Capiz Provincial S&T Center

The Capiz Provincial S&T Center has a spanning history since its establishment in January
1992. It held its first office at the then Panay State Polytechnic College, now Capiz State
University (CAPSU) in Mambusao, Capiz.

The Office was manned by two permanent personnel, Ms. Lea A. Tabligan, Sr. Science
Research Specialist and Mr. Gerbe B. Dellava, Science Research Specialist II. A detailed
staff from the Municipality of Mambusao was assigned to assist in the operations of Capiz
PSTC but on a temporary basis. Ms. Lea A. Tabligan was the first Provincial Director since
the inception of the Office.

Capiz PSTC in CAPSU Mambusao Campus is located about 35 kilometers from Roxas City
where most of the Office activities were conducted. An effort from the Provincial Government
placing an S&T desk at the Provincial Capitol of Capiz manned by staff from the Capiz PSTC
was provided. This allowed S&T assistance closer to the public. Three years after, there was
a significant increase in the number of clients of the provincial office and some sectors and
LGU officials requested and facilitated the transfer of the provincial office nearer to Roxas City.
With the demand, the training center adjacent to the Governor's residence became the second
Capiz PSTC having one detailed staff assigned to assist the Office with its administrative
functions.

In 1999, Capiz PSTC was moved at the CAPSU Main Campus - College of Engineering in
Roxas City, but due to a very small area, a year after the provincial government offered a
bigger office space at the Capiz Provincial Capitol in Roxas City. However, a new policy of
the provincial government required that all agencies situated at the Provincial Capitol will move
out of the area which included the Capiz PSTC. The Office was moved back to CAPSU Main
Campus in Roxas City again but a 120-sq.m. lot at the CAPSU compound was donated to
Capiz PSTC.

In 2003, the Small Enterprise Technology Upgrading Program (SETUP) was established and
two more contractual personnel were hired in support of the project. Ms. Lea Tabligan was
transferred to Guimaras Provincial S&T Center in 2008 in lieu of the resignation of Ms. Delia
G. Tabanao, former Guimaras PSTC Director. Capiz PSTC is now being headed by Mr. Gerbe
B. Dellava since his appointment in July 2009. With the present temporary location of the
Capiz PSTC, the office is still working on the future construction at the donated lot of CAPSU.
Iloilo Provincial S&T Center

At the forefront of S&T services in the Iloilo Province is the Iloilo Provincial S&T Center.
Its creation as one of the most interesting and dynamic offices with its range of
operation was activated on January 1992. Iloilo PSTC is located within the DOST
Region VI compound and started with two permanent staff. The office was headed by
then Provincial S&T Coordinator Engr. Rowen R. Gelonga, now DOST VI Regional
Director and Ms. Shyla Cabaluna as Science Research Specialist II.

In 2003, Engr. Naomi Cossette R. Luis was appointed as Provincial S&T Director
following the promotion of Engr. Gelonga as the Chief of the Technical Operations.
Engr. Gelonga dedicated 12 years serving the stakeholders and clients of the
provincial office.

During the institution of the Small Enterprise Technology Upgrading Program (SETUP)
in 2003, Engr. Luis led the implementation of the project providing a wide array of
assistance intended primarily to improve the level of competitiveness of micro, small
and medium enterprises in Iloilo. A year after, Engr. Sheila Oberio was appointed as
Science Research Specialist II leading to a stronger workforce in reaching out the
benefits of S&T with the communities.

The aggressive implementation of the programs, projects and services started in 2009
when Engr. Oberio took over the position as Provincial S&T Director in lieu of Engr.
Luis’ promotion as Supervising Science Research Specialist.

Iloilo PSTC is grateful for the continued support and fruitful partnerships and
collaborations with its stakeholders in delivering its mandated services. To date, Iloilo
PSTC is manned by six dynamic personnel working as a team to provide scientific and
technological interventions for socio-economic development in the province of Iloilo.
Negros Occidental PSTC

The Provincial Science and Technology Center in Negros Occidental was established in 1992.
It was manned originally by Dr. Emelyn P. Flores, Senior Science Research Specialist
designated as the Provincial Science and Technology Officer and Engr. Ramon G. Teruel,
Science Research Specialist II who later transferred to DOST VI and was hired as the Chief
Administrative Officer. However, the latter migrated to Canada in 2006.

