penyusunan semula pengurusan penyelidikan, yang
telah menjurus kepada perolehan sembilan geran penyelidikan
dalam pelbagai bidang pada tahun 2009.
Secara keseluruhannya, pada tahun 2009, VSB telah berjaya
memantapkan pasukan sedia ada di dalam semua sektor fungsifungsinya melalui aktiviti penyelidikan, khidmat nasihat dan
kepakaran, operasi, program pembangunan, aktiviti penilaian dan

Vehicle Safety and Biomechanics


Research Centre (VSB)
Vehicle Safety and Biomechanics Research Centre (VSB) is headed
by a Director with unit heads and research staff from various areas
of specialties mainly engineering, quality management and medical.
The Centres outputs are measured based on the following functions:

carry out crashworthiness investigation in the mechanics of


injury, biomechanics and human tolerance to crash, including
reconstruction of injury-related crashes;

undertake research on trauma care, post-injury treatment,


emergency response and pre- and post-crash medical health;

review policies and current approaches towards improving


Standard Operating Procedures, Code of Practice and Industrial
Standards through technical reports and publications as well as
recommendations;

carry out validation tests on the impact of accidents; and

monitor and audit implementation of SHE.


Administratively, to ensure smooth work flow, the Centre is divided
into four units:

Pre & Post Injury Research Unit;

Crash Safety Engineering Unit;

Crash Reconstruction Unit; and

Quality, Safety Health & Environment Unit.


In year 2009, VSB continued another step forward to strengthen the
current existing team through research activities, operations,
development projects and external as well as internal trainings. VSB
also conducted a restructuring of its research management, which
enable the Centre to secure nine research grants in various selected
fields.
In general, VSB had successfully strengthened its existing team in
various functional sectors through activities such as consultation,
programme development, audit and assessment, capacity building
and collaboration at MIROS, local and international levels.

Pusat Penyelidikan Perubahan


Tingkah Laku Pengguna Jalan Raya
(RUBC)
Pusat Penyelidikan Perubahan Tingkah Laku Pengguna Jalan Raya
(RUBC) menjalankan penyelidikan secara mendalam bagi
membantu mengubah tingkah laku negatif pengguna jalan raya. Dari
segi pentadbiran, pusat penyelidikan ini terbahagi kepada tiga unit.
Setiap sub unit mempunyai skop dan fokus penyelidikan yang
lebih khusus yang menyumbang kepada objektif umum dalam
mempertingkatkan keselamatan jalan raya melalui tingkah laku yang
lebih positif. Unit-unit tersebut ialah:
Unit Pendidikan dan Latihan;
Unit Faktor Kemanusiaan dan Kos Kemalangan; dan
Unit Reka Bentuk & Instrumentasi.
Objektif utama pusat penyelidikan ini adalah untuk:
menjalankan penyelidikan tentang keberkesanan kempen
keselamatan jalan raya, kaedah penenang lalu lintas, sosiologi
pengangkutan, penguatkuasaan dan psikologi tingkah laku
pengguna jalan raya;
penilaian tentang keberkesanan pengetahuan keselamatan
jalan raya melalui pendidikan; dan
mengawasi dan mengakreditasi institut memandu seluruh
negara.
Unit Faktor Kemanusiaan dan Kos Kemalangan (HuFAC) berfungsi
menjalankan kerja-kerja penyelidikan dan kerja-kerja operasi yang
berkaitan dengannya. Fokus kajian unit ini terbahagi kepada dua
iaitu perspektif tingkah laku manusia dengan keselamatan jalan raya
dan kos kemalangan jalan raya. Kajian yang dijalankan termasuk
penilaian keberkesanan melalui pengawasan elektronik automatik,
penguatkuasaan kesalahan trafik dan pemakaian tali pinggang
keselamatan belakang, penyelidikan secara eksploratori ke atas
pemanduan agresif, penentuan mengenai penghargaan masa dan
statistik nyawa/kehidupan, dan penyelidikan penyiasatan terhadap
pelumba haram di jalan raya. Pada masa kini HuFAC mempunyai
kakitangan berjumlah tujuh orang pegawai penyelidik daripada
disiplin yang berbeza-beza seperti psikologi, pembangunan dan
sumber manusia, matematik, statistik dan undang-undang.

Road User Behavioural Change


Research Centre (RUBC)
Road User Behavioural Change Research Centre (RUBC) conducts
in-depth researches to help convert negative behaviours among road
users. Administratively, RUBC falls into three units. Each unit has its
own specific research scope and focus which contributed to the
general objectives in enhancing road safety through more positive
behaviour. Administratively the Centre is sub divided into:
Education & Training Unit;
Human Factors & Accident Costing Unit; and
Design and Instrumentation Unit.
The major objectives of this Centre are to:
undertake research of the effectiveness of road safety
campaigns, traffic calming measures, sociology of transport,
enforcement, and psychology of road user behaviour;
assess the effectiveness of road safety knowledge dissamination
through education; and
oversee and award accreditation to driver schools nationwide.
Functionally, the Human Factors and Accident Costing Unit (HuFAC)
undertakes both research and its related operational work. The units
research focus is twofold namely the human behaviour perspective
of road safety and the cost of road crashes. Studies include
effectiveness assessments by automated electronic surveillance,
traffic offence enforcement and rear seatbelt wearing, exploratory
research on aggressive driving, the determination of the values of
time and of statistical life and investigative research on illegal street
racers. HuFAC is currently staffed by seven research officers from
disparate disciplines such as psychology, human resource
development, mathematics, statistics and law.

Keselamatan Jalan Raya &
Persekitaran (REER)
Pusat ini terdiri daripada tiga unit:
Unit Pangkalan Data & Analisis Kemalangan;
Unit Perancangan Pengangkutan & Kejuruteraan Keselamatan
Trafik; dan
Unit Kawalan Pendedahan & Kajian Perjalanan.
REER mempunyai sebuah pasukan yang kini dianggotai oleh 20
orang pegawai penyelidik, empat penolong pegawai penyelidik dan
13 orang pembantu penyelidik. Pusat ini disokong oleh dua
kakitangan pengurusan serta dua orang pelukis pelan.
Beberapa objektif utama Pusat ini adalah untuk:
menyediakan pangkalan data kemalangan dan kecederaan
kebangsaan yang dikemaskini secara berterusan;
data peta kemalangan dengan menggunakan kod geografi, kod
kemalangan RUM dan kod digital;
menjalankan analisis diagnostik terhadap kemalangan jalan
raya dan penilaian intervensi keselamatan;
menjalankan penyelidikan berkenaan dengan reka bentuk jalan
raya dan persekitaran jalan raya yang lebih selamat;
mewujudkan model trafik berkaitan dengan kemudahan trafik
dan pengangkutan; dan
menjalankan kaji selidik ke atas kenderaan yang dijalankan
secara tahunan untuk menilai kadar Perjalanan Kilometer
Kenderaan (VKT) dan Perjalanan Kilometer Penumpang (PKT).

Road Safety Engineering and


Environment Research Centre
(REER)
The Road Safety Engineering & Environment Research Centre (REER)
is organised into three units:
Accident Database and Analysis Unit;
Transport Planning and Traffic Engineering Unit; and
Exposure Control and Travel Survey Unit.
REER currently consists of 20 research officers, four assistant research
officers and 13 research assistants. The centre is supported by two
administrative staff and two drafters.
Some of the major objectives of this Centre are to:
provide for a continuously updated national accident and
injury database;
map accident data using geographical codes, Road User
Movement (RUM) accident code and digital code;
undertake diagnostic analysis on road accidents and
assessment of safety interventions;
undertake research on safer road designs and road
environment;
develop traffic models on traffic and transportation facilities
and;
carry out annual surveys on vehicles to assess their Vehicle
Kilometre Travelled rate (VKT) and Passenger Kilometre
Travelled (PKT).

Bahagian Pentadbiran dan Kewangan


(ADFI)
Bahagian Pentadbiran dan Kewangan (ADFI) terdiri daripada Unit
Pentadbiran, Unit Kewangan serta Unit Latihan dan Pembangunan
Kapasiti.
Tugas utama Bahagian ini adalah untuk:
merangka dan melaksanakan garis panduan berkaitan dengan
pengurusan dan pembangunan sumber manusia;
menetapkan tatacara dan proses untuk penyelenggaraan
infrastruktur dan pentadbiran umum;
mengurus kewangan dan akaun serta menyediakan bajet tahunan;
mengurus aset dan inventori, perancangan dan pemerolehan aset
melalui tender atau rundingan secara langsung; dan
merancang, mengurus dan menganjurkan kursus/bengkel untuk
pembangunan kerjaya, peperiksaan dalam perkhidmatan dan
menyelaraskan program pembangunan kompetensi untuk semua
kakitangan.
Kewangan
Sebagai sebuah badan berkanun persekutuan, MIROS adalah
tertakluk kepada tatacara kewangan kerajaan yang sedang berkuat
kuasa dalam menguruskan kewangannya. Sehubungan dengan itu
dan juga mengikut hasrat Pengurusan MIROS, pada tahun 2009 Unit
Kewangan telah berusaha untuk memantapkan lagi pengurusan
kewangan MIROS dengan membangunkan prosedur-prosedur
kewangan serta penambahbaikan borang-borang kewangan.
Sebanyak dua bengkel kewangan diadakan pada tahun 2009 bagi
tujuan tersebut. Bermula 2009 juga, sistem Standard Accounting
System For Government Agencies (SAGA) telah dibangunkan dan
dijangka siap pada bulan Mei 2010 untuk diguna pakai sebagai
sistem perakaunan MIROS.
Pengurusan Sumber Manusia
Pada tahun 2009, Bahagian Pentadbiran dan Kewangan masih lagi
meneruskan usaha dalam pengambilan kakitangan bagi mengisi
Waran Perjawatan yang telah diluluskan oleh Jabatan Perkhidmatan
Awam (JPA). Pengambilan kakitangan bukan sahaja berstatus tetap
malah ada yang berstatus kontrak dan sambilan bagi memastikan
keperluan pelaksanaan fungsi-fungsi MIROS disokong sepenuhnya.
Berikutan hasil usaha tersebut, pengisian Waran Perjawatan MIROS
mencapai 90.29% sehingga akhir tahun 2009. Jumlah keseluruhan
pengisian jawatan di MIROS daripada pelbagai gred dan status
pelantikan adalah seperti dalam Jadual 4.

