CALL TO ORDER
Having reached a quorum, the meeting was called to order at 9:15 PM by Regel Asuero, SAMAHAN
President. Opening Prayer was led by Jessa Suico. The SAMAHAN President presided over the meeting
by first enumerating the agenda.
PRESENTATION AND DISCUSSION OF AGENDA

a. Michael Leyson read the minutes of the previous meeting
b. A motion to approve the minutes of the previous meeting was raised by Alexis Alberto
and was duly seconded by Anna Macrohon

a. There is no theme for the cheerdance
b. Minimum and maximum number of participants
i. Marielle Banawan asked if the minimum number of dancers can be changed to
15.

ii. It was raised if CS can merge with SOE. Marielle Banawan said if that it would be
better that they are independent.
iii. The board agreed to have 15 as the minimum number of participants and 30 as
the maximum.
iv. It was clarified that faculty and staff participants are only voluntary
The use of pompoms
i. It was already agreed that the pompoms doesnt have to be recycled
ii. The board agreed that the pompoms should be used during the performance. It
does not necessarily mean that it should be used the entire performance, as
long as it is present.
iii. There is no standard length for the pompoms
Allowed and prohibited moves
i. Tumblings such as cartwheel, backflip, and rolls are allowed.
ii. Aerial tumblings and lifting is prohibited
iii. Alexis Alberto said that these moves should be strictly followed.
iv. There will be a consultation with ADT. If they would want to change anything,
the final decision will always be coming from the board.
Duration of the performance
i. It was clarified that there will be mats on the venue
ii. It was agreed that the entire performance will be a minimum of 5 minutes and a
maximum of 7 minutes. A minimum of 1 minute should be allotted to the cheer
and a minimum of 4 minutes and a maximum of 6 minutes should be allotted to
the dance.
Costumes
i. It was agreed that the costumes will be the same as last years cheerdance.
White shoes, white shirt, Ateneo color jogging pants and Ateneo skirt will be the
prescribed uniform. The skirts should be above the knee.
ii. It was clarified that nothing should be placed on the shirt.
iii. It was agreed to allow facial and hair aesthetics
Criteria for judging
i. The components of the criteria are: choreography, cheer, showmanship,
originality and overall impact.
ii. Choreography
1. Choices raised were 40% and 45%
2. 3 voted for 40% and 12 voted for 45%

3. It was agreed that 45% will be allotted to choreography


iii. Cheer
1. Alexis Alberto said that the cheer, showmanship and choreography
should be at par with one another since this is a cheerdance.
2. Choices raised were 10%, 15% and 20%
3. 5 voted for 10%, 8 voted for 15% and 1 voted for 20%
4. It was agreed that 15% will be allotted to cheer
iv. Showmanship
1. Choices raised were 20% and 25%
2. 3 voted for 20% and 9 voted for 25%
3. It was agreed that 25% will be allotted to showmanship
v. It was agreed that 10% will be allotted to originality and 5% to overall impact.
h. Deadline and dates
i. November 22, 2014 hardcopy of the cheerdance criteria and guidelines will be
available
ii. November 26, 2014 start of practices
1. Outside practices is strictly prohibited
2. Areas of practices will be the same as fiesta
iii. January 15, 2015; 9PM deadline of submission of entry forms.
1. It was clarified to include the proof that the choreographers are
alumnis.
iv. January 12, 2015; 9PM deadline of submission of audio files
v. January 17, 2015; 6 10 PM date of cheerdance competition
1. It was clarified that gates open by 5 PM
vi. January 16, 2015 General Rehearsals
i. A motion to proceed to the next agendum was raised by Vade Santos and was duly
seconded by Anna Macrohon
3. CHED Resolution
a. Darleen Undag explained CHED memorandum no. 10609. There was a consultation with
student governments about the matter.
b. Darleen Undag said that since it does not apply to the university, you can help other
universities and colleges under this dilemma by informing them that they can approach
the Legal Office of CHED.
c. A motion to proceed to the next agendum was raised by Alexis Alberto and was duly
seconded.