PSTC Negros Occidental was originally located at the Technological University of the
Philippines in the Visayas, Talisay City, Negros Occidental from 1992 to 1996. Since it was
located ten (10) kilometers away from Bacolod City, the capital city of Negros Occidental, most
clients requested if the PSTC can transfer its office in Bacolod City. In the year 1996 the Metro
Bacolod Chamber of Commerce and Industry offered an office space for Negros Occidental
PSTC and it was conveniently located within the Provincial Capitol Complex at South Capitol
Road, Bacolod City. It was the second location of Negros Occidental PSTC.

The Negros Occidental-PSTC has gained recognition from the various sectors. Likewise,
demand for S&T services has increased. This surge in the delivery of S&T services prompted
Dr. Flores to request from the former Provincial Governor, Rafael Coscolluella for a lot
donation for the construction of PSTC Negros Occidental building. It took the provincial
government a year to approve the 500 square meter-lot donation for the PSTC building located
at the Cottage Road, Bacolod City. The location was a prime lot and it costs Php30,000.00/
sq. m. or a total of Php15,000,000.00 at the time of donation. DOST was the last government
agency that was given a deed of donation by the provincial government. The Negros
Occidental-PSTC building was constructed in the first quarter of 2007 and was inaugurated in
August 2007, in line with the conduct of the First Visayas Cluster Science and Technology
Fair. It is the third and the permanent office of Negros Occidental PSTC.

In 2001, Engr. Allan Francis Dara-ug was hired for the position vacated by Engr. Ramon G..
Teruel as SRS II. Dr. Flores was designated as OIC, Office of the Chief SRS for Technical
Operations in 2007 and finally appointed as Chief SRS in 2008. Engr. Dara-ug availed the
DOST scholarship program for Master’s in Public Management at the Ateneo de Manila
University.

While Engr. Dara-ug was on study leave, Engr. Sheila L. Oberio was assigned as the OIC of
Negros Occidental-PSTC from January to December 2007.
When Dr. Emelyn P. Flores was appointed as Chief SRS at the Regional Office in July 2008,
Engr. Allan Francis Dara-ug applied for the position she vacated and was promoted as Senior
S.R.S. in 2009. The position for SRS II was announced and Engr. Glady Tomulto, formerly
contractual staff of DOST VI, got the position in 2009.
Negros Occidental PSTC is now manned by nine personnel including the two (2) manpower
complement, the driver and one (1) administrative staff provided by the Provincial Government
of Negros Occidental.
Guimaras Provincial S&T Center

The Provincial Science and Technology Centers (PSTCs) were established by virtue of
Republic Act No. 6959 on July 31, 1990 to accelerate the application and transfer of the
benefits of modern science and technology, particularly to the rural areas. These are under
the direct supervision of the Department of Science and Technology which serve as extension
of regional offices.

In the province of Guimaras, the PSTC was positioned inside the Philippine Science High
School Research Center in Alaguisoc, Jordan with Ms. Delia Tabanao as the first and only
personnel assigned in the office together with a detailed staff from the LGU. She served as
the Provincial Science and Technology Director (PSTD) for a number of years until she was
succeeded by Ms. Mae Limbaga. In 2007, Ms. Lea A. Tabligan, the PSTD of Capiz, transferred
to Guimaras PSTC and led the Science and Technology activities in the province until January
2016. Ms. Tabligan is now the Officer-in-Charge, Office of the Assistant Regional Director for
Technical Operations of DOST Regional Office VI. Presently, the Guimaras PSTC is being
headed by Mr. Allen Daryl F. Asuelo, Science Research Specialist II, and Officer-in-Charge,
Office of the Provincial Science and Technology Director. With the appointment bestowed
upon Mr. Asuelo, he carries the mandate of the DOST Regional Office to the province together
with his three (3) staff.