Administration and Finance


Division (ADFI)
The Administration and Finance Division (ADFI) comprises the
Administration unit, Finance and Contract unit, and Training and
Capacity Building unit.
The major tasks of this Division are to:

formulate and execute guidelines on human resource


management and development;

institute procedures and processes for the maintenance of


infrastructure and general administration;

manage finance and accounts and draft the annual budget;

manage assets and inventory, planning and asset acquisition


through tender or direct negotiations; and

plan, manage and organise staff career training development


courses/workshops for career development, in-service
examinations and standardise competency development
programmes for all staff.
Finance
As a federal statutory body, MIROS is subject to the federal
governments financial procedure in the management of its finance.
In line with this and the target of MIROS administration, in 2009 the
Finance Unit made a greater effort to solidify the financial
management of MIROS by developing financial procedures and
improving on the existing financial forms. For this purpose, two
financial workshops have been organised. Furthermore, starting from
2009 the development of the Standard Accounting System for
Government Agencies or SAGA was begun and it is expected to be
operational by May 2010, by which time it could be utilised as the
accounting system of MIROS.
Human Resource Management
Throughout the year 2009, the Administration and Finance Division
continuously sustained the effort to appoint more staff-members to
fulfill the Employment Warrant as permitted by the Public Service
Department (JPA). On top of the permanent staff members, contract
and part-time employees have also been hired to ensure that all the
responsibilities that are shouldered by MIROS are fully met.
As a result of this, the MIROS Employment Warrant fulfillment has
reached 90.29% as of the end of 2009. The total employment figures
by MIROS for all types of appointment are listed in Table 4.

Pengurusan Ilmu (PKM)
Bahagian Penerbitan dan Pengurusan Ilmu (PKM) menyediakan
perkhidmatan sokongan untuk semua Pusat, Bahagian dan Unit
dalam MIROS, bagi membolehkan tugas mereka dijalankan secara
berkesan. Terdapat tiga unit di bawah PKM; Unit Penerbitan, Unit
IT dan Multimedia, dan, Unit Perpustakaan dan Hubungan
Antarabangsa.
Unit Penerbitan
Unit Penerbitan menyediakan perkhidmatan penerbitan seperti
menyunting, rekaletak/bentuk dan percetakan yang diperlukan oleh
mana-mana unit dalam MIROS. Unit ini menerbitkan dan
menyebarkan hasil kajian dalam bentuk laporan penyelidikan,
laporan siasatan dan kod serta bahan penerbitan yang lain. Pada
tahun 2009, Unit Penerbitan telah menerbitkan 13 laporan yang
terdiri daripada tiga Laporan Penyelidikan MIROS (MRR), empat
Laporan Penilaian MIROS (MER), dua Laporan Inkuiri MIROS (MIR),
satu Laporan Audit Keselamatan Jalan Raya MIROS (MRSA) dan tiga
Laporan Analisa Kemalangan MIROS (MCAR). Unit ini juga telah
menghasilkan 29 lain-lain bahan seperti makalah, poster dan brosur.
Sebanyak 61 perkhidmatan penyuntingan dilaksanakan termasuk
laporan, buletin, risalah / poster dan laman web. Selain itu, Unit ini
juga menghasilkan 56 kerja/khidmat rekaletak sepanjang tahun
2009.
Unit Perpustakaan
Unit Perpustakaan mempunyai objektif untuk menjadi sebuah pusat
sumber maklumat berkenaan keselamatan jalan raya bukan hanya
untuk MIROS tetapi juga rantau ini. Ia menyediakan fungsi carian
maklumat, dan pada 2009, mempunyai koleksi melebihi 3000 item
dalam bentuk jurnal, buku, manuskrip dan lain-lain. Perpustakaan
juga menyediakan capaian kepada pangkalan data atas talian yang
berkaitan untuk kegunaan penyelidik di MIROS.
Unit Perpustakaan dan Rangkaian Antarabangsa telah melaksanakan
Sistem Perpustakaan MIROS pada Mei 2009. Selain itu, dengan
kerjasama Unit Penerbitan dan Unit IT satu Majlis Pelancaran
Laporan Tahunan 2008 dan Laman Web MIROS telah berjaya
diadakan pada bulan November.
Perolehan bahan rujukan di perpustakaan telah meningkat sebanyak
1,090 bahan menjadikan jumlah bahan rujukan yang terdapat di
perpustakaan sehingga bulan Disember 2009 sebanyak 2,214
bahan.

sebanyak 746 bahan telah dipinjam oleh kakitangan/pegawai pada
tahun tersebut.
Unit IT & Multimedia
Unit IT dan Multimedia pula menyediakan infrastruktur IT dan
perkhidmatan yang berkaitan di dalam MIROS. Ia mengatur dan
membangunkan infrastruktur IT, sistem aplikasi, rangkaian internet
dan intranet, akses maklumat, serta menjamin integriti data. Ia juga
menyelenggara rangakaian komputer pelayan yang menyediakan
perkhidmatan rangkaian dan aplikasi yang penting dalam operasi
pentadbiran dan fungsi penyelidikan di MIROS. Pada tahun 2009
unit ini telah menjalankan pengukuhan untuk mengemas kini
sumber IT yang disediakan untuk semua kakitangan di MIROS.

Unit IT juga telah mengemaskini laman web MIROS, yang telah


menerima 24,707 pelawat sepanjang 2009. Implementasi Sistem
Kedatangan Fingerflex telah mengurangkan proses manual yang
dijalankan oleh Unit Pentadbiran. Unit IT juga telah menambahbaik
Sistem Akses Pintu yang telah meningkatkan tahap keselamatan di
MIROS

Publications and Knowledge


Management Division (PKM)
The Publications and Knowledge Management Division (PKM)
provides supporting services to all the Centres, Divisions and Units
within MIROS to enable them to carry out their tasks efficiently.
There are three units under PKM; Publications Unit, IT and
Multimedia Unit, and, Library and International Networking Unit.
Publications Unit
The Publications Unit provides publications services such as editing,
proof reading, and design as required by any of the units within
MIROS. It publishes and disseminates research output in the form
of research reports, investigative reports and codes as well as other
publicity materials. In year 2009, the Publications Unit has printed
13 reports comprising three MIROS Research Reports (MRR), four
MIROS Evaluation Reports (MER), two MIROS Inquiry Report (MIR),
one MIROS Road Safety Audit Report (MRSA) and three MIROS
Crash Analysis Reports (MCAR). The unit also printed 29 corporate
collaterals, which included newsletters, posters, brochures, planners
and buntings. A total of 61 editing services were provided inclusive
of reports, newsletters, brochures/posters, website. In addition, the
Unit produced 56 design work/services throughout the year.
Library Unit
The Library aims to serves as a major repository of road safety
resources not only for MIROS but also the region. It provides
information search functions and as of 2009, houses more than 3000
items in its collection in the forms of journals, books, manuscripts
and guidelines. The library also provides road safety related online
databases for the use of researchers at MIROS. The Library
successfully deployed the MIROS Library System in Mei 2009, and
together with the other units of PKM, launched the MIROS Annual
Report 2009 and also the revamped MIROS website.
The library's collection was increased from 1,090 to a total of 2,214
by December 2009. Web OPAC was well-utilised with 2,832
sessions logged for the year. The online databases were accessed
2,391 times and 746 items were borrowed by the staff.
IT & Multimedia Unit
The IT and Multimedia Unit provided the IT infrastructure and its
related services within MIROS. It plans, organises and develops IT
infrastructure, application systems for internet and intranet
networking and information access and retrieval as well as ensuring
data integrity. It maintains a server room that provides network
services and applications that are crucial to the operations of the
administrative and also research functions at MIROS. In 2009 the
unit carried out a rationalisation exercise to update the IT resources
to be made available to all personnel at MIROS.
The Unit successfully led the exercise to revamp MIROS' website,
which received 24,707 visitors in 2009. It also resolved bandwidth
utilization with the installation of a new firewall to complement the
ICT infrastructure. The implementation of FingerFlex Attendance
System reduced the manual process of monitoring attendance by
Administration & Human Resource Unit and the Unit also improved
the Door Access System, which enhanced the security of MIROS'
premise.