4. Resolution Crafting
a. It was raised that before we craft more resolutions, we should have an update of our
previous resolutions.
b. Michael Leyson said that since resolutions 6 10 concerns the Physical Plant Office, they
will be having a meeting with them on November 25, 2014.
c. All resolutions have been submitted to OSA, Office of the President and Physical Plant
Office
d. Darleen Undag raised that there should be offices for each SEC.
e. Regel Asuero said that on the new building, each officer will be having their individual
tables/cubicles. The floorplan can be asked from Sir Bong.
f. Ivy Torregosa asked what will happen once the constitution will be ratified. Regel
Asuero said that they will have to divide the office.
5. Other Matters
a. November 24, 2014 deadline of liquidation reports.
b. Regel Asuero asked the division representatives as to where are they now in the
campaign.
i. Alexis Alberto, Marielle Banawan and Darleen Undag responded that everything
is okay in their respective divisions.
ii. Jeos Casilac responded that there are some students that say no to the
constitution.
iii. Vade Santos said that what they do is approach people personally and talk
about the constitution.
iv. Troy Vergara said that they have already released the video regarding the
constitution. And the poster has already been posted outside their divisions
office.
v. Anna Macrohon said that so far, so good. Their representative for the campaign
pool promotes informed decision.
vi. Miguel Gabriento said he course through the information through their SECs
course heads
vii. Jessa Suico said that some academic clubs have taken a stand on the
constitution. The representative to the campaign pool conducts room to room
education and texts, encouraging them about the constitution, though some
have expressed their different opinions and stands.
c. Regel Asuero asked the division representatives as to how they respond as to the
students.

i. Alexis Alberto said they he respects every decision a student makes, as long as it
is an informed decision. He also encourages them to know more about the
constitution.
ii. Jeos Casilac said that he cant force the students on their decision but instead,
encourage them about the constitution.
iii. Marielle Banawan said that she respects everyones decision but she does her
best to encourage the students.
iv. Vade Santos said that although students are passive in their division, she
encourages them to vote.
v. Troy Vergara said that he respects a students decision. What he does is
encourage to study and know more about the constitution.
vi. Miguel Gabriento said that half of the battle is getting the students to vote. As a
division representative, he promotes for a yes. He also encourages the students
to vote.
vii. Anna Macrohon said that she respects the decision of the students as long as it
is an informed decision.
viii. Darleen Undag said that reaching the plebiscite level at this point is very rare.
She added that this is our way of helping the future needs of the school. She
hopes that the efforts would not go to waste.
ix. Jessa Suico said that in terms of the participation of the students, atleast
students care. She added that if we ask students what is their stand with the
reasons, it shows that they have a say. She continued that compared before and
now, they now have a stand.
x. Vade Santos raised a question as to whether what is the stand of the SCB on the
constitution
d. Regel Asuero asked what are the stands of the officers present regarding the
constitution.
i. Alexis Alberto, Jeos Casilac, Marielle Banawan, Vade Santos, Troy Vergara,
Miguel Gabriento, Darleen Undag, Michael Leyson, Allexy Flores, Anna
Macrohon, and Shane Castro, responded that they are a yes for the
constitution.
ii. Jessa Suico, Peej Comoda and Dexter Villarosa responded with a no for the
constitution.
iii. Transcription of the Matters Discussed is at Appendix A.

e. Peej Comoda asked how the Task Force is. Alexis Alberto added that as SCB, they should
not only care for the students but also the committee members.
f. It was raised that it would be pointless to talk about this matter without the Task Force
Head. They can continue the discussion when they are present.
g. A motion to adjourn the meeting was raised by Shane Castro and was duly seconded.

APPENDIX A:
1. Other Matters
a. Updates on the Campaign for the Constitution were presented by different division
representatives:
i. Accountancy There were first year students who will say no to the
Constitution.
ii. BM There were certain students from the division who will say no to the
Constitution.
iii. CS The campaign manager exerted much effort in the campaign for the
Constitution.
iv. HumLet There were creative ways made for the campaign such as posting
videos on Instagram supporting the Constitution. They also posted the tarp
outside their division office. Students in HumLet were quite positive on the
Constitution.
v. NSM Mary Catalbas, Campaign Manager, constantly updates Vade Santos. She
makes sure that students do not directly say yes, but make sure that its an
informed decision.
vi. SOE Students were okay about it. There was a room-to-room campaign and
brochures were distributed.
vii. SON The campaign so far was good. The campaign manager of SON had a hard
time tracking down students under the division since many are in Marilog.
Students are after informed decisions; however, they dont know if they will
read the Constitution.
viii. SEA Derizza Laburada was their campaign manager. Though not all classes
were campaigned by their pool, all efforts were exhausted. Course
representatives gave pamphlets, etc.
ix. SS Their campaign manager informed the class officers on the campaign for
the ratification of the Constitution. However, it is a campaign not to say yes, but
to vote for what is good for the Constitution. There were also different opinions
about the Constitution.
b. A question was posed by Regel Asuero on the division representatives reaction on the
Campaign of the Constitution and the Constitution Draft itself.
i. Accountancy Alexis Alberto said that he respects the students because its
their decision. They should know why they are saying yes or no. He is

