Course description and objectives
Constitutional law is the values and fundamental rights on which democratic society is based.
In addition, constitutional law regulates the legal relationship between individuals and the
state, and between state agencies themselves. This course, divided respectively into two equal
parts: basic rights and institutional constitutional law, explores many issues, which are an
inherent part of the ongoing public debate in Israel and all democratic countries in the world.
Key issues learned in the first part of the course deals with the basic right to equality, political

rights such as freedom of conscience, freedom of religion, freedom of expression and freedom
of association, cultural rights such as language rights, and social rights such as the right to
education and the right to health. The second part of the course on institutional constitutional
law focuses on the judicial review process in general and the the judicial review mechanisms
established in the Basic Laws in particular. This section also discusses other issues related to
the issue of judicial review such as separation of powers, elections, the constitutional
revolution and implications the Jewish and democratic character of Israel to them.