Pada tahun 2009 sebanyak 32 projek penyelidikan telah dijalankan


oleh pusat-pusat penyelidikan di MIROS. Projek-projek ini sama ada
telah dimulakan pada tahun tersebut, masih dalam proses
penyelidikan atau telah dilaksanakan. Berikut adalah di antara
abstrak penyelidikan yang telah dihasilkan pada tahun 2009.
Rekaan dan Pembangunan Sistem Analisa dan Pangkalan Data
Kemalangan MROADS - Hizal Hanis Hashim
Sekitar 300,000 kemalangan jalan raya berlaku di Malaysia setiap
tahun dan jumlah kemalangan ini mencukupi bagi tujuan analisa.
Walau bagaimanapun, sistem data kemalangan jalan raya di
Malaysia yang sedia ada hanyalah bertujuan untuk penyimpanan
data dan pengurusan; dan bukan untuk kajian. Penilaian terhadap
data kemalangan yang telah berlaku hendaklah dijalankan bagi
mengenalpasti punca-punca yang menyebabkan berlakunya
kemalangan jalan raya. Di samping itu, sistem analisis kemalangan
jalan raya juga penting bagi membolehkan pemahaman mengenai
corak-corak kemalangan. Sebuah sistem yang menggunakan data
kemalangan sedia ada; Sistem Analisa dan Pangkalan Data
Kemalangan Jalan Raya MIROS (M-ROADS) telah dibangunkan oleh
MIROS dan ia boleh membekalkan analisa terperinci terhadap
kemalangan-kemalangan yang telah berlaku. Di samping itu ia juga
mempunyai beberapa fungsi tambahan seperti rujukan silang,
pengenalpastian kawasan berbahaya, pencarian lokasi melalui
Google Maps, pengurusan rekod dan penghasilan laporan.

Jalan Raya di Malaysia dalam Persidangan IRTAD Ke-empat di
Seoul, Korea, 16 & 17 September 2009.
Pembangunan Sistem Pusat bagi Kajian Kemalangan, Keselamatan
& Risiko - Nur Fazzillah Mohamed Noordin
Sistem pangkalan data bagi kemalangan jalan raya yang sedia ada di
Malaysia kurang lengkap dari segi komponen analisa spatial dan
lokasi. Di samping itu sistem-sistem ini sukar untuk diakses oleh
pihak-pihak luar. Penggunaan Sistem Maklumat Geografi dalam
sistem keselamatan jalan raya dan pengangkutan akan turut
membolehkan data dibangunkan dan dianalisa menurut lokasi
kemalangan yang dilihat menerusi peta dalam pangkalan; di mana
ini tidak dapat dilakukan melalui sistem-sistem pengurusan
pangkalan data terdahulu. Di samping itu, objektif utama kajian ini
adalah untuk mereka bentuk dan membangunkan sebuah pangkalan
data peringkat kebangsaan bagi kemalangan dan kecederaan.

Projek ini bertujuan menilai beberapa kaedah yang telah sedia
digunakan untuk meramalkan kematian dalam kemalangan jalan
raya di Malaysia. Kajian yang sedia ada menunjukkan bahawa tidak
banyak negara menggunakan kaedah statistik dalam meramal
jumlah kematian bagi tujuan penentuan jumlah yang disasarkan.
Malahan, banyak negara menggunakan cara penentuan yang rawak
dan juga sistem jangkaan pengurangan peratusan. Walau
bagaimanapun, Malaysia menggunakan model linear di awal 90an,

In 2009, a total of 32 research projects were conducted by the


research centres in MIROS. The projects were either initiated in that
particular year, currently in progress or have been completed. The
following are some of the research abstracts that were produced in
2009.
Design and Development of MIROS Road Accident Analysis and
Database System MROADS - Hizal Hanis Hashim
There are more than 300,000 road accidents in Malaysia yearly,
providing an abundance of data for analysis. However, the existing
road accident data system in Malaysia is geared more for record
keeping and management while its potential for intelligence is not
fully explored. Assessment of the previous accident data record is
needed to identify the associated factors contributing to road
accidents. A new system has been developed by MIROS to take
advantage of the available accident data. The MIROS Road Accident
Analysis & Database System (M-ROADS) is capable of providing
extensive road accident data analysis. Additional function in MROADS includes multi-dimensional cross-tabulation, black-spot
identification and ranking, location mapping via Google Maps,
kilometre post-analysis, record management and report generation.

Design & Development of Centralised System for Road Accident,
Safety & Hazard Studies - Nur Fazzillah Mohamed Noordin
The currently available road accident databases in Malaysia lack
components such as spatial or location analysis. The databases are
also stand-alone system and cannot be accessed by external parties.
The application of Geographic Information System for road safety
and transportation system would enable spatially distributed data to
be developed and analysed with respect to its actual location
overlaid on a base map that was previously not possible with the
other database management systems. The main objective of this
research is to design and develop a spatial-based national-level
accident and injury database.

Development of A New Approach of Forecasting Malaysian Road
Accidents - Rohayu Sarani
This project attempts to develop and review some methods used in
forecasting road traffic fatalities in Malaysia. Current findings show
that not many countries in the world employ statistical methods in
estimating their fatalities for target setting. Many of them use an
arbitrary setting while some uses expected percentage reduction.
Malaysia, however, used linear model in the early 90s, log liner
model in 1998 and time series in 2004 in setting targets.The general
objective of this project is to establish a realistic target as a revision
to the existing Malaysian Road Accident 2010 Death Target.
Specifically, the project will look into the log linear model developed
by Radin in 1998 with additional dummy variable name
(intervention variable). From the new model, the road safety target
will be revised accordingly. There are three target settings to be

model log-linear pada 1998 dan siri-masa pada tahun 2004 dalam
menetapkan sasaran. Di samping itu, objektif umum projek ini
adalah untuk menentukan sasaran yang munasabah bagi merombak
Ramalan Jumlah Kematian Kemalangan Jalan Raya Malaysia 2010.
Dan untuk lebih khusus, projek ini akan mengkaji model log-linear
yang dibangunkan Radin pada 1998 dengan penambahan nama
dummy pemboleh-ubah (pemboleh-ubah intervensi). Menerusi
model baru ini, sasaran keselamatan jalan raya akan dirombak
menurut kesesuaian. Tiga jenis sasaran akan dibangunkan; jumlah
keseluruhan kematian, kematian penunggang motosikal dan
kematian melibatkan pengguna jalan raya selain daripada
penunggang motosikal.

Pemodelan Hubungkait antara Kemalangan Motosikal dan
Penggunaan Tanah - Azzuhana Roslan
Bagi menjadikan jalan raya lebih selamat, pihak berkuasa selalunya
memperbaiki ukuran kejuruteraan dan pengawasan lalulintas.
Menurut teori pengurusan keselamatan bandar, penggunaan tanah
adalah salah satu aspek yang digunakan untuk mencegah dan
mengurangkan kemalangan. Projek ini bertujuan untuk mengkaji
kesesuaian pemboleh-ubah penggunaan tanah dalam meramalkan
jumlah kemalangan motosikal. Rekod kematian di daerah Klang juga
dianalisa bagi mendedahkan variasi temporal dalam jumlah
kemalangan motosikal. Menggunakan GIS, data penggunaan tanah
digabungkan dengan data jumlah kemalangan motosikal untuk
menjana data yang relevan untuk analisa ini. Model linear umum
(GLM) turut dibangunkan menggunakan jumlah kemalangan
motosikal sebagai pemboleh-ubah bertindak balas; dan penggunaan
tanah utama, jarak jalan dan jumlah lalulintas sebagai pembolehubah yang dimanipulasi.
Road Traffic Injury Prevention & Analysis (R-TRIPS) - Hizal Hanis
Hashim
Data kemalangan jalan raya yang telah dikumpul oleh Polis Trafik
Malaysia merupakan sumber utama data untuk analisa keselamatan
jalan raya. Data yang telah dikumpul termasuk maklumat mengenai
persekitaran jalan raya, keadaan kenderaan, demografi kematian dan
tahap sesuatu kecederaan. Penyelidikan yang lepas mendapati
terdapat kekurangan maklumat kecederaan yang lengkap dan
terperinci. Keperincian maklumat penting bagi menjalankan analisa
mendalam terutamanya untuk selepas kemalangan dan penyelidikan
kecederaan trafik jalan raya. Untuk menangani kekangan ini, MIROS
dengan kerjasama Kementerian Kesihatan melalui Pusat
Penyelidikan Klinikal (CRC) telah memulakan suatu projek bertajuk
Kajian Pencegahan Kecederaan Trafik Jalan Raya (R-TRIPS). Kajian
ini mengumpul data kecederaan kemalangan jalan raya yang
terperinci dari enam hospital di sekitar Lembah Klang. Di antara data
yang telah dikumpul termasuk penjagaan sebelum hospital, Skor
Tahap Kecederaan (ISS) dan Skala Abreviasi Kecederaan (AIS). Hasil
daripada pengumpulan data selama enam bulan adalah
menggalakkan. Penemuan baru daripada data telah digunakan untuk
memformulasi polisi dan penyelidikan untuk keselamatan jalan raya.
Data kemalangan yang ditambah dengan data kecederaan akan
memberi pemahaman yang lebih baik mengenai kecederaan di jalan
raya dan seterusnya akan membantu para penyelidik untuk

Modelling the Relationship between Motorcycle Accident and Land
Use - Azzuhana Roslan
To make roadways safer, the authorities usually look at improving
engineering measurements or traffic monitoring. According to the
theory reference of urban safety management, land use is one of the
policies used to prevent and reduce accidents. This project
investigates the suitability of land use variables in predicting the
number of motorcycle accidents. Casualty records for Klang District
are analysed to reveal trends of temporal variation motorcycle
accident numbers. Using GIS technique, land use data will be
combined with motorcycle accidents data to generate relevant
inputs for the analysis. Generalized Linear Models (GLM) were
developed using motorcycle accidents as the response variable, with
primary functional land use, road length and traffic volume as
explanatory variables.