encouraging them to really read the Draft because the Constitution is not for his
benefit, but for the students who will still be staying in the University next year.
BM He encourages students to read the Constitution.
CS She respects the decisions of its constituents. She was there to promote
and as a SAMAHAN Officer, she emphasized that you would do your best to
influence.
NSM Vade Santos asked a question to the Board: What is really the stand of
the entire SCB on the Constitution? She said that in the first place, the
Constitutional Commission had readings before the SCB approved of the draft.
She said that its not good if there are different stands on the constitution,
considering that it was approved by the entire SCB. As to her division, she has
no problems influencing her constituents.
HumLet He still respected his constituents regardless of their stands. However
as an SCB Officer, Troy Vergara was for a yes for the mere fact that he placed
the tarpaulin outside the division signifying yes. It would be a big
encouragement if ever the officers would be able to get the students attention
on the Constitution. He further added that even the SCB officers should be
knowledgeable of the contents of the Constitution. Even though it is very ideal
for all students to read the Constitution, whenever students ask on specific
provisions, SCB officers should know how to answer such questions.
SEA Miguel Gabriento said that for him, half of the battle was getting the
students to vote. There is a need for active participation. But in the end, even
though we are campaigning for a yes, it is still their choice if they will vote for a
yes or no.
SON Just like Alexis Alberto, Anna Macrohon emphasized respect among the
different votes of students. She also said that the constitution is not for them as
officers, but for the students of the next school years. If students are apathetic,
she said that the SAMAHAN has nothing to do about it for as long as they know
what is happening in school.
SOE - There is a point that its a persons choice on the Constitution. However,
this plebiscite is a very rare chance to be conducted at an early stage. It would
be a waste on the struggles of others. The SCB officers are not there to help
their selves, but for the others who will benefit in the structure. She hoped that
the campaign would not be put to waste.

ix. SS Jessa Suico said that in terms of students participation, at least students
care. They know whether to say yes or a no. They would know where to stand.
Compared before and now, students now have a stand.
c. Another question was posed by Regel Asuero. What is the stand of SCB pertinent to the
Constitution? Is SCB really neutral, a yes, or a no?
i. Regel Asuero raised a point of clarification. He said that it is really not an issue
of integrity, but rather, credibility of commitment. The fact that the draft was
unanimously approved as a Board, everyone is for the Constitution. He added
that they should not pretend as if they are really for a yes if their choice is really
for a no. There is nothing personal in saying their stand on the constitution, he
said. This is a clash of ideologies. He emphasized that the government should
be the one to campaign for the constitution for the fact that the SCB approved
it. If any officer had contentions on the draft, it shouldve been raised earlier. He
added that the officers should recognize that limit.
ii. Regel Asuero asked the officers on their stand on the Constitution.
iii. Alexis Alberto (Accoutancy Representative) He is for a yes on the Constitution.
Even though majority of the members of his political party is against it, he wants
to emphasize that he respected their decisions. What holds him back was the
way of publicizing the constitution. It seemed that the officers were using their
power. They were using the positions to impose a certain answer instead of us
letting them ask the question and find an answer. He said yes to the
Constitution to give chance an chance.
iv. Jeos Casilac (BM Representative) He said that by the fact that he approved of
it, he was giving a chance for the students to really look into the Constitution.
He also has his personal vote. The fact that he approved of it, thats the kind of
commitment he showed to his BM Department. In short, he is Yes for the
Constitution.
v. Marielle Banawan (CS Representative) She is yes for the Constitution because
she recognized and acknowledged the time given to this. She said that the SCB
should not forget about the efforts exerted for the draft. On the technical side,
she has no problems on the draft. She felt the pain of the problem in the old
constitution, thats why the new constitution draft is the ideal for the next
SAMAHAN.
vi. Vade Santos (NSM Representative) Vade Santos said yes. She said that
students wouldnt know if it is efficient or not until students try to be part of

