After Activity Report


“Competency Training”

On or at about 0800H of August 14, 2018, Wednesday, the interns were


gathered at the Moot Court of UC-Legarda. At around 0815H, a confirmation
from the BFP was received, informing of the continuation of the activity for the
day.

On or about 0930H the Bureau of Fire Protection Officer arrived. The BFP
Officers gave a brief introduction and information on the activities that the
interns will be doing.

On at about 0940H, the BFP personnel arrived and immediately prepared


his presentation for the seminar. He introduced the BFP Competency Training
which should be completed within 40 hours. Five module are to be discussed:
Module 1 is the history, Module 2 is the Chemistry of Fire, Module 3 is the Fire
Equipment and Module 5 is the Tactics and Operations.

On at about 0950, start of discussion in module one, history of fires and


firefighting. In Egypt, Ctesibius first designs a hand pump. In Rome, Arcus Licinus
Crassus, created his fire brigade, 500 strong men which needs negotiation with a
satisfactory price.

Emperor Nero formed the Vigiles to combat fires using bucket brigades
and pumps as well as poles, hooks and even ballistae to tear down buildings in
advance of the flames. The Vigiles patrolled the streets to watch for fires and
served as a police force.

In Europe, Great London Fire (1666), worst fires in history that lasted for five
days and virtually destroyed the city. It laid the foundations for standardize and
organized firefighting and the first organized fire insurance.

In USA, 1648, peter Stuyvesant Governor of New Amsterdam, appoints five


wardens to perform inspections of chimneys. Fire ordinances are passed and
fines are imposed to purchase and maintain fire buckets, hooks and ladders.

In 1736 Benjamin Franklin, establishes the Union Fire Company, first fire
organization in Philadelphia and one of the first in America to fight fires for the
public good.

In March 25, 1911, Triangle Shirtwaist Fire in New York, darkest moments of
industrial company and 146 workers were dead.

In the Philippines, the first firemen were the Manila Fire Department in
which the bases are in Paco, Sta. Cruz, Intramurous and Tanduay. The laws
regarding the fire department was also presented like Republic Act No. 9263,
Professionalization Act of BFP, Presidential Decree No. 1185, Fire Code of the
Philippines by President Marcos and the Republic Act No. 9514 as the Revised
Fire Code of the Philippines. Also the vision-mission of the BFP was discussed
including the Maltese Cross found on the logo of the fire department.

On or at about 1204H all interns and the BFP Officer had their lunch break
for over an hour.
On or at about 1310H the activity commences on the discussion of the
Module 2 where the chemistry of fire was tackled and Module 3 in which the
different fire trucks and equipment of the fire department were presented.

On or at about 1500H the interns and the BFP Officer had their PM snack
and other necessities.

On or at about 1510H the discussion on Module 4 and Module 5 continues


in which the fire operations were discussed.

On or at about 1623 the discussions were done. The BFP Officer made an
announcement on the activities to be held the next day.

On or at about 1700H the BFP Officer leaves. The projector used was kept
and the class marcher led the BFP Officer outside.

On or at about 1710H the class marcher announced the attire the next
day and the class was dismissed.