Road Traffic Injury Prevention & Analysis (R-TRIPS) - Hizal Hanis

Throughout the years, road crashes data collected by the Malaysian
Traffic Police has been the main source for road safety analysis. Data
collected includes information on road environment, vehicle
performance, driver characteristics, casualty demographics and
injury severity level. Previous research has investigated the level of
incompleteness of police data. Complete injury details are often
lacking and these details are essential to perform in depth analysis
especially for post crash and road traffic injury research. To bridge
the gap, the Malaysian Institute of Road Safety Research (MIROS)
with cooperation from Ministry of Health through Clinical Research
Centre (CRC) has initiated a project entitled Road Traffic Injury
Prevention Study (R-TRIPS) to collect detailed road crash injuries
from six hospitals around Klang Valley. Among the data collected
includes pre-hospital care, Injury Severity Score (ISS) and the
Abbreviated Injury Scale (AIS) which has been proven beneficial for
road safety analysis. The results from the six months data collection
were encouraging. New findings from the data were used to
formulate for policies and research for road safety. Crash data
complemented with injury data would provide better understanding
on road traffic injury thus will help researchers and professionals to
conduct advanced research to improve road safety situation.
Rear Seatbelt Wearing in Malaysia, 4th International Conference
on Driver Training and Behaviour, Amsterdam, Netherland. - Norlen

The implementation of rear seatbelt policy is one of the initiatives
taken by the Malaysian government to bring down death rate due to
road crashes. A national advocacy campaign was implemented in a
stepwise approach, six months prior to the law enforcement on 1st
January 2009. The main elements in the campaign during this first
three-month period were merely safety promotion (including social
marketing and education), and the community based forum.
Elements of stern advice or warnings by enforcement officers were

menjalankan penyelidikan pada tahap yang lebih tinggi di masa


hadapan bagi memperbaiki keadaan keselamatan jalan raya.
Penggunaan Tali Pinggang Keledar oleh Penumpang Belakang di
Malaysia, Persidangan Antarabangsa Latihan dan Perlakuan
Pemandu Keempat, Amsterdam, Belanda. - Norlen M, Fadhli Y,

Keputusan kerajaan Malaysia untuk mewajibkan penggunaan tali
pinggang keselamatan oleh penumpang belakang adalah salah satu
usaha menurunkan jumlah kematian yang berpunca dari
kemalangan jalan raya. Sebuah kempen peringkat kebangsaan telah
dijalankan secara berperingkat, enam bulan sebelum ia
dilaksanakan secara wajib pada 1 Januari 2009. Unsur-unsur utama
kempen ini pada tiga bulan pertama adalah promosi keselamatan
(melibatkan pemasaran dan pendidikan sosial) dan juga forum
berteraskan komuniti. Kajian ini menggunakan kedua-dua kaedah
pemerhatian dan kaedah kaji selidik swa-perlaksanaan. Sejumlah
18,741 penumpang belakang telah diselidik bagi penggunaan tali
pinggang keselamatan. Di samping itu, 1,767 kaji selidik swaperlaksanaan juga telah diedarkan. Hasil kajian mendapati
penggunaan tali pinggang keselamatan belakang adalah masih
sangat rendah (2.5%) selepas kempen tiga bulan ini walaupun lebih
70% daripada orang ramai tahu dan percaya bahawa penggunaan
tali pinggang keselamatan belakang dapat menyelamatkan nyawa
dan mengurangkan kecederaan teruk. Lebih dari 60% responden
menyatakan bahawa mereka hanya akan menggunakan tali
pinggang keselamatan belakang jika ianya diwajibkan oleh undangundang. Di samping itu, hampir 80% menyatakan bahawa mereka
tidak mengetahui yang pemakaian tali pinggang keselamatan
belakang akan diwajibkan bermula daripada 1 Januari 2009.
OSA di Kalangan Pemandu Bas Komersial di Malaysia pada
Kolokium Kesihatan Awam Kebangsaan Ke-16 - Fadhli Y, Marina MB,
Norlen M, Mohd Razif, Ilhamah O, Mazita Ami, Abdullah Sani
Peningkatan risiko kemalangan jalan raya di kalangan mereka yang
mengalami obstructive sleep apnoea (OSA) telah dilaporkan dalam
banyak kajian yang dijalankan sebelum ini. Seseorang yang
menghidapi OSA akan mengalami gangguan fungsi kognitif,
gangguan psikomotor dan juga rasa mengantuk yang terlampau yang
boleh mempengaruhi pemanduan. Adalah penting untuk
mengetahui status OSA di kalangan pemandu bas komersial kerana
ia boleh menjadi salah satu punca kemalangan. Objektif kajian ini
adalah untuk menyiasat jumlah pemandu bas komersial di Malaysia
yang menghidapi OSA. Kajian dijalankan dengan memilih beberapa
pemandu daripada lima syarikat bas di Malaysia. Mereka
kemudiannya diminta hadir ke hospital untuk pengumpulan data
melalui soal-selidik, kajian perlakuan tidur dan ujian
'polysomnography'. Soal selidik bertulis itu bertanyakan mengenai
data demografi, tanda-tanda dan simptom OSA, faktor-faktor yang
mungkin berkaitan dan kajian mengenai rasa mengantuk dan risiko
OSA subjek. Diagnosis OSA bagi setiap subjek adalah berdasarkan
indeks 'hypopnoea' apnea (AHI). Subjek dengan AHI 5-<15
dikelaskan sebagai mengalami sedikit apnoea, mereka dengan
15-<30 mengalami apnoea sederhana manakala mereka dengan
AHI 30 dan lebih mengalami apnoea teruk. Melalui kajian yang
dijalankan terhadap 292 orang pemandu-pemandu bas ini, didapati
bahawa 128 subjek (44.3%) mengalami lima kali atau lebih kejadian
apnoea tidur bagi setiap jam tidur, 83 (28.7%) mengalami sedikit
apnoea, 26 (9.0%) apnoea sederhana dan 19 (6.6%) mengalami
apnoea teruk.

not part of this three-month advocacy period. This study employed


both observational and self-administered survey methods. A total of
18,741 rear passengers were observed for their status of seatbelt
wearing. A total of 1,767 self-administered survey responses were
also included. Results: The overall practice of rear seatbelt wearing
was still very low (2.5%) after the first three-month advocacy
campaign even though more than 70% of the public knew and
believed that using rear seatbelts can save lives and reduce serious
injuries. More than 60% of the respondents stated that they would
only wear rear seatbelt if the law is enforced. Almost 80% of the
respondents stated they were unaware of the impending law that
would come into force on 1st January 2009.
OSA among commercial bus driver in Malaysia at the 16th National
Public Health Colloquium - Fadhli Y, Marina MB, Norlen M, Mohd
Razif, Ilhamah O, Mazita Ami, Abdullah Sani
The significant increase in risk of road traffic accident among people
with Obstructive Sleep Apnoea (OSA) has been reported in many
studies. A person with OSA can have a decreased cognitive function,
psychomotor impairment and excessive sleepiness which can affect
his or her driving performance. It is very important to know the status
of OSA among commercial bus drivers as it could be one of the
contributing factors for an accident.Objective: To determine the
prevalence of Sleep Apnoea among commercial bus drivers in
Malaysia.Methods: Five bus companies were selected from a list of
the main express bus companies in Malaysia as provided by the
Commercial Vehicle Licensing board (LPKP). The selected drivers
from the companies were included in study. The subjects were
arranged to come to hospital for data collection. Methods of data
collection were via questionnaire and sleep study or
polysomnography test. The questionnaire covers demographic data,
signs and symptoms of OSA, potential associated factors and
conditions, and assessment on the subjective sleepiness and risk of
OSA. Diagnosis of sleep apnoea for each subject was based on the
Apnoea hypopnoea Index (AHI) from the sleep study. Subjects with
AHI of 5 - <15 are regarded as having mild apnoea, those with an
AHI of 15-<30 are classified as having moderate apnoea and those
with an AHI of 30 and more are said to be having severe
apnoea.Results: A total of 292 express bus drivers from five main bus
companies participated in the study. Results of sleep study shows
128 subjects (44.3%) had AHI of five or more episodes per hour of
sleep with 83 (28.7%) of the respondents had AHI of 5 to <15 or
mild OSA, 26 (9.0%) had AHI of 15 - <30 or moderate OSA and 19
(6.6%) had 30 or more episodes of AHI of per hour of sleep which
represent severe OSA.
Community Based Programme for Safety Helmet - Nusayba Megat
Johari
Motorcyclists constitute 49% of the road user population and 60%
of road fatalities involve motorcyclists with head injury being the
main cause of death. Compliancy to proper safety helmet use
decreases the risk of head injuries by 2.7 times. The Community
Based Safety Helmet Programme (CBP) is an initiative towards
promoting helmet wearing compliance in rural areas. The objective
of this research is to monitor and evaluate the compliancy rate for
safety helmet wearing in selected rural areas throughout Malaysia
(Phase II). With the involvement of various government and non-