SAMAHAN. She added that the reason fo having separate branches, is for the
fact that it would provide checks and balances. It may not be pursued in the
short term, but it may have long term effects.
Troy Vergara (HumLet Representative) He is yes for the constitution draft. He
was even shocked that the SCB has to go back to its first decision. He said yes
because he is already okay with the draft, considering that its been ongoing for
two years and a round table discussion was also conducted. He said that just like
in XU, they had a smooth flow of governance within their student government.
He emphasized that tasks would be less heavy for officers to handle. It would
also be more systematic since student concerns will be catered, events
organizing, etc.
Miguel Gabriento (SEA Representative) He is for a yes in the draft. He saw the
structure in the new constitution that there is already a clear separation of
powers. He also said that he liked the idea that all officers are elected at large in
the level of their division. The power of electing their Vice Governor, Secretary,
and Treasurer, is given to the students. The draft is Constitutional Commissions
idea. As a board, he said, that if the officers had inputs, it shouldve been given
to ConComm way before. And on the verge of approving the draft presented by
the Constitutional Commission, the officers shouldve commented.
Darleen Undag (SOE Representative) She said that the SCB is for this
Constitution. Firstly because, the SCB believes that this is for the students. The
SCB has already said this again and again. She said that she didnt like the last
Constitution Plebiscite because the campaign was too aggressive. This year, it is
better since the SCB has already provided brochures, online copies, etc. The SCB
did its best.
Anna Macrohon (SON Representative) She is for the Constitution Draft
because its long overdue. The provisions are good. She liked how it is defined.
What she doesnt like about it is the idea of forcing down the draft unto the
throats of our constituents. Once interested, students may approach the Consti
Draft to say yes. If not, she said that students should know what they are getting
into.
Jessa Suico (SS Representative) She said that her personal stand, and not her
division, is that she is against the Constitution Draft. On the advantages of the
new constitution, she agreed. She said that it is time to change the constitution
since the task of being a division representative is really tiresome. Her concern

is the structure. Comparing the proposed structure from other Ateneo schools,
except XU, they have 3 branches but they work inefficiently. She said that
maybe they cant work efficiently because of the people in the structure or how
they translate the Constitution. If the end line of the Constitution is to empower
students, currently, the SAMAHAN is always trying to empower the students.
This is democracy. She may be for the checks and balances, but not for the three
branches of government. She questioned if there is a need to change the
structure.
1. Regel Asuero said that questions like those should be raised
beforehand. This should be asked to within the divisions. He admired
those who considered that voices of others. He encouraged everyone to
be more critical. Questions like uncertainty or the structure shouldve
been raised before. Regel Asuero also added that if it is to be argued
that the SAMAHAN is working efficiently right now, it can only be seen
on the level of implementation. How about consultation and policy
making? The SCB is efficient because they are the implementing body,
but how about the other aspects?
2. Jessa Suico emphasized that she said no because of the structure not
against the other changes. She is not against empowering the students.
The contents of the draft are good objectives. There are just certain
articles and sections that are not adaptable in the present time.
xii. Patrick Comoda (CCO Chairperson) On his part, he didnt like the structure of
the constitution draft right from the start. The thing is, he had a hard time
because not all suggestions in the ConComm were put in the draft. As part of
the SCB, everyone is for a yes; however, he cannot give his 100% support. That
is the reason why he was very careful. To make it clear, the stand of
PIGLASAPAT was released based on the consultations of the members.
Statements were based on the majority of the members. He has heard of
different experiences of other schools adopting a three-branched government.
He heard that it was like the actual government, a lot of bickering, etc. He didnt
want to give such burden to others. It may be easy to say yes [for graduating
students] because graduating students will not experience such. Three years is
quite a long time for it be amended. Budget hearing would take about months.
Every planning meeting, it should called for months before. He head that it was
difficult to adopt such structure.

1. He was also not comfortable for SAMAHAN to promote for a yes. For
him, students should freely choose. Facts should be given, the pros and
the cons.
2. He also has an issue on the room-to-room. Students actually dont mind
to vote or not. But since SAMAHAN is not neutral, they will be forced to
vote on something.
3. He also emphasized that the more streamline the process is, the more it
would be cost effective. He asked where would the budget come from.
Will the budget for other activities be decreased? The main reason to
say no is its practicality.
4. He also said that being minority was also a problem.

Ivy Torregosa (BAPS Secretary-General) She is for the Constitution. For the
many years she has been in SAMAHAN, she has witnessed the process of the
constitution draft. There were a lot of issues that were raised such as the
malversation of funds in the SS Cluster, the issue on Palarong Atenista. There
were a lot of students asking on what the SAMAHAN did. She recognized and
respected the points of other divisions. She added that she had apprehensions
on the way the draft was presented to the students.
Dexter Villarosa (GA Internal Vice President) Since he was in First Year, he was
already for a no on the Constitution. He disagreed to have a new structure. He
said that the SAMAHAN structure has been working fine for many years. He also
asked why the GA should be abolished. As years went by, GA tasks were
minimized since the tasks were well-distributed among divisions. The
government is already working and it has already been proven effective. He
entered ConComm during the second year to voice out his concern to regain
back GA. However, just like what Patrick Comoda said, ConComm based their
decisions on majority vote.
Allexy Flores raised an observation and said that there is to read the agenda for
the meeting and come prepared. Officers should consult their SEC, respective
offices, clubs, classes, etc. Attend meetings to represent the officers divisions.