The existence of a PSTC in Guimaras truly served its purpose of bringing modern technology
in the rural areas. Among of its major accomplishments include the winning of a local food
processor, The Trappist Monastic Food Products, as the 2013 Best Regional SETUP Adoptor
who competed in the national level and placed second. The PSTC also pioneered the delivery
and printing of packaging materials (box) for fresh mangoes of Guimaras which is a joint
project of Guimaras Provincial Government, Office of Congressman JC Rahman A. Nava,
M.D., Congressional Spouses Foundation, Inc., Provincial Office for Agricultural Services
(POAS), Provincial Economic Development Office (PEDO) and Guimaras Mango Growers &
Producers Development Cooperative. In addition, financial assistance was also provided to
the Guimaras Model Galleon Makers Association Incorporated for the procurement of
necessary production equipment and transport packaging material.
Aklan Provincial S&T Center

The Aklan Provincial Science and Technology Center (PSTC) spearheads the advancement
of the S&T sector in the province and of making the S&T sector a synergized body for
socioeconomic empowerment. Living testaments to this are the establishment of a number of
significant S&T bedrocks responsive to the needs of its constituents – the micro small medium
enterprises, academic community, public and private institutions and so on. Prior to this holistic
delivery of S&T services, the Aklan PSTC rose from its humble beginnings.

In 1988, the Chairman of the Science and Technology Committee who hailed from Aklan bid
to launch a satellite office in the province specializing matters on S&T. This earnest plea was
granted, hence, an office manned by a single employee was established at the Cultural
Center, Capitol Compound in Kalibo. To further strengthen the implementation of S&T policies,
programs and projects in the province, the congress legislated the Republic Act No. 6959 in
1991, otherwise known as “An Act Establishing Provincial Centers for Science and Technology
in all Provinces of the Philippines and Appropriating Funds Therefore”.

One of the provisions of the law stated that the PSTC be housed in a State University College
(SUC) compound. This obliged the Aklan PSTC office to transfer to Aklan State University
(ASU) in Banga, Aklan from 1991-1995. At such time, the PSTC was managed by the
Provincial S&T Officer with two staff.

The period covering 1995-1997 marked another noteworthy milestone for Aklan PSTC as it
was relocated from Banga to the Provincial Capitol Compound in Kalibo. Aklan Provincial S&T
Director Jairus Lachica requested for a lot donation from the Provincial Government of Aklan
and it was granted. In 1997, a building was constructed dedicated for Aklan PSTC.
With the robust partnership from DOST and institutions, the Aklan PSTC is a home to dynamic,
highly-skilled employees rendering timely package of S&T assistance geared towards a
nurtured science community.
Antique Provincial S&T Center

The pioneer work in Antique PSTC took off on March 1992 when Engrs. Abraham R. Fabila
and Eleazer Moscoso accepted the challenge to uplift the Antiqueños lives through S&T. Their
first office was lodged in a small space in the lobby of the Old Capitol Building, overlooking
the impressive view of the capital town plaza. Come 2000, the Antique PSTC moved to an
adjacent room which was then occupied by the Municipal Agriculture Office. The new room
was spacious enough to accommodate the increasing number of clients and office equipment.
Equally important, the PSTC was distinguished for its steadfast linkages with the local
government units (LGUs), non-government organizations (NGOs) and National Government
Agencies (NGAs) in establishing S&T-based projects and programs. Several clients were
assisted in terms of technology interventions, research and development and skills and
livelihood generation.

On March 2005, the PSTC-Antique was ordered to vacate the place to make way for the
Antiqueño Museo. For three months, the PSTC has no formal office yet this did not hamper
the aggressive implementation of quality S&T services. Engr. Fabila, who served as the
Provincial S&T Officer, offered his residence as a temporary site of Antique PSTC. Moved with
the idea of a promising S&T headquarters, Gov. Salvacion Perez asked the PSTC to occupy
the exterior room at the EBJ Memorial Center, Binirayan Sports Complex. Until then the
Antique PSTC even offered a great deal of technical expertise to people from all walks of life.
Anchored with the confidence that modern science and technology paves way to inclusive
growth, the Antique PSTC continues to be one of the key players in providing S&T services in
the countryside. These services are focused on technology transfer and commercialization,
technical and consultancy services, and S&T human resource.