Program Komuniti Pemakaian Topi Keledar - Nusayba Megat Johari


Daripada kesemua pengguna jalan raya di Malaysia, 49% adalah
penunggang dan pembonceng motosikal dan 60% kematian akibat
kemalangan jalan raya adalah melibatkan mereka, di mana
sebahagian besar daripadanya disebabkan kecederaan kepala.
Penggunaan topi keledar dapat mengurangkan risiko kecederaan
kepala sebanyak 2.7 kali ganda. Program Komuniti Pemakaian Topi
Keledar adalah satu usaha dalam menggalakkan pemakaian topi
keledar di kawasan pedalaman. Kajian ini bertujuan mengkaji kadar
pemakaian topi keledar di beberapa kawasan pedalaman di
Malaysia (Fasa II). Dengan penglibatan pelbagai agensi kerajaan dan
bukan-kerajaan, aktiviti-aktiviti seperti promosi, pemberian topi
keledar secara percuma dan penguatkuasaan turut dilibatkan dalam
program ini. Peratusan pemakaian topi keledar secara betul diambil
sebelum, semasa dan selepas program dijalankan. Kadar pemakaian
topi keledar diambil seminggu sekali di setiap kawasan kajian. Data
di kawasan yang hampir serupa juga diambil sebagai kawalan. Data
yang diambil adalah jenis pemakaian seperti pemakaian yang betul,

Keselamatan pelajar-pelajar sekolah yang berjalan dari dan ke
sekolah adalah merupakan salah satu isu utama. Pihak yang
berwajib perlu mengenalpasti masalah yang menyebabkan
kecederaan kepada pelajar sekolah yang berjalan kaki dan
mengatasinya. Ini melibatkan kaedah kejuruteraan lalulintas seperti
pengawalan kelajuan lalulintas bagi keselamatan pelajar sekolah
yang berjalan sepanjang atau melintasi jalan raya yang sibuk di
sekitar kawasan sekolah. Di Malaysia, dari tahun 1995-2008
kematian pelajar sekolah di jalan raya di sekitar sekolah
menunjukkan kadar penurunan, walau bagaimana pun kadar
kematian di lintasan jalan raya menunjukkan sedikit peningkatan,
dan ini mungkin disebabkan lalulintas yang laju. Pengawalan
lalulintas telah digunakan secara menyeluruh di Malaysia
terutamanya di kawasan perumahan dan perusahaan, namun setakat
ini tidak diketahui keberkesanannya di kawasan sekolah. Ini
mengakibatkan keperluan untuk menyiasat kaedah pengawalan
kelajuan lalulintas di kawasan sekolah yang sedia ada dengan cara
mengkaji keberkesanan (1) pelbagai jenis pengawalan kelajuan
lalulintas melalui pengurangan kelajuan, (2) rekabentuk kaedah
pengawalan kelajuan lalulintas dan (3) hubungkait antara kadar
keselesaan kaedah tersebut dan keberkesanan pengurangan
kelajuan.

government agencies, activities such as advocacy, helmet give-aways


and enforcement were incorporated in the programme. Percentage
of helmet wearing and proper helmet wearing was observed before,
during and after the programme. Helmet compliance data was
collected on a weekly basis at each study area. A similar twin-area
was also selected for control sample. Data collected include type of
helmet wearing, i.e. proper wearing, loose, untied and not wearing.
A focus was being made on proper wearing versus wearing
(including loose and untied). Data of helmet wearing obtained in
this study supports the importance of targeted enforcement to help
increase proper helmet wearing amongst motorcyclists in Malaysia.

Evaluation of Traffic Calming Scheme in the Vicinity of Schools in

The safety of school children walking to and from schools are a
major concern. Authorities need to identify problems and implement
improvements to mitigate child pedestrian injuries around schools.
This includes traffic-engineering approaches such as traffic calming
measures, to improve the safety of school children walking along or
crossing busy streets around school areas. In Malaysia, for the past
13 years (1995-2008), there are signs of reduction of school children
casualties in the vicinity of schools in Malaysia but however, there
was a slight increase of casualties occurring at school crossing
points, which might be due to high-speed traffic. Traffic calming has
been used extensively in Malaysia especially in residential and
commercial areas but it is generally unknown how effective traffic
calming is in school areas. This has prompted a need to investigate
the existing traffic calming scheme around school areas by studying
the effectiveness of (1) different type traffic calming measures with
speed reduction, (2) the design of traffic calming measures with
speed reduction and also establishing a (3) relationship between
level of comfort of the traffic calming measures with respect to speed
reduction.

Putrajaya, a federal administrative centre, faces traffic congestions
and traffic accident problems. Realising that combating these two
issues is very challenging, the relevant authority has embarked on
two major projects: explicit goal of 70:30 for public transport and
private vehicles share in the core precincts and Putrajaya Zero
Fatalities Vision. Simply improving public transport system was
inadequate to achieve the goal of 70:30 share. Driven by
recommendations from the other studies, this project is set to
examine the effect of demand management measures in influencing
mode choice as well as the consequences of modal shift on road
network. Stated Preference (SP) survey was adopted to gather the
mode preference under various hypothetical scenarios based on the

Putrajaya mengalami masalah kesesakan dan kemalangan jalan raya.
Menyedari keperluan mengatasi kedua-dua masalah ini, pihak yang
berwajib telah menjalankan dua projek utama: mendapatkan nisbah
70:30 bagi penggunaan pengangkutan awam di presintpresint
utama dan Visi Sifar Kemalangan Maut untuk Putrajaya.
Meningkatkan kualiti sistem pengangkutan awam semata-mata
adalah tidak cukup bagi mencapai nisbah 70:30 ini. Melalui saranan
dari kajian-kajian lain, projek ini bertujuan untuk menilai kesan
kaedah-kaedah pengurusan permintaan dalam menentukan pilihan
jenis pengangkutan dan kesannya ke atas rangkaian jalan. Soal
selidik Stated Preferences (SP) telah digunakan untuk mengumpul
pilihan jenis pengangkutan dalam pelbagai senario ramalan
berdasarkan faktor-faktor tertentu seperti masa perjalanan, tambang,
kekerapan bas, harga tempat letak kereta dan jumlah kemalangan
setiap tahun. Keputusan yang diperolehi diharapkan dapat
membantu dalam membangunkan sebuah polisi keselamatan jalan
raya di Putrajaya.
Kajian Keberkesanan Kamera Lampu Isyarat dalam Mengurangkan
Perlanggaran Lampu Merah di Malaysia - Hawa Mohamed Jamil
Sejumlah 363,319 kemalangan jalan raya telah berlaku dan
menyebabkan 6,282 kematian pada tahun 2007. Salah satu sebab
utama kemalangan dan kematian ini adalah melanggar lampu
isyarat merah. Kesalahan ini dipercayai sedang meningkat dan telah
mengakibatkan 172 kematian dan 814 kecederaan pada tahun
2007. Kebanyakan kejadian ini disebabkan pemandu melintasi
simpang ketika lampu merah telah dinyalakan. Kajian ini dijalankan
untuk menilai keberkesanan kamera lampu merah sebagai
sebahagian dari Sistem Penguatkuasaan Automatik (AES). Kajian
sebelum dan selepas pemasangan kamera dijalankan untuk menilai
keberkesanan kamera ini dalam mengawal kesalahan melanggar
lampu merah. Ia mengkaji perlakuan ini mengikut lorong, sebelum
dan selepas kamera dipasang.
Sistem Penguatkuasaan Had Kelajuan Automatik (AES) - Sharifah
Allyana Syed Abd Rahim
Di Malaysia, sebab paling utama perlanggaran di jalan raya adalah
disebabkan hilang kawalan kenderaan yang disebabkan membawa
kenderaan dengan laju. Pada tahun 2007, 24.4% kemalangan maut
telah berlaku disebabkan hilangnya kawalan kenderaan kerana
perlanggaran dari tepi (16.45%). Banyak negara-negara maju telah
menggunakan sistem penguatkuasaan secara automatik untuk
mengatasi perlakuan memecut, kekurangan pegawai penguatkuasaan
dan penguatkuasaan berterusan. Kejayaan mereka telah menggalakkan
kerajaan Malaysia untuk turut melaksanakan Sistem Penguatkuasaan
Automatik (AES) di Malaysia. Kajian ini telah dilaksanakan untuk
mengkaji keberkesanan sistem ini. Ia dijalankan melalui kaedah
quasi experimental dengan tiga petunjuk untuk menentukan
keberkesanan AES ini. Penanda aras ini adalah profil kelajuan 85%,
kepatuhan kepada had kelajuan dan data kecederaan. Kutipan data
ini dijalankan setiap bulan di luar waktu puncak ketika laluan jalan
raya tidak terganggu dan tidak sesak.

expected to provide some insights into the development of traffic
safety planning policy in Putrajaya.
The Effectiveness of Red Light Camera in Reducing Red Light
Violations in Malaysia - Hawa Mohamed Jamil
In Malaysia, traffic crashes contribute the most significant injuries
and death. The number of road accidents in 2007 was 363,319 and
this resulted in 6,282 road fatalities. One of the likely reasons in high
number of accident and fatalities could be from running the red
light. Traffic light violations are believed to be growing and resulted
in 172 fatalities and 814 injuries in 2007. Primary causes of crashes
at signalized intersection involves vehicle entering an intersection
when the red signal is displayed. Drivers often face a problem when
reaching a signalized intersection at the onset of amber; they can
either put on the brakes or proceed through the intersection. The
drivers are in an option zone or dilemma zone, in which it is neither
possible to proceed straight at constant speed to clear the stop line
nor possible to stop comfortably at the stop line. The main objective
of this study is to evaluate the effectiveness of Red Light Camera
(RLC) as a tool for Automated Enforcement System (AES). A before
and-after study was designed to evaluate the impact of installing RLC
on red light running violations. The violations before camera
installation were compared to those obtained after installation along
each individual approach installed with RLC (referred to as the
camera approach), on a lane-by-lane basis.
Automated Enforcement System - Speed Related (AES) - Sharifah

In Malaysia the highest collision type that leads to fatal accidents is
due to loss of control which can be associated with speeding. In the
year 2007, 24.4% of fatal accidents occurred due to loss of control
followed by side collision accidents (16.45%). Developed countries
have been using automated enforcement to overcome the speeding
problem, insufficient number of enforcement officer and continuous
enforcement. The success of this intervention has led the government
to implement the Automated Enforcement System (AES) programme
in Malaysia. The objective of this study is to see the effectiveness of
the implemented system. The evaluation was carried out by using
quasi experimental design study with three indicators to determine
the effectiveness of AES. These indicators are; 85th percentile speed
profile, speed limit compliance level and accident and injury
data.The data collection was carried out on a monthly basis during
off peak periods where the travel way was not interrupted and no
congestion was present.

Sepanjang musim perayaan Hari Raya Aidilfitri tahun 2008,
beberapa agensi kerajaan dan bukan-kerajaan telah bekerjasama
dalam menyediakan Stadium Nasional Bukit Jalil sebagai terminal
bas ekspres sementara bagi memenuhi kenaikan permintaan bas
ekspres ke selatan (Negeri Sembilan, Melaka & Johor) sempena
musim balik kampung. Satu kajian telah dijalankan oleh MIROS
untuk mengukur kesesuaian terminal bas ekspres sementara ini dari
segi keselamatan kepada penumpang dan alam sekitar. Objektif
utama kajian ini adalah keberkesanan bas ekspres sementara ini dari
segi keselamatan jalan raya dan juga untuk memberi cadangan
keselamatan kepada pihak berkuasa untuk dilaksanakan di masa
hadapan. Penilaian ini telah dijalankan melalui pemerhatian di
tapak dan soalan kaji selidik. Keputusan kajian kemudiannya
dibandingkan dengan standard terminal bas kekal yang terdiri
daripada 10 ciri-ciri utama dan 48 ciri-ciri keperluan keselamatan.

Penggunaan Tali Pinggang Keselamatan di Kalangan Warga Kerja

Penggunaan tali pinggang keselamatan telah terbukti penting bagi
keselamatan di jalan raya. Disebabkan itu, penggunaan tali pinggang
adalah salah satu komponen utama dalam Visi Sifar Kemalangan
untuk Putrajaya (PZFV). Kajian ini adalah kajian perintis dalam
mengkaji kadar penggunaan tali pinggang keledar di Putrajaya dan
hasil kajiannya dapat digunakan sebagai penanda aras PZFV. Kajian
ini bertujuan mengesan corak penggunaan tali pinggang
keselamatan di Putrajaya mengikut masa, lokasi, jantina, jenis
kenderaan dan kerusi yang diduduki. Secara keseluruhannya,
penggunaan tali pinggang keselamatan adalah rendah bagi
penumpang hadapan dan belakang walaupun undang-undang yang
mewajibkan penggunaannya dan kempen penggunaan telah
dijalankan enam bulan sebelum kajian ini dilaksanakan. Selain itu,
hasil kajian ini juga dapat digunakan oleh aktiviti keselamatan jalan
raya yang akan dijalankan pegawai penguatkuasaan dan pihak yang
berwajib.

Antara beberapa cadangan yang telah diutarakan untuk keselamatan
penumpang adalah mengharamkan kegiatan bas ekspres waktu awal
pagi. Adalah amat penting untuk mengkaji semua kesan-kesan yang
akan berlaku jika ini dilaksanakan, terutamanya kesan-kesan yang
berkait rapat dengan objektif pengharaman ini. Ini dilakukan
sebelum kerajaan membuat apa-apa keputusan, terutamanya
kesannya terhadap isu-isu seperti keletihan dan rehat pemandu, dan
juga kesan-kesan sampingan terhadap pemandu, penumpang,

facilitate the increased demand for Balik Kampung services to the


South (Negeri Sembilan, Melaka & Johor). An evaluation on the
performance of the temporary express bus terminal with regards to
passenger safety and the environment was carried out by the
Malaysian Institute of Road Safety Research (MIROS). The main
objectives of this evaluation are to study the practicability of the
temporary bus terminal in relation to road safety aspects and to
recommend to the organizer the appropriate safety measures for
future implementations. Several aspects with regard to the operation
of the temporary express bus terminal were assessed for its safety
implications to the terminal users as well as the public. Assessments
were carried out through site observations and questionnaire
surveys. The findings were compared to a standard practice of a bus
terminal set-up which consisted of 10 main requirements with a total
of 48 safety practice elements.

Compliance in Seatbelt Use among Working Populations in

Seatbelt use is a vital and proven road safety intervention, thus,
seatbelt use is to be part of an important component for the Putrajaya
Zero Fatality Vision (PZFV). This study would pioneer the measuring
of seatbelt compliance rate in Putrajaya and its findings could be
used as the baseline for the PZFV. The aim of the study was to
describe the patterns of seatbelt use among road users in Putrajaya
by time, locations, gender, type of vehicle and seat positions. The
overall seatbelt use for drivers, front passengers, and rear passengers
were low despite the legislation of mandatory rear seatbelt use and
the advocacy efforts by the government coming into effect six
months before the survey. This survey highlighted a few key areas of
concern that could give potential implications for targeted
interventions by the enforcement officers and relevant stakeholders.

An Impact Assessment of Banning Wee-Hour Express Bus Operation

The possibility of banning public express buses from operating
during the wee-hours has emerged as an important consideration in
the interest of passenger safety. It is crucial to determine all the
possible impacts especially on the impacts that are related to the
objective of the banning. An impact assessment was conducted to
determine all possible impacts prior to the government making any
decision on the banning and to describe the possible impacts of
banning the wee-hour driving on issues of sleepiness and fatigue
among bus drivers and direct and indirect impacts to the drivers,
passengers, bus operators, and bus terminal operations. The move
to ban wee-hour operation could possibly result in more negative
impacts on the overall road safety agenda if the fundamental issues,
such as driving and working hours, rest and sleep places for drivers,
a safer and more accessible public transportation system as an
alternative to those who choose to travel at night, are not improved.

Di Malaysia, kaitan di antara cuaca dan kemalangan jalan raya
kurang mendapat perhatian daripada mana-mana universiti ataupun
agensi kerajaan. Jadi kajian ini dijalankan bagi meningkatkan
perhatian bidang pengangkutan di Malaysia terhadap cuaca di
Malaysia, dan kesannya terhadap sistem pengangkutan. Satu kajian
yang menyeluruh terhadap isu ini adalah penting bagi memahami
kesan-kesan cuaca yang berlainan terhadap sistem pengangkutan
secara keseluruhannya. Satu maklumat yang penting dalam kajian
seumpama ini adalah faktor cuaca yang mengakibatkan kemalangan
jalan raya adalah berbeza-beza di setiap negara dan juga berbezabeza di setiap tempat berlainan di sesebuah negara. Ini kerana ia
dipengaruhi faktor muka bumi, demografi, sosio-ekonomi dan juga
faktor-faktor lain yang unik terhadap sesuatu kawasan itu. Jadi, kajian
di peringkat awal ini bertujuan untuk mengumpul sebanyak
mungkin maklumat yang sedia ada bagi proses mencari hasil kajian
dan membuat kesimpulan mengenai usaha-usaha yang perlu
diambil bagi mengurangkan kadar kematian disebabkan
kemalangan jalan raya di Malaysia. Di samping itu, hasil kajian ini
juga akan dapat digunakan sebagai panduan bagi kajian yang lebih
mendalam dalam isu yang sama di masa hadapan.

Penambahbaikan Proses Penilaian Keselamatan Kenderaan Tanpa


Melibatkan Perlanggaran (MyVAP) - Khairil Anwar Abu Kassim
Proses Penilaian Keselamatan Kenderaan Malaysia (MyVAP) telah
direka untuk melengkapi penilaian keselamatan kenderaan yang
sedia ada. Ia juga menggunapakai sedikit kandungan Program
Penilaian Kenderaan Baru (NCAP) yang disasarkan untuk mendidik
golongan pengguna. Ia bertujuan membantu pengguna memilih
kenderaan yang ingin dibeli menerusi ciri-ciri keselamatan sewaktu
perlanggaran. Ini adalah disebabkan NCAP akan sentiasa lebih
dipercayai dari undang-undang yang sedia ada yang sudah tentu
terpaksa berkompromi dengan keperluan perniagaan dan ekonomi
sesebuah negara. Walau bagaimana pun, MyVAP tidak melibatkan
ujian perlanggaran. Sebaliknya, ia hanya menilai proses
pembangunan dan pembuatan sesuatu model kenderaan dan
kaedah yang digunapakai. Beberapa bengkel dalaman telah
dijalankan pada tahun 2008 dengan wakil-wakil pembuat
kenderaan kebangsaan. Ini menghasilkan satu matriks yang
mengandungi beberapa penilaian tanpa melibatkan perlanggaran.
MyVAP juga memberi pengiktirafan berdasarkan jumlah bintang
walaupun ketika ini cara pemberiannya tidak 100% serupa dengan
cara yang digunapakai NCAP. MyVAP ketika ini adalah satu pilihan
yang diberikan kepada pembuat, pemasang (CKD) dan penjual
(CBU) kenderaan untuk mendapatkan pengiktirafan ciri-ciri
keselamatan MIROS bagi kenderaan mereka.

regardless of time period of the operations.
WRRAPP Phase 1 A Preliminary Study on the Effects of Weather
on Road Accidents - Zulhaidi Mohd Jawi
In Malaysia, the association between weather and road accident
hardly gains special attention by any government agencies or local
universities. Thus, this study is initiated to identify the sensitiveness
level of our road transportation towards the Malaysian climate, or
precisely the effects of the prevailing weather conditions. The need
of a comprehensive study regarding the said concern is vital in order
to comprehend the effects of different weather phenomena on the
transportation system as a whole. An important issue to address in
researching on weather-accident issues is that the effects of weather
variables contributing to road crashes vary from one country to
another, and from one place to another in a country. This is basically
influenced by the topography, demography, socio-economy and
several other factors of a certain place which has its unique
integration with weather condition. Thus, the aim of the research at
this early phase is to gather as much knowledge and information
including available related data in order to bring to a conclusion and
to identify findings of what need to be implemented in the effort to
reduce the number of road casualties in Malaysia. Consequently, the
research output of this project could serve as a guide for expanding
more in-depth weather-related road accident researches in the
future.
Refinement of Non-Destructive Approach for Vehicle Safety
Assessment (MyVAP) - Khairil Anwar Abu Kassim
Malaysian Vehicle Safety Assessment Programme (MyVAP) is devised
to complement the prevailing vehicle regulations. MyVAP has also
adopted the gist of the New Car Assessment Programme (NCAP)
which is primarily dedicated to educating the consumers. It helps
them choose the best car in regards to vehicle crashworthiness. This
is because NCAP requirements will always supersede existing
legislations that inevitably have to compromise with trading and
economic barriers. The current principles of MyVAP do not involve
destructive tests at all. Instead, it only assesses the process of
development and production of a specific vehicle model as per the
methodology. Several in-house workshops had been conducted in
2008 with the participation of representatives from national car
manufacturers. The process had eventually produced a matrix of
non-destructive assessment elements. The MyVAP assessment also
uses star rating scheme but its implementation, as of today is not
completely similar to that of the NCAP. MyVAP at the moment is an
option for vehicle manufacturers, assemblers (CKD) as well as traders
(CBU) to obtain safety recognition from MIROS for their specific
model.

MAKLUMAT AM
Institut Penyelidikan Keselamatan Jalan Raya Malaysia (MIROS)
adalah sebuah badan berkanun yang ditubuhkan pada 3
Januari 2007 berdasarkan keputusan Jawatankuasa Kabinet dan
beroperasi di bawah Rang Undang-Undang MIROS 2009.
Aktiviti utama MIROS ialah menjalankan penyelidikan yang
relevan bagi membolehkan inisiatif keselamatan jalan raya
yang berimpak tinggi dilaksanakan.

2)

DASAR-DASAR PERAKAUNAN UTAMA


a) Asas perakaunan
Penyata kewangan MIROS disediakan berdasarkan
konvensyen kos sejarah dan mengikut piawaian
Perakaunan Private Entity Reporting Standards (PERS) yang
diluluskan oleh Lembaga Piawaian Perakaunan Malaysia
(MASB) yang diluluskan di Malaysia.
b)

Hartanah, loji dan peralatan serta susutnilai


Harta-harta pemilikan
Hartanah, loji dan peralatan adalah dinyatakan pada
kos ditolak susutnilai terkumpul dan/atau kerugian
pengurangan nilai.
Pengiktirafan harta modal
Pekeliling Perbendaharaan Bil. 5 Tahun 2007 adalah
digunapakai bagi pengiktirafan harta modal.
Susutnilai
Susutnilai tidak diperuntukan atas tanah milik bebas.
Hartanah, loji dan peralatan adalah disusutnilaikan
dengan menggunakan kaedah garis lurus untuk
menghapuskira kos hartanah, loji dan peralatan ke atas
jangka hayat penggunaannya. Kadar susutnilai tahunan

Penghutang
Penghutang dinyatakan pada nilai yang dijangka boleh

yang dijangka akan dibayar pada masa hadapan bagi
barangan dan perkhidmatan yang diterima.

e)

Pengiktirafan Pendapatan
Geran Kerajaan bagi Belanja Mengurus diakaunkan
berdasarkan tunai melainkan terdapat keperluan untuk
pengubahsuaian dan dinyatakan dalam Penyata
Pendapatan.

GENERAL INFORMATION
Malaysian Institute of Road Research Safety (MIROS) is a
statutory body established on 3 January 2007 on the decision
of a Cabinet Committee and operates under the MIROS Bill of
2007.
The principal activity of MIROS is to carry out relevant
researches to ensure implementation of high impact road safety
initiatives.

2)

PRINCIPAL ACCOUNTING POLICIES


a) Basis of Accounting
The financial statement of MIROS has been prepared
based on the historical cost convention and following
Private Entity Reporting Standards (PERS) that have been
approved by the Malaysian Accounting Standards Board
(MASB) and accepted in Malaysia.
b)

Property, plants and equipment and depreciation


i) Property owned
Property, plants and equipment are stated at cost less
accumulated depreciation and/or loss incurred with
declining value.
ii) Capital asset recognition
The 2007 Treasury Circular No. 5 is in force for asset
recognition.
iii) Depreciation
There is no provision for freehold land. Property, plants
and equipment are depreciated using a straight line
method to write-off cost of property, plants and
equipment over the estimated useful life of an asset. The
rates of annual depreciation are as follows:Motor vehicles

c)

Debtors
Debtors are stated at expected realisation value. Bad debts
are written-off within a term that is determined.

d)

Creditors
Creditors are stated at a cost of value equivalent to the
expected value payable in the future for goods and
services received.

e)

Income Recognition
Government grants for Operational Expenditure are
accounted on a cash basis except where there is a
requirement for amendment and this is stated in the
Income Statement.

f)

Instrumen kewangan
Instrumen kewangan di dalam Lembaran Imbangan
merangkumi baki tunai dan bank, pemiutang dan
penghutang. Kaedah pengiktirafan yang digunapakai
dinyatakan secara individu di dalam penyata polisi
perakaunan yang berkaitan.

g)

Tunai dan kesetaraan tunai


Tunai dan kesetaraan tunai merangkumi wang tunai dalam
tangan dan di bank.

h)

Peruntukan Matawang Asing


Urusniaga dalam matawang asing sepanjang tahun
ditukarkan kepada Ringgit Malaysia pada kadar
pertukaran yang berkuatkuasa pada tarikh urusniaga
tersebut.
Keuntungan atau kerugian pertukaran yang timbul
daripada penjelasan urusniaga matawang asing diiktiraf
sebagai item biasa di dalam penyata pendapatan.
Item-item di lembaran imbangan tiada melibatkan
transaksi yang mempunyai nilai dalam matawang asing.

Cukai pendapatan
Cukai pendapatan untuk untung atau rugi bagi tahun
semasa terdiri daripada cukai semasa. Cukai semasa ialah
jumlah anggaran cukai pendapatan yang perlu dibayar ke
atas keuntungan boleh cukai bagi tahun semasa dan dikira
menggunakan kadar cukai yang dikuatkuasakan pada
tarikh lembaran imbangan.

POLISI PENGURUSAN RISIKO KEWANGAN


Polisi pengurusan risiko kewangan MIROS adalah untuk
memastikan ianya mempunyai sumber-sumber kewangan yang
mencukupi untuk menjalankan operasinya dengan lancar.
MIROS membiayai operasinya dengan geran kerajaan dan
sumbangan luar dan oleh itu tidak terdedah kepada risiko
kewangan.
Polisi MIROS bagi aktiviti yang berisiko kewangan adalah
seperti berikut:a) Risiko Kecairan dan Aliran Tunai
MIROS menguruskan aliran tunai bagi memastikan
kesemua keperluan pembayaran dipenuhi. Di antara
kaedah pengurusan kecairan yang diamalkan adalah
untuk memastikan tahap tunai memenuhi keperluan
kecairan aliran tunai masa ke semasa.
b)

Risiko kredit
Risiko kredit MIROS kebanyakannya timbul daripada
akaun-akaun belum terima. Akaun-akaun ini adalah
dipantau dari masa ke semasa melalui prosedur-prosedur
pengurusan dan tindakan akan diambil bagi hutang yang
tertunggak.

f)

Financial Instruments
The financial instruments in the Balance Sheet cover cash
in hand and bank, creditors and debtors. The method of
recognition used is stated individually in the related
accounting policy statement.

g)

Cash and cash equivalents


Cash and cash equivalents include cash in hand and the
bank.

h)

Foreign Currency Exchange


Transactions in foreign countries throughout the year were
converted into Malaysian Ringgit at the rate of exchange in
force on the date of the business transaction.
Profit or loss of the currency exchange transaction is
recognised as an ordinary item in the Income Statement.
Items in the Balance Sheet do not involve transactions in
foreign currency.

i)

Income tax
The income tax exacted on profit or loss for the current
year consists of current tax. Current tax is defined as the
estimation for payable income tax on the taxable profit of
the current year and calculated using the tax rate enforced
on the date of the balance sheet.

FINANCIAL RISK MANAGEMENT POLICY


The financial risk policy of MIROS aims to ensure that it has
adequate financial resources to operate effectively. MIROS
finances its operation through government grants and external
contributions and therefore is not exposed to financial risks.
The MIROS policy for financial risk activities are as follows :a)

Liquidity and Cash Flow Risk


MIROS manages its cash flow to ensure all payment
requirements are met. Among the liquidity management
methods practised is to ensure a level of cash that fulfills
the cash flow liquidity requirement from time to time.

b)

Credit risks
Most of the credit risks of MIROS surface from nonreceivable accounts. These accounts are monitored from
time to time following management procedures and action
will be taken on debts.

Pembangunan Kapasiti
Selaras dengan Dasar Latihan Sumber Manusia Sektor Awam yang
menetapkan setiap anggota perkhidmatan awam perlu
melengkapkan diri/dilengkapkan dengan sikap (attitude), kemahiran
(skills) dan pengetahuan (knowledge) yang bersesuaian, MIROS juga
amat menitik beratkan perkara ini dan menyedari pentingnya usahausaha pembangunan sumber manusia kepada kakitangan di semua
peringkat.
Salah satu strategi pelaksanaan Dasar Latihan Sumber Manusia
Sektor Awam ialah memastikan anggota perkhidmatan di semua
peringkat mengikuti kursus sekurang-kurangnya tujuh hari setahun.
Justeru itu, bagi memastikan strategi ini berjaya, MIROS melalui Unit
Latihan dan Pembangunan Kapasiti (ULPK) telah merancang dan
melaksanakan pelbagai program pembangunan kapasiti yang
berteraskan pembangunan kompetensi dan pembelajaran
berterusan.
Sepanjang tahun 2009, seramai 93.8% dari keseluruhan kakitangan
MIROS termasuk kakitangan yang berstatus kontrak dan sambilan

Building Report
In line with the Public Sector Human Resource Training Policy which
requires every member of the civil service to be equipped with the
necessary attitude, skills and knowledge, MIROS too realises the
importance of human resource development throughout the ranks
and puts the same amount of emphasis on the three factors.
One of the strategies in the implementation of the Civil Sector
Human Resource Training Policy is ensuring that all members
regardless of the ranks attend at least seven days of training every
year. To ensure the success of this effort, MIROS through its Training
and Capacity Development Unit (ULPK) had planned and executed
various development programmes which were aimed at developing
competency and promoting life-long learning.
Throughout 2009, 93.8% of MIROS employees including contract
and part-time staff had fulfilled their seven-day course attendance
requirement. The percentage had exceeded the target which was set
earlier by the management of MIROS at 70%. Table 5 lists the
number of training programmes that have been organised and
attended by MIROS staff-members throughout the year 2009
according to the types of course.

Penyertaan dalam persidangan kebangsaan, persidangan


antarabangsa dan juga seminar dalam negara adalah penting bagi
kakitangan MIROS. Ini supaya mereka sentiasa mengkuti
perkembangan yang terbaru mengenai ilmu pengetahuan, isu-isu
dan teknologi terkini dalam bidang masing-masing. Pada tahun
2009, kakitangan MIROS telah menyertai sebanyak 10 persidangan
kebangsaan (Jadual 7), 22 seminar dalam negara (Jadual 9) dan 12
persidangan antarabangsa (Jadual 10) daripada pelbagai bidang
dan disiplin.
Participation in national and international conferences as well as
domestic seminars is essential in order for the staff to keep abreast
with the current knowledge, issues and technology of their
respective fields. In 2009, MIROS staff participated in 10 national
conferences (Table 7), 22 domestic seminars (Table 9) and 12
international conferences from various areas and disparate
disciplines (Table 10).

Perkongsian maklumat dan permeolehan ilmu pengetahuan penting
untuk pembangunan diri dan peningkatan repertoir ilmu pengetahuan.
Oleh demikian, untuk tujuan ini MIROS aktif dalam menyediakan
latihan luar negara untuk kakitangan di MIROS. Jadual 8
menunjukkan senarai program latihan luar negara yang disertai
kakitangan MIROS.
Information sharing and knowledge acquisition are imperative in selfdevelopment and expansion of knowledge repertoire. Hence, for this
purpose, MIROS is active in providing the opportunity of overseas
training for its staff. Table 8 lists cross disciplines of overseas training
programmes participated by MIROS staff.

MIROS also organised a number of internal courses (Table 11), workshops
(Table 12) and team building programmes (Table 13) throughout 2009.
The programmes were targeted at the development of human capacity
building of MIROS staff. Apart from developing soft and hard skills, some
of the workshops were organised to set future directions of the research
centres and divisions of MIROS. Meanwhile, the team building
programmes were aimed at fostering a healthy working environment
among the staff and management.

Siri Wacana MIROS merupakan sesi perbincangan terbuka dan cergas
yang diadakan setiap minggu di MIROS. MIROS menggalakkan
perbincangan bermaklumat bukan sahaja di kalangan kakitangan
tetapi juga daripada pakar-pakar dari luar. Setiap sesi wacana akan
dibentangkan oleh pakar-pakar dari bidang-bidang yang berlainan
tetapi berkaitan dengan usaha MIROS. Jadual 14 adalah senarai siri
wacana yang diadakan sepanjang tahun 2009.

The MIROS Discussion Series, which were organised weekly at


MIROS, promotes open and healthy discussions. MIROS encourages
informative discussions not only among its staff but also by external
experts. Each session was presented by experts from various fields but
related to the work of MIROS. Table 14 lists the discussion series held

Laporan Penerbitan

Pada tahun 2009 MIROS telah menghasilkan sebanyak tiga laporan


penyelidikan, empat laporan penilaian, dua laporan inkuiri, satu
laporan audit keselamatan jalan raya dan tiga laporan analisa
kemalangan. Laporan penyelidikan merupakan hasil projek
penyelidikan yang dijalankan dalam tahun 2009 yang dicetak dan
diedarkan secara meluas manakala laporan penilaian merupakan
hasil taksiran kerja-kerja yang berkaitan dengan keselamatan jalan
raya yang telah diberikan kepada MIROS. Laporan penilaian telah
dicetak dalam kuantiti yang minima dan hanya diedarkan kepada
pihak yang berkenaan sahaja. Begitu juga dengan laporan inkuiri
dan laporan analisa kemalangan di mana kedua-dua laporan
tersebut merupakan laporan khas tentang penyiasatan kemalangan
serta dicetak dalam kuantiti yang terhad oleh kerana ia tidak
diedarkan secara meluas. Laporan audit keselamatan jalan raya
merupakan satu lagi laporan yang diminta oleh pihak luar untuk
mengaudit keadaan jalan raya yang sedia ada dan kemudian
memberi cadangan bagi penambahbaikan untuk mengurangkan
kemungkinan terjadinya kemalangan.Selain daripada penerbitan
bahan laporan penyelidikan, MIROS juga menghasilkan bahanbahan korporat dan publisiti seperti brosur, poster, panji-panji
(bunting) dan juga sepanduk (banner).

80 Laporan Tahunan MIROS 2009

Publication Report

In 2009, MIROS produced three research reports, four evaluation


reports, two inquiry reports, one road safety audit report and three
crash analysis reports. The research reports are outputs of the
research projects conducted in year 2009, printed and widely
distributed whilst the evaluation reports are output assessment of
some of the works related to road safety that were seconded to
MIROS. The evaluation reports were printed in minimal quantity and
distributed to relevant parties. It was the same with the inquiry
reports and crash analysis reports whereby they are special reports
on accident investigation and printed in limited quantities as they
are not intended for mass distribution. The road safety audit report
is a type of report requested by external parties to audit or assess the
existing road condition and provide sound recommendations for
improvement in order to reduce the possibility of an accident. In
addition to the publication of research reports, MIROS also produced
corporate and publicity materials such as posters, buntings and
banners.

MIROS Islam Hadhari Committee (i-MIROS) Activities
MIROS telah menubuhkan satu Jawatankuasa Islam Hadhari (i-MIROS) berdasarkan pendekatan Islam Hadhari peringkat kementerian. Suatu
peruntukan khusus telah diberi kepada jawatankuasa tersebut untuk pelaksanaan aktiviti-aktivitinya. Berikut adalah senarai aktiviti-aktiviti yang
telah dijalankan oleh Jawatankuasa Islam Hadhari untuk kakitangan MIROS sepanjang tahun 2009.
MIROS has formed an Islam Hadhari Committee (i-MIROS) based on the civilizational Islam approach at the ministry level. A special fund has
